According to the previous reasons, the minister, together with Zhang Ci, the eunuch of the chief town, Li Min, the chief soldier, and the third division of the town patrol, saw Bazhai, broken vines, cattle intestines, six temples, grinding knives, ancient pottery,白竹、罗凤、龙尾、仙台、花相等贼巢穴连络，盘据千百余里，凶悍骁猛，酷虐万姓，流毒一方，自来征剿所不能克；果已贯盈罪极，神怒人怨，委有如各官所呈者。是诚两广盗贼之渊薮根柢，此而不去，两广盗贼终未有衰息之渐也。乃今于三月之内，止因湖广便道之归师，及用思、田报效之新附，两地进兵，不满八千，而斩获三千有奇，巢穴扫荡，一洗万民之冤，以除百年之患。此岂臣等知谋才略之所能及，皆是皇上除患救民之诚心，默赞于天地鬼神，而神武不杀之威，任人不疑之断，震慑远迩，感动上下；且庙廊诸臣咸能推诚举任，公同协赞，惟国是谋，与人为善。故臣等得以展布四体，无复顾虑，信其力之所能为，竭其心之所可尽，动无不宜，举无弗振，诸将用命，军士效力，以克致此。虽未足为可称之功，而朝廷之上所以能使臣等获成是功者，实可以为后世行事之法矣。不然，则兵耗财竭，凋弊困苦之余，仅仅自守，尚恐未克，而况敢望此意外之事哉？ 照得宣慰彭明辅、彭九霄、官男彭宗舜等，皆冲犯暑毒，身亲陷阵，事竣之后，狼狈扶病而归，生死皆未可必。其官男彭荩臣者，亦遣家丁远来报效。两年之间颠顿道途，疾疫死亡，诚有人情所不能堪者。而彭明辅等忠义奋发，略无悔怠，即其一念报国之诚，殊有所不可泯者。至于思、田报效头目卢苏、王受等，感激朝廷再生之恩，自备资粮，力辞军饷，实能舍死破敌，争先陷阵，惟恐功效不立，无以自白其本心。谓子弟之于父兄，亦不过是，诚非虚言。此皆臣所亲见者也。 及照留抚思、田右布政林富，已闻都御史之擢，而忠义激发，犹且不计体面，必欲督兵入巢，破贼而后出。是尤人所难能。旧任副总兵张祐，参将张经、沈希仪，湖广督兵佥事汪溱，广西督兵佥事吴天挺，参议汪必东，副使汪素，湖广督兵都指挥谢珮，广西都指挥高崧，及各督哨、督押、指挥等官马文瑞、王勋、唐宏、卞琚、张缙、彭飞、张恩、周彻宗、赵璇、林节、刘镗、武銮，千户刘宗本等，督剿县丞林应聪，主簿李本，并防截、搜捕、调度、给饷等项官员知府程云鹏、蒋山卿，同知桂鏊、史立诚、舒柏，通判陈志敬、徐俊，知州林宽、李东，谕召知县刘乔，县丞杜桐、萧尚贤，经历周奎等，虽其才猷功绩各有大小等级之殊，而利害勤苦，亦有缓急久暂之异，然当兹炎毒暑雨之中，瘴疫薰蒸，经冒锋镝之场，出入崎险之地，固皆同效捍勤事之绩，均有百死一生之危者也。 伏望皇上明昭军旅之政，既行庙堂协赞举任之上赏，亦录诸臣分职供事之微劳，及将宣慰彭明辅等特加升奖，官男彭宗舜、彭荩臣免其赴京，就彼袭替，以旌其报国之义。土目卢苏、王受等，亦曲赐恩典，或不待三年而遂锡之冠带，以励其报效之忠。如此，庶几功无不赏，而益兴忠义之心，赏当其功，而自息侥幸之望矣。 臣以懦劣迂疏，缪蒙不世之知遇，授以军旅重任，言无不录，计无不行，且又慰以温旨，使之不必顾忌。臣伏读感泣，自誓此生鞠躬尽死以报深恩。今兹之役，本无足言，然亦自幸苟无覆败，以免戮辱。但恨身婴危疾，自后任劳颇难，已具本告回养病，乞赐俯允，俾得全复余生，尚有图报之日，臣不胜愿望！ 嘉靖七年七月十二日 照得臣于去岁奉命勘处思、田两府，皆蒙皇上天地好生之仁，悉从宽宥。两府人民今皆复业安居，化为无事宁靖之地，自此可以永无反覆之患，而免于防守屯息之劳矣。惟是八寨及断藤峡诸贼，积年痛毒生民，千百里内，涂炭已极。臣既目睹其害，不忍坐视而不救，遂遵奉敕谕事理，乘机举兵征剿。仰赖神武威德，幸已剪灭荡平；一方倒悬之苦，略已为之一解。