They also think that since there is a prelude, the tax must be exempted, and there is no need to apply.At that time, Governor Su Song and other officials, Li Chongsi, the imperial censor, reported that Jiangxi was the first to be harmed by Chenhao, and begged that all taxes, food, military supplies and other items should be suspended for the year.The household department replied: According to the imperial decree, in every place where the victims were killed, the officials and officials strictly supervised the subordinates and tried their best to provide relief. ”又该给事中王纪奏本部覆题，“奉圣旨是，这地方委的疲困已极，自正德十四年以前一应钱粮，果系小民托欠未完的，俱准暂且停征，还着各该官司设法赈济，毋视虚文，钦此。 ”俱钦遵，该部备咨前来，臣等正苦百姓呶呶，咨文一至，如解倒悬，即时宣布。百姓闻之。欢声雷动，递相传告，旦夕之间，深山穷谷，无不毕达。自是而后，坚守蠲免之说，虽部使督临，或遣人下乡催促，小民悉以为诈妄，群起而驱缚之。催征之令不复可行，此其不肯输纳之故三也。 郡县之官，亲见百姓之困苦，又当震荡颠危之日，惧其为变，其始惟恐百姓不信免租之说，指天画地，誓以必不食言，既而时事稍平，则尽反其说而征之，固已不能出诸其口矣，况从而鞭笞捶达之，其遽忍乎！此其难于追征之故一也。 三司各官，旧者既被驱胁，新者陆续而至，至则正当扰攘，分投供应，四出送迎，官离其职，吏失其守，纠结纷拿，事无专责，如群手杂缲于乱丝之中，东牵西绊，莫知端绪。既而部使骤临，欲于旬月之间督并完集，神输鬼运，有不能矣。此其难于追征之故二也。 夫背信而行，势已不顺，若使民间尚有可征之粟，必不得已，剜剥而取之，忍心者尚或能办也。而民之疮痍已极矣，实无可输之物矣，别夫离妇，弃子鬻女，有耳者不忍闻，有目者不忍睹也。如是而必欲驱之死地，其将可行乎！此其难于追征之故三也。 夫小民之不肯输纳既如彼，而有司之难于追征又如此，后值部使身临坐并，急于风火，百姓怨谤纷腾，汹汹思乱，复如将溃之堤。臣于其时虑恐变生不测，谓各官与其激成地方之祸，无益国事，身膏草野，以贻朝廷之忧，孰若姑靖地方，宁以一身当迟慢之戮乎。因谕各官追征毋急，以纾民怨。各官内迫于部使，外窘于穷民，上调下辑，如居颠屋之下，东撑则西颓，前支则后圮，强颜陵诟之辱，掩耳怨憝之言，身营闾阎之下，口说田野之间，晓以京储之不可缺，谕以国计之不得已，或转为借贷，或教之典拆，忍心于捶骨剥脂之痛而浚其血，闭目于析骸食子之惨而责其逋。共计江西十四年分兑军本色米八万石，折色米三十二万石，改兑米一十七万石。