马树昆是和平区公安局局长。一天，他接到一封群众来信，来信没有地址，内容却是生死之托。写信者以决绝的口吻对人世做最后的告别，她此去将赴黄泉，临去之前有一事相托，请他把一沓存折转送到母亲手中。这是她辛劳一生的积蓄，共有9万元整。 这封信写满了5页纸，一把辛酸泪，页页幽怨情。马树昆从这封绝命信中看出了来信者的犹豫和彷徨，而犹豫和彷徨说明她对人生还有几分留恋。而这几分留恋就会为他救人争得宝贵的时间。 马树昆立刻全局动员，命令全体警员一定要像破大案要案那样迅速找到写信者。 先找到她的母亲，没有找到。又找到她的单位，仍没有找到。循着亲友的名单一一查找，还是没有找到。 马树昆急了，保护人民群众的生命安全与打击犯罪都是警察的职责，就像一个硬币的两面。倘若挽救不了一个年轻者的生命，对于他这个公安局长来说，同样不可饶恕。他动用手中一切可以利用的权力，利用新闻媒介，在电视、电台上去呼唤，在报纸上去寻找…… 整个天津市似乎都在呼喊：回来吧……终于在上海找到了写信者。 几经周折，她终于安全返回天津。 马树昆悬了许多天的。这才一下子落了地。 写信者见到马树昆，她长跪不起，额头磕得地板咚咚响。马树昆把那些存款单交给她：你看看，够不够数。 女子千恩万谢地走了，她又重新获得了生活的信心…… 信心来自无数素不相识的人发自内心的关爱，也来自一位公安局局长。 正是从这次寻找写信者事件中，人们牢牢记住了马树昆的名字。 除了翟西林、高正山、马树昆之外，还有送水观音韩金华、顺心火神陈林、温暖使者王教恭、模范交警司长河等等，他们都是十佳公仆获得者。尽管这项奖一没奖金二没物品，但他们都说，这是他们有生之年获得的最高奖赏。 1996年11月13日《人民日报》一个署名米博华的先生这样评价说： 各种评优活动见得多了，但像天津和平区评选十佳公仆有那么多老百姓热情参与的，并不多见。连续8年，每年发出一两万张选票，回收率都在90%以上，确实难能可贵。老百姓对政治参与的态度本身就说明他们对国家建设怀有充分的希望和信心。虽然踊跃参与这项活动的人各有其想法和理由，但有一点是不可否认的：他们并非只为自家的柴米油盐操心，而是对干部的思想、作风、品行、能力和政绩也很关注；他们并非居于一隅、诸事不晓，而是对于干部的一言一行、一举一动也时时刻刻在观察与思考；他们并非对干部为老百姓奔波操劳视而不见，无动于衷，而是受惠滴水便报以涌泉。群众对好干部的崇敬是发自内心的，对他们的支持也是十分慷慨的。 和平区评选十佳公仆的主体是老百姓，没有奖金和奖品，只有荣誉称号。但是它的意义和效应是多方面的。信任无价，口碑无字，但包含着比奖金和奖品更厚重的感情、更深刻的思想和更为宝贵的精神财富。荣誉由人民授予，而这笔精神财富却被全社会所分享。 人们特别是党员和领导干部，不应该忽视每张选票所包含的丰富内容。选票汇总的，是值得党委和政府仔细研究的政治信息，是对于部进行思想教育的重要教材。8年来，和平区有80人次45人当选区级十佳公仆，有12人连续三年当选。为什么有的干部德政可歌、贤名犹着，屡屡折桂，从群众的心秤上我们可以具体生动地勾画出新时期好干部的形象以及为公仆者所应具备的全部关键要素：廉洁、勤政、务实、质朴、有政治责任心又具有突出的能力。当选的十佳公仆岗位不同，经历各异，但在这一点上总是相同或相似的。群众满意、欢迎什么样的干部，不满意、不欢迎什么样的干部，在一张张选票里表现的了了分明。这应该是所有干部正衣冠、知人心的镜子，也是公之于众的是非善恶的标杆。