In addition to Qin Zun, on the 27th of the first month of this year, Gai Si'en, Tumu Lusu and Wang Shou of the second prefecture of Tianzhou each led tens of thousands of people to surrender themselves. .Lin Fu, the right governor of Guangxi, and Zhang You, the former deputy general, should be dispatched to serve as governors and lead the barbarians, and each should return to his original land to resume his career and live in peace.It has already been reported. 照得思恩、田州连年兵火杀戮之余，官府民居悉已烧毁破荡，虽蔀屋寻丈之庐，亦遭翻挖发掘，曾无完土，荒村僻坞，不遗片瓦尺椽，伤心惨目，诚不忍见，各夷近已诚心投服，毁弃兵戈，卖刀买牛，见已各事田作；自后反侧之患，以臣料之，或已可免。但其风景凄戚，生意萧条，忧惶困苦之余，无以自存，必得老成宽厚之人抚恤绥柔之，臣等见其悲惨无聊之状，诚亦未忍一旦弃去而不顾。况思、田去梧州军门水路一月之程，一时照料，有所不及。近又与各官议欲于田州建立流官府治，以制御土官；修复城池廨宇等项，必须劳民动众，自非素得夷情者为之经理区画，各夷雕弊之余，岂复堪此骚屑；况议设知府等官皆未曾到，一应事务，莫有任其责者。 看得右布政林富慈祥恺悌，识达行坚，素立信义，见在思、田地方安插各夷。合无准如方献夫所奏，将林富量改宪职，仍听臣等节制，暂于思、田地方往来住扎，抚循缉理，其于事理，亦甚相应。 臣又看得思、田地方原系蛮夷瑶、僮之区，不可治以中土礼法，虽流官之设，尚且不可，又况常设重臣，住扎其地，岂其所堪；则其供馈之费，送迎之劳，必且重贻地方异日之扰，斯亦不可不预言之者。合无将本官廪给口粮一应合用之费，及往来夫马一应合用之人，俱于南宁府卫取办，银两于库贮军饷内支给，一不以于思、田之人；俟一年之后，各夷生理渐复，府治城郭廨宇渐以完备，则将林富量移别处任用；而思、田止存知府理治，或设兵备官一员于宾州住扎，或就以南宁兵备兼理，不时往来抚循。如此，则目前既可以得抚定绥柔之益，而日后又可以免困顿烦劳之扰。臣之愚见，所议如此，惟复别有定夺，均乞圣明裁处。 七年二月十八日 先据广西副总兵李璋呈前事，看得柳、庆地方新任参将王继善既已病故，地方盗贼生发，不可一日缺官，乞暂委相应官一员前去代理等因到臣。该臣看得柳、庆地方，近因思、田用兵不息，瑶贼乘间出掠；参将王继善既已病故，而该道守巡兵备等官又以思、田之役皆在军门督饷督哨，地方重寄，委无一官之托。为照参将沈希仪虽系专设田州住扎官员，然田州之事，臣与各官见驻南宁，自可分理。本官旧在柳、庆，夷情土俗，备能谙悉，而谋勇才能，足当一面，求可委用，无逾本官者。该臣遵照钦奉敕谕便宜事理，就行暂委本官前去管理参将行事，听候奏请外。 近该思恩、田州土目卢苏、王受等率众归降，该臣行委右布政林富，闲住副总兵张祐，分投督领各夷各归原土复业安生，今各夷见已卖刀买牛，争事农作，度其事势，将来或可以无反侧之患；则前项驻扎参将，似亦可以无设。但今议于田州修复流官府治以控制土官，则城郭廨宇之役，未免劳民动众；疮痍大病之后，各夷岂复堪此。臣等议调腹里安靖地方官军、打手之属约二千名，隐然有屯戍之形，而实以备修建之役，庶几工可速就而又得免于起夫之扰。然非统驭得人，则于各夷或亦未免有所惊疑。除布政林富已另行议奏外，看得闲住总兵张祐才识通敏，计虑周悉，将略堪折冲之任，文事兼抚绥之长，今又见在思、田地方安插各夷，皆能得其欢心。