高迎祥是市政府副秘书长、市建设委员会主任。这是个典型的东北汉子，身材高大，面色黝黑，常穿一身很得体的深蓝色的西服，雪白的衬衣常有讲究的领带相衬。即使不穿西服，即使是半袖衬衫，他也打着色彩对比特别舒服的领带，给人的感觉不是刚下飞机，就是出席对外谈判签字会议刚刚归来。这是个讲究仪表的人。他常常显得很疲倦，说话的时候语速稍快，然而声调却很柔和，那些话似乎是从梦中飘出来的。你和他交谈，很怕他在短短的语句间隙里就能冲决出鼾声。 事关重大，形势紧急。 成败系在整治办公室全体成员身上，而身为主任的高迎祥更觉关系重大。在接受办公室主任之职后，高迎祥每天都处在一种精神高度紧张和极度亢奋之中。 高迎祥是市政府副秘书长、市建委主任。他所统领的建设委员会是综合管理全市建设事业的行政主管部门。建委机关内设18个处室，直接管理开发办、建局、地震办3个局级单位、13个处级单位，共有职工1620人。可以说，高迎祥是哈尔滨城市建设和管理的总指挥。 哈尔滨市领导委以高迎祥环境整治的重任是经过深思熟虑的。一是高迎祥自担任建委主任以来，以狠抓思想道德文明建设著称，使建委建立了一支思想过硬、作风顽强、敢打硬仗的干部队伍，形成了大容量、快节奏、高效率的建委作风，圆满完成了各项工作任务，三年来，共荣获市级以上奖励60多项。1997年被评为市政府序列惟一的文明系统标兵、1998年晋升省级文明单位标兵，1999年全系统有2个局级单位被评为全国精神文明创建活动先进单位，其他14个局级单位均被评为省、市文明单位，1个处级单位被评为全国创建文明行业先进单位。把哈尔滨重建的硬仗交给高迎祥领导放心。二是高迎祥所统领的建委系统近年来大力推进民心工程，深得哈尔滨市民的好评，有很好的群众基础。高迎祥率先在建委系统设立了主任、局长政务公开热线，通过新闻媒介向全社会公开电话号码，并把工作范围、承诺解决问题时限等一并公诸于众。主任局长热线开通以来，受理群众投诉800多起，其中绝大部分由高迎祥和各局长、副局长们直接处理，得到了很好的解决。去年6月，哈尔滨中央大街265号大院的居民抱着试试看的心理，拨通了市建委主任热线，向高迎祥反映他们一年多曾跑过许多部门，由于扯皮，始终没有解决的断水问题。高迎祥放下电话就立即召开了协调会，研究解决办法，仅3天时问，就解决了群众上访一年未果的问题。265号大院的居民吃上清澈甘甜的自来水后，逢人就说：主任热线，热到了我们的心窝里。除此之外，建委系统还相继开通了市政、房产、煤气、环保等5条110、120群众热线，建立起居民报修中心指挥迅速抢修信息反馈的高效率一条龙服务体系。这5条专线开通以来，哈尔滨市民多年悬空无所依附的心踏实下来，开通以来，仅市政、房产、煤气3个部门就受理居民投诉26716人次，答复率100%，处理率95%。市政110成立了113个快速反应队伍，组织军事化，行动战斗化。他们配备了28台专线电话和93台专用车辆，昼夜值班，一接到人民群众的求助电话，他们快捷反应，迅速出动，像部队那样雷厉风行及时赶到现场解决问题。家住太平区东四道班的王英才，白天夫妻上班，只留孩子一人在家。没想到孩子淘气，在家拧自来水管玩儿，玩着玩着，水龙头拧坏了，水哗哗往外流，家里顿成泽国。