但将来之患，不可以不预防，而事机之会，亦不可以轻失。臣因督兵，亲历诸巢，见其形势要害，各有宜改立卫所，开设县治，以断其脉络而扼其咽喉者。若失今不为，则数年之间，贼以渐复，归聚生息，不过十年，又有地方之患矣。臣以多病之故，自度精神力量断已不能了此；但已心知其事势不得不然，不敢仰负陛下之托，俯贻地方之忧，辄已遵奉敕谕，便宜事理，一面相度举行，不避烦渎之诛，开陈上请，乞赐采择施行，实地方之幸，臣等之幸。 count open: 一，移筑南丹卫城于八寨。 臣等看得八寨之贼实为柳、庆诸贼之根柢。盖其东连柳州陇蛤、三都岭、三北四等处贼峒以数十，北连庆远忻城、东欧、莫往、八仙等处贼峒亦以数十，西连东兰等州及夷江、土者等处贼峒以十数，南接思恩及宾州上林县诸处贼村亦以十数。各处贼巢虽多，其小者仅百数人，大者不过数百人及千人而止。各贼巢穴皆有山溪之限，险厄之守，不相通和。至期有急，或欲有所攻劫，纠合会聚，然后有一二千之众，多至数千者。惟八寨之贼每寨有众千余，四山环合，同据一险；无事则分路出劫，有警急奔入其巢；数千之众皆不纠而聚，不约而同，不谋而合。故名虽为“八”实则一寨，此八寨之贼所以势众力大，而自来攻之有不能克者也。各巢之贼皆倚恃八寨为逋逃主，每有缓急，一投八寨，即无所致其穷诘。八寨为之一呼，则群贼皆应声而聚。故群贼之于八寨，犹车轮之有轴，树木之有本。若八寨不除，则群贼决无衰息之期也。今幸八寨悉已破荡，正宜乘此平靖之时，据其要害，建置卫所，以控驭群贼。 臣等看得周安堡正当八寨之中，四方贼巢道路之所，会议于其地创筑一城，度可以居数千之众者，而移设南丹一卫于其间。盖南丹卫旧在南丹州地方，为广西极边穷苦之地，非中土之人所可居者。故自先年屡求内徙，今已三迁而至宾州，遂为中土富乐之乡。宾州既有守御千户一所官军，而又益以南丹一卫，自远来徙，无片田尺土之籍，但惟安居坐食，取给于宾州。州城之内，皆职官旗舍之居；州民反避处于四远村寨；每遇粮差徭役，然后入城。故州官号令不行于城中，而政事牵沮，地方益弊。今计一卫之官军虽不满五百之数，盖尽移其家众则亦不下二千。以二千之众，而屯聚于一城，其气势亦已渐盛，足充守御。遂清理屯田之在八寨者，使之屯种，又分拨各贼占据之田，使各官军得以为业，以稍省俸给月粮之费，彼亦无不乐从。且宾州之城既空，又可以还聚居民，修复有司之治，亦事之两便者也。 臣等又看得迁江八所皆土官、指挥、千、百户等职，旧有狼兵数千，以分制八寨瑶贼之势。后因贼势日盛，各官皆不敢复入，反遂与之交通结契，及为之居停指引，分其劫掠之所得，共为地方之害，已非一日。官府察知其奸，欲加惩究，则又倚贼为重，不可根极。近臣督兵其地，悉将各官遵照敕谕事理，绑赴军门，议欲斩首示众，以警远近。而各官哀求免死，愿得杀贼立功自赎。然其时贼势已平，遂许其各率土兵入屯八寨，就与该卫官军分工效力，助筑城垣。待城完之日，就与城外别筑营堡，与南丹卫官军掎角而守。亦各分拨贼田，使之耕种，以资衣粮。今八所土兵虽已比旧衰耗，然亦尚有四千余众；若留其微弱者四所于外，以分屯其所遗之田，而调其强盛者四所于内，合南丹一卫之众以守，亦且四千有余，隐然足为柳、庆之间一巨镇矣。此镇一立，则各贼之脉络断，咽喉绝，自将沮丧震慑，其势莫敢轻动；稍有反侧者，据险出兵而扑之，夕发而旦至，各贼之交，自不能合，如取机上之肉，下箸无弗得者；此真破车轮之轴，而诸辐自解，伐树木之本，而众干自枯。不过十年，柳、庆诸贼不必征剿，皆将效顺而服化矣。伏乞圣明裁允。 一，改筑思恩府城于荒田 臣等看得思恩旧治，原在寨城山内，尚历高山数十余里。其后土官岑浚始移出，地名桥利，就岩险垒石为城而居，四面皆斩山绝壁，府治亦在瑯确之上，芒利砱砑之石冲射抵触，如处戈矛剑戟之中。自岑浚被诛，继是二十余年，反者数起，曾不能有一岁之安。人皆以为风气所使，虽未可尽信，然顽石之上，不生嘉禾，而阴崖之下，必有狐鼠，要亦事理之有然者。况其地瘴雾昏塞，薄午始开，中土之人来居，辄生疾疫。