乞敕兵部俯从臣议，将张佑复其旧职，暂委督令前项各兵，经理修建之役。仍令与布政林富更互往来于思、田之间，省谕安抚诸夷。其宇悉已完备，则将张祐量改他处任用，而田州止存知府理治，仍乞将沈希仪或就改驻柳、庆地方守备。惟复别有定夺，均乞圣明裁处。 七年四月初六日 臣闻传说之告高宗曰：“明王奉若天道，建邦设都，树后王君公，承以大夫师长，不惟逸豫，惟以乱民。”今天下郡县之设，乃有大小繁简之别，中土边方之殊，流官土袭之不同者，岂故为是多端哉？盖亦因其广谷大川风土之异气，人生其间，刚柔缓急之异禀，服食器用，好恶习尚之异类，是以顺其情不违其俗，循其故不异其宜，要在使人各得其所，固亦惟以乱民而已矣。 臣以迂庸，缪膺重命，勘处兵事于兹土，节该钦奉敕谕，谓“可抚则抚，当剿即剿”。是陛下之心，惟在于除患安民，未尝有所意必也。又节该钦奉敕谕，谓“贼平之后，公同议处，应设土官流官，何者经久利便”。是陛下之心，惟在于安民息乱，未尝有所意必也。始者思、田梗化，既举兵而加诛矣，因其悔罪来投，遂复宥而释之。固亦莫非仰体陛下不嗜杀人之心，惓惓忧悯赤子之无辜也。然而今之议者，或以为流官之设，中土之制也，已设流官而复去之，则嫌于失中土之制；土官之设，蛮夷之俗也，已去土官而复设之，则嫌于从蛮之俗。二者将不能逃于物议，其何以能建事而底绩乎！ 是皆不然。夫流官设而夷民服，何苦而不设流官乎？夫惟流官一设，而夷民因以骚乱，仁人君子亦安忍宁使斯民之骚乱，而必于流官之设者？土官去而夷民服，何苦而必土官乎？夫惟土官一去而夷民因以背叛，仁人君子亦安忍宁使斯民之背叛，而必于土官之去者。是皆虞目前之毁誉，避日后之形迹，苟为周身之虑，而不为国家思久长之图者也。其亦安能仰窥陛下如天之仁，固平平荡荡，无偏无党，惟以乱民为心乎！ 臣于思恩、田州平复之后，即已仰遵圣谕，公同总镇、镇巡、副参、三司等官太监张赐、御史石金等议应设流官、土官，何者经久利便，不得苟有嫌疑避忌，而心有不尽，谋有不忠。乃皆以为宜仍土官以顺其情，分土目以散其党，设流官以制其势。盖蛮夷之性，譬犹禽兽麋鹿，必欲制以中土之郡县，而绳之以流官之法，是群麋鹿于堂室之中，而欲其驯扰帖服，终必触樽俎，翻几席，狂跳而骇掷矣。故必放之闲旷之区，以顺适其犷野之性；今所以仍土官之旧者，是顺适其犷野之性也。然一惟土官之为，而不思有以散其党与制其猖獗，是纵麋鹿于田野之中，而无有乎墙墉之限，豮牙童梏之道，终必长奔直窜而无以维絷之矣。今所以分立土目者，是墙墉之限，豮牙童梏之道也。然分立土目而终无连属纲维于其间，是畜麋鹿于苑囿，而无守视之人以时守其墙墉，禁其群触，终将逾垣远逝而不知，践禾稼，决藩篱，而莫之省者。今所以特设流官者，是守视苑囿之人也。 议既佥同，臣犹以为土夷之心未必尽得，而穷山僻壤或有隐情也，则亦安能保其必行乎。则又备历田州、思恩之境，按行其村落而经理其城堡，因而以其所以处之之道询诸其目长，率皆以为善。又以询诸其父老子弟，又皆以为善。又以询诸其顽钝无耻，斯役下贱之徒，则又亦皆以为善。然后信其可以久行，而庶或幸免于他日之戮也矣，夫然后敢具本以请。亦恃圣明在上，洞见万里，而无微不烛，故臣得以信其愚忠，不复有所顾忌。然犹反覆其辞而更互其说者，非敢有虞于陛下不能亮臣之愚，良以今之士人，率多执己见而倡臆说，亦足以摇众心而偾成事，故臣不避烦舌之腾者，亦欲因是以晓之也。烦渎圣听，臣不胜战粟惶惧之至！ 缘系处置平复地方以图久安长治事理，未敢擅便，为此开坐具本请旨。 一，特设流官知府以制土官之势。 臣等议得：思、田初服，朝廷威德方新，今虽仍设土官，数年之间，决知可无反侧之虑。但十余年后，其众日聚，其力日强，则其志日广，亦将渐有纵肆并兼之患。故必特设流官知府以节制之。