孩子哭着给父亲打电话求救，王英才一边急急往家赶，一边求助市政110，等王英才赶到家里，市政110抢修人员早已修好了水管，正在帮助孩子除水扫地……像建委这样深受老百姓爱戴、特别能战斗的队伍，加上有高迎祥这样的好带头人，他们一定会完成改变哈尔滨、捍卫哈尔滨形象的光荣任务。 于是，这个艰巨的任务就交给了高迎祥。高迎祥知道自己肩上的分量。 哈尔滨成为今天这个模样，高迎祥从内心里感到沉痛。欠账太多、动手太晚、压力太大、困难太多，这就是今天的哈尔滨。哈尔滨不知是何年何月开始下滑的，这对高迎祥来讲是模糊的。哈尔滨生他养他，他在哈尔滨的怀抱里长大，等他一步步从基层干到今天，他已经年过半百了。他是凭自己的实干立足哈尔滨的。然而，以他这样的年龄，在仕途上已没什么优势，不管是提拔或者升迁，这样的概率已绝少出现在他的身上了。然而，要想干成大事，要想搞攻坚战，大家都心知肚明，这样的事非他高迎祥莫属。这就是一个人的命运。所谓性格即命运，无数个人，有无数个命运，无数个命运纠结在一起，就成为一个城市的命运。反正哈尔滨在危急的时刻，必须有高迎祥这样的人来承当，于是历史就选择了高迎祥。但是，高迎祥义无反顾。 综合整治办公室的同志从今年3月1号到现在，3个多月从没好好睡过一觉。每个人都严重缺觉。有时候跟人说话，说着说着就能睡着。没办法，我们办公室的人都学会了喝咖啡。喝咖啡不是使人精神亢奋吗？但到最后，喝咖啡照样也管不住眼皮子，咖啡宣布对我们无效。有一天，不知谁这样说了一句，要是咖啡止不住困，就让市领导特批给我们一点毒品吧，现在就差吸毒了…… 友谊路重点工程指挥部张晓光，因为抓质量、保工期，昼夜兼程，一个月磨烂了两双皮鞋，时间长了，身体顶不住劲了，发起高烧，体温达到了40℃，但他仍坚守岗位。高迎祥知道后，立刻责令他到医院。他不听，最后被强制送进了医院。高迎祥为此十分生气，他对干部们说，你们一定要照管好自己的身体，现在不是生病的时候，以后规定一条纪律：不许生病…… 魏伟副主任一个月瘦了9斤肉，别的副主任比他掉的分量也不少。能在综合整治办公室保持原有体重的人几乎没有。有人开玩笑说，咱们应该在电视台打个广告，正式命名为哈尔滨减肥中心，谁要想减肥，请到综合整治办公室来！ 综合整治办公室以老同志居多，他们都有各种各样的疾病。高迎祥给大家规定，每天早上起来第一件事就是检查口袋，有心脏病的装上速效救心丸，有胃病的揣着三九胃泰，感冒发烧的揣上速效感冒胶囊等等，总而言之，不能倒下。他说，眼下正是较劲的关键时期，只要我们站着，哈尔滨就会发生变化，就会发展，因此，我们站着就是前进…… 笔者见到了站着就是前进的高迎祥。这位高大的东北汉子，以他决不倒下的誓言，来回报生他养他的哈尔滨。笔者见他时，他刚从爆破现场下来，灰头土脸的他已变得神采飞扬了。凌晨三时，他刚指挥定向爆破完市委大楼。同事们都来向他表示祝贺。高迎祥绘声绘色地讲着爆破现场的趣事。他说，各方面准备就绪，就像我们常在电影里看到的爆破场面一样，在倒计时的喊声中，我下达了爆破的指令。因为是电视台现场直播，照明灯烤得我直冒汗，镜头直直地对准我。我刚喊出口，就听见轰隆一声，爆破作业成功了，我心里却哎呀了一声，这下可惨了。人们都围拢过来，像听相声段子似的追问：怎么了？what 哈尔滨市委大楼就是著名的民族英雄李兆麟将军遇害的地方。1946年3月9日，就在这栋灰色楼房的二楼一个房间里，李兆麟将军壮烈地死在国民党军统特务的刀下。