和平区委、区政府的干部们正是从这些无声的选票中体会到从政况味的。评选十佳公仆对于干部是最直接的激励和监督。干部即使是高级干部，也需要不断地教育和自我教育。一贯良好，永远良好，谁也吹不起这个牛。教育和自我教育的途径可以有多种，但是请群众会诊，请老百姓品评，不失为一个重要的办法。评选十佳公仆，榜上有名的毕竟是少数，但整个活动却无异于对大多数干部的一次会考。从街道管理部到职能部门，从最小的干部到较高级的干部，层层择优，级级评议。干部置身其中可以说是千般感触，万种心情，披沙捡金，熔炉冶炼，或多或少或深或浅的总会有一些收获。正如有的同志所说：评上公仆，好像进了玻璃瓶，群众从四面八方能看到你，你只能做得更好。重要的是，评选活动造成一和氛围：群众用选票直接表达他们的好恶，直率、尖锐、真实，鞭策的是不贤不廉，弘扬的是全心全意为人民服务的榜样。 吏治清廉才能民风淳淳。如果干部思想作风乌烟瘴气，那么民风恐怕也好不到哪儿去。和平区评选十佳公仆活动的一个直接效应就是，不仅使更多的老百姓了解干部的甘苦，参与活动的群众也受到教育。不可否认干部的表率和榜样作用对于群众潜移默化的影响是巨大的。和平区志愿者活动、社区教育、社区文化、社区环境之所以搞得好，主要原因是干部的精神状态好。正如有的群众所说：干部的形象就是国家的形象。的确，干部的思想作风正派，对于促进两个文明建设特别是精神文明建设形成良好氛围，是至关重要的。 天津市和平区在全国率先开展评选十佳公仆活动，从而引发了社区内部蓄之已久的旺盛活力，人民群众中再一次激情满怀地投入到社区的各项建设中，比如开展社区志愿者服务，办好区街两级教育中心、加强社区文化建设和创造文明小区等等，取得了显著的成效。天津市和平区的另一个贡献就是它把社区创建活动不仅引向群众，而且引向了领导，引向了干部，这就把上上下下的积极性都调动起来了。笔者采访了诸多城市和诸多地区，许多关心精神文明建设的有识之士不无忧虑地告诉笔者，精神文明建设搞得好坏起决定作用的是领导而不是群众，精神文明建设能否成功的重要标志要看干部是不是充分发动起来了。 这种忧虑和担心在天津是不存在的。 和平区十佳公仆活动已经开展了12个年头，并且已经扩展到了全市。 天津市和平区十佳公仆受到老百姓表彰的大都是街道以上的领导干部。若按行政级别，至少是七品以上，但是，那些居委会干部算几品以上呢？ 说来说去不好说，可想来想去很重要，于是大连人就这些居委会干部起了一个不大不小的名字小巷总理。 大连市的小巷总理闻名全国。不久前，总理视察大连市，还特意与小巷总理的代表合影留念。和比肩而立，都是总理，因此那笑容就格外灿烂。有人说，人家总理正国级，你这总理是胡同级，中间差着千由万水呢。可小巷总理们说，国家再大，也是由小胡同组成的。朱总理管宏观，我们管微观，朱总理拿大方向，我们拿手电棒，朱总理像高高一座山，我们像山上一棵草，草离不开山，山也离不开草，所以一样也不能少女曾受到总理接见的小巷总理万寿芬就坐在笔者的面前。 60多岁的万寿芬开玩笑说，她无论如何也没有想到，老了老了还能当一把总理。1989年，万寿芬走马上任到大连市西岗区八一路街道林茂小区任党支部书记，针眼小官，因为常做好事，日理万机，因此被居民们封为小巷总理。 林茂小区共有38栋住宅楼，1700户居民，小区初建时，除一栋栋楼房高耸而立外，四周差不多都让垃圾给掩埋了。放眼望去，除了垃圾还是垃圾，既无生活服务设施，也无环境美化。居民们编了顺口溜：进沟两面山，头上顶青天，四处是垃圾，生活无人管。