臣始度其势，以为决无可完之理，其后数月之间，亦复陆续起解完纳，是皆出于意料之外，在各官诚窘局艰苦，疲瘁已极，亦可谓之劳而有功矣。今闻部使参奏，且将不免于罪，臣窃冤之。 昔之人固有催科政拙，而自署下考者，亦有矫制发廪，而愿受其辜者，各官之以此获罪，固亦其所甘心。但始之因叛乱旱荒而为之奏免者臣也；继之因水灾兵困而复为申奏者臣也；又继之因朝廷两有停征赈贷之旨，而为之宣布于众者，亦臣也；又继之虑恐激成祸变，而谕令各官从权缓征者，又臣也；是各官之罪，皆臣之罪也。今使各官当迟慢之责，而臣独幸免，臣窃耻之。 夫司国计者，虑京储之空匮，欲重征收后期者之罪，而有罚俸降级之议，此盖切于谋国，忠于事君者之不得已也。亦岂不念江西小民之困苦，与各官之难为哉？顾欲警众集事，创前而戒后，固有不得不然者，正所谓救焚身之患，不遑恤毛发之焦，攻心腹之疾，不得避针灼之苦耳。 伏望皇上悯各官之罪，出于事势之无已，特从眚灾肆赦之典，宽而宥之，则法虽若屈，而理亦未枉。必谓行令之始，不欲苟挠，则各官之罪实由于臣，即请贬削臣之禄秩，放还田里，以伸国议。如此，则不惟情法两得，而臣亦可以藉口江西之民免于欺上罔下之耻矣。臣不胜惶惧待罪之至！ 缘系征收秋粮，稽迟待罪事理，为此具本请旨。 十五年四月二十五日 据江西布政司呈：奉臣案验，照得本院前任巡抚衙门近遭兵火废毁，兼以地址僻隘低洼，每遇淋雨，潢潦浸灌。见今本院在于都司贡院诸处衙门寄驻，迁徙不常，居无定止，人无定向。妨政失体，深为未便，合行议取，为此仰抄案回司，即便会同都、按二司官从长议查省城居民没官房屋及革毁一应衙门，可以拆修改造者。会议停当，呈来定夺，毋得违错等因。依奉会同都指挥佥事王继善，按察使伍文定，议复前项衙门，先年建于永和门内，僻在一隅，地势低洼，切近东湖，一遇淫雨，辄遭浸漫。近因大军驻扎，人马作践，俱各倒塌。及查巡按衙门亦皆年久朽烂，逼侧俱难居住。欲择地盖造，缘今地方兵荒之后，取之于官则官库空竭，敛之于民则民穷财尽，反覆思惟，无从措置。查得承奉司并织造机房各一所，系是没官之数，俱各空闲，地势颇高，规模颇广。合无呈请将承奉司暂改为都察院衙门，机房改为巡按衙门，委官相度，趁时修理。如此则工费不繁，民力少节，实为两便。 缘由呈详到臣，查得先为计处地方事，该臣会同巡按御史唐龙议奏，乞将抄没宁府及各贼党田地房屋令布、按二司掌印及守巡并府县官员从实覆查，委系占夺百姓，遵照诏书内事理，各给还本主管业。及将于内官房酌量移改城楼窝铺衙门，余外田地山塘房屋，仍令各官公同照依时估变卖，价银入官。先侭拨补南、新二县兑军淮安京库折银粮米，及王府禄米外，有余羡收贮布政司官库，用备缓急。缘由会本具题去后，未奉明旨。今呈前来，为照各项衙门果已废毁，当兹兵火之余，民穷财尽，改创实难。今该司议将前项没官房屋暂改，不费于官，不劳于民，工省事易，诚亦两便，似应准议。除行该司，一面委官趁时修改，暂且移驻，以便听理。候民困日苏，财用充给之日，力可改创，再行议处。 十六年五月十五日 据江西按察司按察使伍文定开称：奉臣批据南康府通判林宽，安义县知县熊价，奉新县典史徐诚呈开俱奉本院纸牌及巡按御史唐龙、朱节等计委追剿逆贼杨本荣等。依奉前后诱捕，及于沿湖各处敌战，擒斩共一百二十六名颗，并于杨子桥巢内搜获伊原助逆领授南昌护卫中千户所印信一颗，合就解呈。