其御之之道，则虽不治以中土之经界，而纳其岁办租税之人，使之知有所归效；虽不莅以中土之等威，而操其袭授调发之权，使之知有所统摄；虽不绳以中土之礼教，而制其朝会贡献之期，使之知有所尊奉；虽不严以中土之法禁，而申其冤抑不平之鸣，使之知有所赴诉；因其岁时伏腊之请，庆贺参谒之来，而宣其间隔之情，通其上下之义；矜其不能，教其不逮，寓警戒于温恤之中，消倔强于涵濡之内，使之日驯月习，忽不自知其为善良之归。盖含洪坦易以顺其俗，而委曲调停以制其乱，此今日知府之设，所以异于昔日之流官，而为久安长治之策也。 臣等看得田州故地宽衍平旷，堪以建设流官衙门。但其冲射凶恶，居民弗宁。今拟因其城垣略加改创修理，备立应设衙门。地僻事简，官不必备。环府之田二甲，皆以属之府官。府官既无民事案牍之扰，终岁可以专力于农，为之辟其荒芜，备其旱潦，通其沟洫；丁力不足，则听其募人耕种，官给牛具种子。岁收其入三分之一以廪官吏，而其余以食佃人，城之内外，渐置佃人庐舍，而岁益增募招徕以充实之。田州旧有商课，仍许设于河下薄取其税，以资祭祀宾旅柴薪马夫之给。凡流官之所须者，一不以及于土夷。如此，则虽草创之地，而三四年后，亦可以渐为富庶之乡。若其经营之始，则且须仰给于南宁府库。逮其城郭府治完备，事体大定，然后总会其土夷之所输，公田之所入，商税之所积，每岁若干，而官吏之所需者每岁若干，斟酌通融，立为经久之计。又必上司之制用者务从宽假，无太苛削，官吏其土者得以优裕展布，无局促牵制之繁，此又体悉远臣绥柔荒服之道也。至于思恩旧已设有流官，但因开图立里，绳以郡县之法，是以其民遂乱。今宜照旧仍设流官知府，听其土目各以土俗自治；而其连属制御之道，悉如臣等前之所议，庶可经久无患，均乞圣明裁处。 一，仍立土官知州以顺土夷之情。 臣等议得：岑氏世有田州，其系恋之私恩久结于人心。今岑猛虽诛，各夷无贤愚老少，莫不悲怆怀思，愿得复立其后。故苏、受之变，翕然蜂起，不约而同。自官府论之，则皆以为苗顽逆命之徒；在各夷言之，则皆自以为婴、臼存孤之义。故自兵兴以来，远近军民往往亦有哀怜其志，而反不直官府之为者。况各夷告称其先世岑伯颜者，尝钦奉太祖高皇帝敕旨：“岑、黄二姓五百年忠孝之家，礼部好生看他，着江夏侯护送岑伯颜为田州府土官知府，职事传授子孙，代代相继承袭，钦此。”钦遵，其后如岑永通、岑祥、岑绍、岑鉴、岑镛、岑溥皆尝著征讨之绩，有保障之功，猛之暴虐骚纵，罪虽可戮，而往岁姚源之役，近年刘召之剿，亦皆间关奔走，勤劳在人。各夷告称官兵未进之先，猛尚遣人奉表朝贺贡献，又遣人赍本赴京控诉；官兵将进之时，猛遂率众远遁，未尝敢有抗拒。以此言之，其无反叛之谋，踪迹颇明。今欲仍设土官以顺各夷之情，而若非岑氏之后，彼亦终有未服。故今日土官之立，必须岑氏子孙而后可。 臣等看得田州府城之外，西北一隅，地形平坦，堪以居民。议以其地降为田州，而于旧属四十八甲之内，割其八甲以属之，听以其土俗自治。立岑猛之子一人，始授以署州事吏目；三年之后，地方宁靖，效有勤劳，则授以判官；六年之后，地方宁靖，效有勤劳，则授以为同知；九年之后，地方宁靖，效有勤劳，则授以为知州，使承岑氏之祀而隶之流官知府。其制御之道，则悉如臣等前之所议。如此，则朝廷于讨猛之罪，记猛之劳，追录其先世之忠，俯顺其下民之望者，兼得之矣。昔文武之政，罪人不孥，兴灭继绝，而天下之民归心。远近蛮夷见朝廷之所以处岑氏者若此，莫不曰猛肆其恶而举兵加诛，法之正也；明其非叛而不及其孥，仁之至也；录其先忠而不绝其祀，德之厚也；不利其土而复与其民，义之尽也；矜其冥顽而曲加生全，恩之极也。即此一举，而四方之土官莫不畏威怀德，心悦诚服，信义昭布，而蛮夷自此大定矣。此今日知州之设，所以异于昔日之土官，而为久安长治之策也。 臣等又看得岑猛之子，存者二人，其长者为岑邦佐，其幼者为岑邦相。邦佐自幼出继武靖州为知州；前者徒以诛猛之故，有司奏请安置于漳州。然彼实无可革之罪，今日田州之立，无有宜于邦佐者。但武靖当瑶贼之冲，而邦佐素得其民心，其才足能制御；迩者武靖之民以盗贼昌炽，州民无主之故，往往来告，愿得复还邦佐为知州，以保障地方。臣等方欲为之上请，如欲更一人，诸夷未必肯服。莫若仍以邦佐归之