自春初思、田归附之后，臣时即已经营料理其事，竟未能有相应之地。近因督剿八寨，复亲往相度，乃于未至桥利六十里外地名荒田者，其地四野宽衍，皆膏腴之田，而后山起伏蜿蜒，敷为平原，环抱涵蓄，两水夹绕后山而出，合流于前，屈曲数十里，入武缘江水达于南宁，四面山势重叠盘回，皆轩豁秀丽，真可以建立府治。臣因信宿其地，为之景定方向，创设规则。诸夷来集，莫不踊跃欢喜，争先趋事赴工。遂令署府事同知桂鏊督令各役择日兴工。 盖思恩旧治皆在万山之中，水道不通，故各夷所须鱼盐诸货类，皆远出展转鬻买，往反旬月，十不致一，常多匮绝。旧府既地险气恶，又无所资食，故各夷终岁不一至府治，情益疏离，易生嫌隙。今府治既通江水，商货自集，诸夷所须，皆仰给于府，朝夕络绎，自然日加亲附归向。而武缘都里，旧尝割属思恩者，其始多因路险地隔，不供粮差；今荒田就系武缘止戈乡一图二图之地，四望平野，坦然大道，朝往夕反，无复阻隔；则该府之官自可因城头巡检之制，循土俗以顺各夷之情，又可开图立里，用汉法以治武缘之众。夷夏交和，公私两便，则改筑思恩府成于荒田者，是亦保治安民，势不容已之事。伏乞圣明裁允。 一，改凤化县治于三里 臣等勘得思恩旧有凤化一县，然无城郭县治廨宇；选来知县等官，多借居民村，或寄其家眷于宾州诸处，而迁徙无常，如流寓者然。上司怜其所依泊，则委之管理别印，或以公务差遣，往来于外，以苟岁月。故凤化之在思恩，徒寄虚名，而实无县治。臣近督剿八寨，看得上林县地名三里者，乃在八寨之间。其地平广博衍，东西数里外，石山周围，如城自厚，极高；石山之间，独抽土山一脉，起顿昂伏，分为两股，环抱而前，遂有两水夹流土山之外，当心交合，出水之口，石山十余重，错互回盘，转折二三十里，极外；石山合为城门，水从此出，是为外隘。其间多良田茂林，村落相望，前此居民十余家，皆极饶富，后为寨贼所驱杀占据，遂各四散逃亡，不敢归视其土者，已二十余年。今各贼既灭，遂空其地。不及今创设县治以据其险，或有漏殄之贼潜回其间，日渐生息结聚，后阻石门之险，前守外隘之塞，不过数年，又将渐为地方之梗矣。故臣以为宜割上林上、下无虞乡三里之地属之思恩，而移设凤化县治于其内。量为筑立城垣廨宇，选委才能之官兴督其役。远近闻之，不过三四月，而逃亡之民将尽来归，各修复其田业，供其粮差，蔚然遂可以成一方之保障。且其南通南丹新卫五六十里，南丹在石门之内，凤化当石门之外，内外声势连合，而石门之险亡。西至思恩一百余里，取道于那学，沿途村寨，荒塞日久，因此两地之人往来络绎，而道途益通。又上林旧在大鸣山与八寨各贼之间，势极孤悬，今得凤化为之唇齿，气势日益，虽割三里之地以与凤化，而绿茅、绿筱等村寨旧所亡失土田，皆将以次归复，则亦失之于东而收于西矣。 及照思恩虽已设立流官知府，然其所属皆土目巡检，旧属凤化一县亦皆徒寄空名，实未尝有，今割武缘止戈一图二图之地改筑思恩府城，而又割上林上、下无虞三里之地改设凤化县治，固于思恩亦已稍有资辅。但自凤化三里至于思恩一百五六十里，中间尚隔上林一县。臣以为并割上林一县而通以属之思恩，似于事势为便，而于体统尤宜。who? 柳州一府所属二州十县，宾州盖柳州所属者，且有上林、迁江两县，今思恩既设流官知府，固亦一府之尊，而反不若柳州所属之一州也，其于体统亦有所未称矣。况宾州自有十五里，而又有迁江一县，虽割上林以与思恩，其地犹倍于思恩，未为遽损也。上林之属宾州与属思恩，均之为一属邑，亦未有所加损也。然以之属于思恩，则思恩始可以成一府之规模，而其间有无相须，缓急相援，气势相倚，流官之体统益尊，则土俗之归向益谨，郡县之政化日新，则夷民之感发日易，固有不可尽言之益也。 夫立新县以扼据地险，改属县以辅成府治，是皆所以父安地方者也。伏乞圣明裁允。 一，添设流官县治于思龙。 照得南宁自宣化县至于田宁，逆流十日之程。宣化所属如思龙、十图等处，相去尚有五日六日，其间错以土夷村寨，地既隔越，而穷乡小民，畏见官府，故其粮差多在县之宿奸老蠹与之包团，因而以一科十，小民不胜迫胁，往往逃入夷寨，土夷又从而暴之，地日凋残，盗