从此，这座楼房就有了非凡的意义。解放以后，这座大楼成了哈尔滨市市委的办公大楼，在哈尔滨人的心目中，这座楼房是存放理想和圣洁的地方。 因为年代久远，这座楼房已经成为危楼。加上它处在市中心，紧傍圣索菲亚大教堂，从审美角度和城市规戈的角度讲，这座楼房都有碍观瞻。如果把它拆掉，将这里辟为绿地，哈尔滨市中心立时就美丽非凡。 在各种选择中，哈尔滨市委、市政府毫不犹豫地选择了美丽。为了美丽的哈尔滨，哈尔滨的城市建设者们又实施了北方城市绝无仅有的大树进城工程。 在上海、佛山等市有过大树进城和大树进村的范例，但在高寒地区的东北，大树进城尚属首次。 然而，哈尔滨市领导决心很大。常务副市长史文清说，拆墙拆棚要透绿，只有透绿才能赢得老百姓。于是市政府决定，引绿置景人街，给哈尔滨市民一个惊喜！ 我们的大树进城工程是在气温升高、大地解冻的4月中旬开始的。那些大树都长在山里，要想移植，必须连根带土一块弄走，否则，就很难栽活。为避免散坨现象，驻军部队先上山进行试验，然后确定先难后易、先大后小原则，选择阴面山坡，集中优势兵力抢挖大棵树，一定确保山上大树带部分冻土坨进城。对拟栽植的5种灌木，因为容易成活的关系，放在乔木栽植之后进行，将黄金时间留给大树抢栽在这次大树进城工程中，省武警总队及五支队，××师及所属3个团都全力支持，可以说随叫随到，风雨无阻，发挥了十分重要的作用。两支部队从山上挖树，到山下挖坑及运输树木，3条战线同时作业。许多战士冒雨挖树，衣服湿透了，浑身弄得像泥猴似的，但不叫一声苦。长途运树的战士为了照顾好大树，站不能站，坐不能坐，有时饭都吃不上又返回山上，没有一句怨言。仅这次大树进城共动用兵力6000余人次，挖坑2000余个，出动车辆450台次。可以说，部队在这次大树进城攻坚战中立了大功。 此次大树进城工程，按照合同，由林业大学负责提供设计和技术指导。在组织实施过程中，我们开始依靠林大专家，同时聘请具有丰富实践经验的园林高级工程师，自始至终对每个实施环节进行科学指导。我们指挥组织编辑和下发了《大树移植的技术要求》、《大树移植后期管护技术要求》和《大树进城工程施肥计划》，并组织了对部队战士和农工集中培训，针对运输、包装、栽植、管护等各个环节应注意的问题，指挥部队在山上、山下多次召开紧急会议，并将会议决定事项通过现场办公、召开会议、印发简报等形式及时地传达给各方面人员，做到科学指导，合理施工。 尽管此次大树进城工程由林大等单位负责保活，但指挥部及全体施工人员都做到了人人心中装有成活率，不敢有丝毫马虎。专家们提出了20多项保大树成活的措施，这是保大树成活的锦囊妙计。我们要求林大施工队伍认真落实提出的保活技术要求，逐项排出管护计划，同时加强现场技术力量和设备投入，认真指导民工施工，制止杜绝无序织、野蛮操作的行为。指挥部还成立了督察小组，实行全天候、全过程跟踪监督，力保大树成活率。笔者曾在张主任的引导下，到建筑艺术广场、动力广场、红旗大街等地段巡看了哈尔滨大树进城工程的部分成果。从4月18日至5月2日，第一批大树进城工程已经完成。在全市6个地段，已经栽植了云杉、樟子松、五角枫、白桦等8个品种的乔木2727棵，路旁栽植丁香、锦带、黄刺梅等5个品种灌木3456墩，珍贵柴树30株。补种与此相匹配的环境草坪1万平方米。