有人给小区总结了十难，什么入托难、买菜难、理发难等等。诸多难办的事情一股脑儿推到了万寿芬的面前，具体实在，哪一件都是硬邦邦响当当的，处理不好立时就有响动。万寿芬组织居委会的10位热心大妈，开始解决林茂小区的一地鸡毛。 万寿芬先搞起了一个小区服务楼。没有资金，就利用婆婆妈妈们的特长，热脸去贴冷屁股，四处游说去化缘。一段时间下来，竟筹集到85万元，建起了一座720平方米的居民社区服务中心，内设理发店、图书馆、洗澡堂、缝纫室等15个服务项目。接着，她又建起了幼儿园，解决了138名孩子入托的问题。地鸡毛一根根捡起来了，路通了，车来了，电话接通了，环境改善了…… 万寿芬还成立了社区服务志愿者协会。她身先士卒，每天早晨坚持为居民义务送奶。她清早四点钟起床，往返走一个多小时，去奶站取奶，每次取奶40斤，送到一户户居民家里，不收分文报酬…… 万寿芬和她的居委会大妈们用自己的责任心、事业心和母亲般的爱心点点滴滴滋润着小区，眼看着，小区树变绿了，草变青了，花儿红了，人们封闭的心灵打开了，社区文化丰富了，小区生活红火了。居委会真正成了小区的主心骨，万寿芬成了小区最有名的人，大伙叫她小巷总理，于是，小巷总理的称谓就这样传开了…… 现在，林茂小区成了大连市的一个参观景点。小区内亭台楼榭，花团锦簇，茂树修竹、清流映带，人们欢歌笑语，其乐融融……居民们说：住在林茂区，上班放心，下班舒心，回家称心，多亏小巷总理操心…… 比较小巷总理来说，楼长是更小的官，可是，小楼长却能起着大作用。 大连市有个赫赫有名的中国楼长，他的名字叫高永治。 高永治如今已经72岁，原是大连铁路分局干部。1995年5月退休后的高永治喜迁新居，搬进了大连市街道五四路上一个小区内的102楼。搬人不久，老高便自告奋勇当上了该栋大楼的楼长。 102楼共有77户238名居民。这是座颇为现代的住宅楼，楼内集中供热，中央空调，冷热供水，设施齐全。然而由于无人管理，精神文明建设跟不上去，好端端的大楼成了一栋脏楼臭楼，居民们扔垃圾抢占楼道堵塞走廊，小孩子在过道上胡涂乱画，更有些不堪人目的厕所文化也来大楼抢滩，因为无人管理，此楼又成了小偷盗贼经常出没的地方，竟有人开着汽车大摇大摆把十多扇铝合金窗户全部起走，光天化日之下如入无人之境……看到此番情景，高永治决定出山，以楼长的名义整治大楼。 高永治上任伊始，就把家里的电话公布给全楼，并向居民庄严承诺：有困难找楼长！ 102楼是临街的铁路大楼，楼起来了，却没有门牌号。居民进住14个月，报不能订，信无法通，就像一个没有户口的黑楼，一时间大家怨声载道。高楼长说，咱说啥也得给大楼起个名，就像一个人，不管叫张三还是叫李四，总得给各家各户有个说法。他接连跑了几个月，终于在地名办的仓库里将压了14个月的102号大楼雕门牌号挖了出来。腊月里，他冒着严寒一个门洞一个门洞把牌子钉上，又挨家挨户把门牌送到住户的手上，使大楼住家户户有了自己的名字，很快，楼内居民信通了，有报纸看了，大伙怨言少了。紧接着，高永治又为102楼看电视问题开始奔波，一口气跑了4个月，大年初一，他第一个给主管电视的有关人员拜年，弄得人家不得不答应尽早接通有线台，使居民高高兴兴看上了电视。 高永治原是铁路分局的宣传干部，当楼长后，他又把自己的特长捡了起来，向居民宣传精神文明。他找到市文明办、市团委、市人大等单位，要来《大连市委精神文明方案》、《少先队工作条例》、《大连地方法规》、《居民法》等一堆资料，在一楼的一所空房里建起了精神文明活动室。室内贴满各种学习资料，还有大连的历史、地理介绍、文体明星、英雄人物。