奉批抑按察司会同都、布二司官将解到贼级纪验，贼犯鞫审明白，解赴军门，以凭遵照钦奉敕谕事理，就行斩首示众；有功员役分别等第，呈来给赏施行。并蒙巡按江西临察御史唐龙批：“按察司会同各掌印官审究，及将有功官役并阵亡之人查明，具招呈报。”又蒙巡按江西临察御史朱节批：“看得各犯罪恶贯盈，致勤提督衙门调兵擒剿，事情重大。按察司会勘明白，中间如有事出胁从，情可矜疑者，通具呈报”等因。 依奉会同都指挥佥事高厚，左布政使陈策等，议得贼犯杨正贤等累世穷凶，鄱湖剧患，近复从逆，幸而漏网，啸聚劫囚，敌杀官兵，滔天之罪，远近播闻。通判林宽等克承方略，首事缉捕，虽有小衄，竟收成功。知县熊价到任甫及半月，仓卒偶当其冲，终能有备，多所擒获。典史徐诚奉调领兵破贼，适中机会。署都指挥佥事冯勋鼓勇而前，贼遂奔溃。其典史周祐阴谋散党，隐然之迹，未可泯弃。合无呈乞钧裁，将署都指挥佥事冯勋，通判林宽，知县熊价，典史徐诚，俱优加犒奖；林宽、熊价仍旌其除暴安民之劳；典史周祐另行赏赍；随征南昌前卫千户马喜，新建县县丞黄仲仁，南昌县主簿陈纪，安义县主簿崔锭，建昌县税课局大使江象，安义县领哨义官杨震七，协守县，治安义县县丞何全，典史陈恒昭，把截九里三渡，南昌前卫指挥梁端，千户周镇，俱量行犒劳；其余获贼吏兵哨长保长总小甲人等，查照近日告示事理，分别等第，一一给赏；阵亡阵伤义兵程碧、程魁七等，俱各优恤其家，给赏汤药之费。如此，庶使有功者录而人所知劝，死事者酬而人无所憾矣。仍行该府县将逆贼杨正贤等妻男财产估变，价银修筑县城，尤为便益。 缘由同查过功次文册关缴到司，备由转呈到臣，簿查正德十五年十一月初十日，据江西按察司副使陈槐关称：原问犯人胡顺并杨子桥等家属财产通该查抄解报，呈详已批该司查照施行，务得的实，毋致亏枉外，续据安义县申称：依奉拿获杨子桥妻周氏，男杨华五、华七、华八、月保并伊同居亲弟杨子楼收监、起解间，十二月二十二日辰时，不期子楼未获男杨本荣统集百十余徒，各持枪刀冲县。当同巡捕主簿崔锭督领机兵防御。彼贼势勇，打入狱门，劫去杨华五等，并原监杨正江、杨绍鉴及别犯胡清等一十八名，烧毁总甲张惟胜房屋，劫掠铺户传甫七等货物。随即起集哨长陈魁四等屯兵设法擒获杨华五等，仍旧收监。一面追获余贼杨子楼等，合行申报等情。 又据通判林宽呈称首恶杨本荣、杨华二等照旧立寨啸聚，批仰按察司会同各官议处。随据该司呈称：依奉会同署都指挥佥事王继善，左布政使陈策，副使顾应祥等议得杨本荣等罪恶，据法即当督兵擒捕；但访得杨姓一族，稔恶从乱者有数，若使兵刃一加，未免玉石未辨。合行该县再谕杨本荣等作急投首，庶几杨绍鉴等之罪可辨，杨本荣之情可原。若使负固不服，即将稔恶贼党指实，申来议处。 呈详到臣，照得本院前年驻兵省城，擒劫叛贼之后，即欲移兵扑灭逆党杨子桥等。彼因访得各犯亲族亦多良善连居，若大兵一临，未免玉石俱焚，方尔迟疑。当据杨子桥等自行投赴军门，本院仰体朝廷好生之德，正欲保全一方之生灵，当即遵照诏书黄榜事理，将子桥等量加杖责，释放回家，谕令改恶迁善。其余党恶，悉不根究外，后因解京逆党刘吉、陈贤等供攀不已，朝廷之意：将复发兵加诛，则恐失信于下；将遂置而不问，则一般从逆之人乃至极刑抄没，而子桥等独不略加惩创，亦何以警戒将来。故照旧释其党从以示信，独行拘子桥以明罚。其迁徙抄没，亦止及于子桥一身。朝廷
