If the person in charge is not powerful, such as resisting foreign aggression, it will be very difficult; but the great power may also be used in the wrong place, and sometimes the consequences will be unimaginable.How can we achieve coordination, or guarantee?The problem is clearly complex.But from the point of view of the requirements, it is simple and clear, and it is: to find ways to make the people who receive the power of the people only have the freedom to do good deeds, but not the freedom to do bad deeds.

It seems not difficult to distinguish good from bad within the scope of common sense; but sometimes, especially when dealing with more complicated things, there will be differences of opinion.Different, not all can be right, as a last resort, it is necessary to further distinguish between right and wrong.The next step is to find a deeper rationale. More affordable than theory is the solution.There may be an ideal solution, and the extreme ones, such as anarchism, may be counted, that is, even the matter of authorization is removed, fearing that those who are superior will mess around. If there is no superior, wouldn’t it be thorough?It's a pity that this is fantasy, because the people are not all forged from the furnace of Confucius and Mencius, they will also make nonsense.Therefore, the affairs of the public cannot be ignored.In order not to go off topic here, we still talk about civil management. So far, there are any methods that have been used or available.Generally speaking, it is the people's legislation that restricts those in power to act in accordance with the law.There are two situations.One is that things are routine and can be done as usual.The vast majority of administrative affairs are of this nature. As long as we do it seriously and do not seek personal gain or cheat, there will be no problems.The other is non-routine matters, especially those that have a major impact on the national economy and people's livelihood, such as declaring war abroad, internally, converting private property into public property, etc., which must be approved by the people.

If you want to be re-elected, you have to show docility to the voters.In short, although the parliamentary form may not be the best form for the people to exercise power, it should always be regarded as a barely acceptable form of power limitation after authorization.This can also be proved from the fact that this form is adopted, and those in power are not crazy.

Specifically, the former must be backed by the latter.In fact, it is not just the backing, but, if there is no powerful latter three, there will be no freedom of speech and freedom of the press.Let’s assume here that there are the latter three as the backing. Taking freedom of the press as an example, there will be a great power of supervision, because, for the sake of the longevity of political life or at least the safety, one has to face the abyss, walk on thin ice, do good deeds with all your strength, and avoid falling .
