The day after Zhang Bojun proposed the "Political Design Institute", on May 22, at the ninth symposium for leaders of democratic parties held by the United Front Work Department of the Central Committee of the Communist Party of China, Luo Longji, another vice chairman of the China Democratic League, made a speech . Luo Longji proposed that a "rehabilitation committee" should be established, which later became a "famous rightist viewpoint". Luo Longji was born in Anfu, Jiangxi, in 1896, one year younger than Zhang Bojun.In 1913, he was admitted to the Tsinghua Preparatory School for Studying in the United States in Beijing, the predecessor of Tsinghua University, with the first overall score in Jiangxi.

In 1919, when the May 4th Movement broke out, twenty-three-year-old Luo Longji was one of the student leaders. Afterwards, Luo Longji studied in the United States and received a Ph.D. from Columbia University. Luo Longji is good at speaking and writing.After returning to China in 1928, he worked as a professor of political science at Shanghai Guanghua University, China Public School and other schools, and at the same time wrote articles for magazines such as "New Moon".He admired Anglo-American politics and criticized Chiang Kai-shek's dictatorship, known as the "Anglo-American faction".

In 1931, Luo Longji, Zhang Junmai and others organized the "Regeneration Society" and published the magazine "Rebirth".The following year, the Regeneration Society was reorganized into the National Socialist Party of China. Since then, Luo Longji has been a political science professor, political commentator, and political activist all in one.He has served as a professor at Nankai University and Southwest Associated University, editor-in-chief of "New Moon" magazine, president of Beijing "Morning News", and editor-in-chief of Tianjin "Yishi Bao".

In October 1941, Luo Longji participated in the organization of the China Democratic Political Group Alliance and served as the head of the Propaganda Department, while Zhang Bojun was the head of the Organization Department.Soon, the China Democratic Political Group Alliance changed its name to the China Democratic League. After the end of the Anti-Japanese War, Luo Longji joined the CCP to fight against the Chiang Kai-shek government and became a staunch ally of the CCP.On many occasions, Luo Longji made speeches or issued statements supporting the CCP and opposing Chiang Kai-shek. Chu Anping once commented on Luo Longji in the article "China's Political Situation" in the second volume two issue of "Observation" magazine in 1947:

"If we use modern standards, strictly speaking, among the leaders of the Democratic League today, Mr. Luo Nusheng (Longji) is probably the only one who is suitable for practical political life. Luo Shi is good at both Chinese and English, and he can write eloquent articles. Powerful, motivated, and genuinely interested in political life . . . " Chu Anping also pointed out at the same time, "Unfortunately, Roche's biggest weakness is lack of virtue and talent." Chiang Kai-shek regarded Luo Longji as a thorn in his side.In the spring of 1949, Chiang Kai-shek placed Luo Longji under house arrest in Shanghai.

After Luo Longji escaped danger, he arrived in Peiping with Zhang Lan on June 24. Zhu De, Li Weihan, Guo Moruo, Li Jishen, Shen Junru, Huang Yanpei, Zhang Bojun and others met him at the station. Soon, Luo Longji attended the first plenary session of the Chinese People's Political Consultative Conference and was elected as a member of the Standing Committee. Luo Longji served as a member of the Government Affairs Council of the Central People's Government of the People's Republic of China and Minister of Forestry Industry. In May 1955, Hu Feng was arrested at his home in Beijing on charges of "counter-revolutionary".Immediately afterwards, a massive campaign to expose the "Hu Feng counter-revolutionary clique" swept across mainland China.Luo Longji shook his head at this. He once said to his friends: "Hu Feng will be a counter-revolutionary? I don't believe it!"

Luo Longji also had a lot of complaints about the leftist behavior in the "Eradication of Rebellions", "Three Antis" and "Five Antis". Since the CCP launched the rectification movement, the United Front Work Department of the CCP Central Committee has held symposiums again and again, and sincerely welcomes the opinions of democrats.Luo Longji had something to say and couldn't hold it back, so he put forward his own suggestion, that is, to set up a "rehabilitation committee" to correct the unjust cases in the previous campaign. The following is a report on Luo Longji's speech by People's Daily on May 23, 1957:

He talked about concerns and guarantees. He said: In order to encourage everyone to "sing" and "release" and ensure that the "sing" and "release" are good, I think the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference can set up a group with members from the Communist Party and the Democratic Party. A committee participated by people from other fields to check the deviations in the work of the Three Antis, the Five Antis, and the anti-revolutionaries in the past, and encourage those who have been aggrieved to appeal to this committee.Chairman Mao instructed at the Supreme State Council that the Standing Committee of the National People's Congress and the Standing Committee of the Chinese People's Political Consultative Conference should set up an organization to check deviations from counter-revolutionaries.He supports this claim.He said there are three major advantages to having such a committee:

1. People who have opinions can be encouraged to appeal to the committee.Some local intellectuals all hope to have a place to speak, and hope that "all roads lead to Beijing", thinking that if opinions are passed to Beijing, it is "downloading from above".Therefore, with this committee, people with grievances will not have no place to appeal. Second, we can do a better job of rehabilitating.Mr. Wang Kunlun said that some people now think that today's "Ming" and "Fang" are a trilogy: release, collection, and adjustment.In fact, this is nothing more than a formula conceived by the erroneous subjectivism of the empiricists.Many big movements in the past created some divides.Past campaigns have had rehabilitative work.However, in past rehabilitative work, the people's congresses often passed on their opinions to the local governments, and the local governments passed their opinions on to organizations led by relevant units for processing.In this way, it is difficult to achieve "correction of mistakes".If such a committee is established, then the organization for rehabilitation can be separated from the organization for "three evils", "five evils" and "eliminating counterrevolutionaries".The campaigns in the past were led by the Communist Party, but today the rehabilitation involves people from various democratic parties, which is more conducive to rehabilitating the work.

3. In "Ming" and "Fang", some people have concerns.No one can guarantee that no one will retaliate against "Fang" and "Ming".With this committee, those who have been retaliated against can complain directly to the committee.In this way, those who have revenge thoughts will be afraid, and those who are really retaliated will have a way out. The central government has such committees, and the localities should also have such committees, and the central government can lead such local committees; if there is such a systematic organization in the whole country, it will definitely be able to ensure the sound of "song" and "release".I'm just a suggestion, very immature, I don't know if it's appropriate.

What is wrong with the "rehabilitation committee" suggested by Luo Longji! Twenty-one years later, in the communiqué of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, there was a passage devoted to the issue of redress: "The meeting pointed out that to solve the problems left over from history, we must follow the principle of seeking truth from facts and correcting mistakes that Comrade Mao Zedong has always advocated. Only by resolutely rehabilitating false cases, correcting wrong cases, and exposing unjust cases can the unity of the party and the people be consolidated, and the party and Comrade Mao Zedong be safeguarded. lofty prestige." Under the guidance of the spirit of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the case of Hu Feng, who was a "counter-revolutionary group" back then, was completely rehabilitated. History has proved that Luo Longji's views on the Hu Feng issue are completely correct. History has proved that Luo Longji's suggestion on the "rehabilitation committee" is completely correct. However, in those days, Luo Longji's well-intentioned suggestion was met with malicious criticism.Regarding the "rehabilitation committee" itself, it has also become a historical injustice case that needs to be rehabilitated! It seems that Luo Longji's "mistake" just surpassed the times!