展览布置好了，高永治亲自担任讲解员，用他半生不熟的普通话为居民们讲了一批又一批…… 在高楼长的带领下，102楼的居民们发生了很大的变化。1997年1月1日，102楼的居民举行了全市第一例居民楼升国旗仪式。当晚，大连市电视台播出了102楼居民们高唱国歌、庄严升旗的新闻，大楼立时沸腾了…… 提起高楼长，102号楼的居民伸出大拇指说，按他的这股劲儿，让他当102号楼楼长亏了材料，应该叫他中国楼长……中国楼长高永治是一个胆囊癌患者，动过两次大手术，一累了，刀口就会被撑破，经常渗出液体。问他为何这样拼命干，老高说，咱是党员楼长，又是中国楼长，咱不干谁干…… 我叫杨汝山，今年57岁，是中山区天津街道的居民，大连燃料厂退休职工。我居住在中山区德光巷1号18层高楼，位于大连火车站东侧。该楼有住户294户，是商品楼，住户来自四面八方，有中国人，也有韩国人、日本人，既有腰缠万贯的个体户，也有贫困线上的残疾人，既有处局级国家干部，也有农民进城的，方方面面组成了这个集体。我是1993年1月搬来的，刚来时，我发现同在一个楼里，邻里之间却老死不相往来，而且公德意识特别差，室内装修现代化，室外一片脏、乱、差。尤其一件事使我感触很深，那就是住在9楼的李忠安，家还没有搬来，新房装修完毕。一天，8楼的住户发现楼上往下渗水，越渗越厉害，楼上锁着门，姓什，谁也叫不清楚，只好找房管员，在这种情况下，惟一的办法是关总开关。由于200多户共同使用一个总开关，一关起来，影响面就大了，有入提议找住户本人，可是由于互相不了解，又无人管理，只知这个住户在大化工作。大化是2.4万人的单位，查一个人谈何容易，我自告奋勇找到电话总机，求小姐帮助，在总机小姐的大力协助下，经过4个多小时终于找到了李忠安，等他赶回来一看，原来是水管爆裂了。这下地板全完了，幸好还没有造成太大的损失，这件事使我联想到，远亲不如近邻，人总是会遇到困难的，人在困难的时候，就希望有人帮忙，特别是特殊情况下，有急事，有难事更需要有人帮助。所以我主动找到居委会，谈了自己的想法，得到居委会的支持。在街道、居委会、派出所、房产部门共同支持下，我们召开了大楼住户大会，正式成立了楼管会，我被大家推选为楼长，一干就是5年。当时我就想，当楼长是大楼居民对我的信任，我要尽自己最大的努力，像雷锋一样为住户服务好，为大楼办实事。我是一名退休职工，退休金不高，家庭生活也不富裕。但是，当楼长以后，为了方便群众，提高服务效率，我在家里安了一部电话，作为为大楼居民服务的热线电话，并把全楼住户电话登记造册，还印刷了300多份32开纸的超大名片，上面有服务电话、传呼和服务项目，在显赫位置印上有困难找老杨的字样，送到每户居民手中、张贴在四部电梯里、四个门洞里和居民委办公室。包括附近3个派出所都有我的特殊名片。有困难找老杨、搞活动找老杨、退休后找老杨成为远近家喻户晓的广告。 一天夜里，家住10号楼的小陈一个人在家使用热水器洗澡，不慎煤气中毒，半昏迷状态下他想到热线电话，挣扎着爬到电话机前拨通了电话，我接到电话后迅速赶到，撬开门窗，把他送到渤海医院救治。事后小陈感动地逢人便讲：是老杨的热线电话救了我的命！在11楼住着一个韩国人，一次把电话打到我家，说他家热水器坏了。不知道怎样修好。我立即赶到，用了一个上午帮助他排除了故障，这位韩国人十分感动，又是递烟，又要付小费，我笑着谢绝道：你虽是韩国人，但也是我们大楼的居民，我为住户服务完全是义务的、无偿的，不收费。一席话说得韩国人连连点头。
