4月20日，国民党政府拒绝了中国共产党提出的和平条件。21日，解放军百万雄师在西起湖口、东至江阴的千余公里长的战线上横渡长江，23日，占领国民党政府的巢穴南京，已经下野的蒋介石再也按捺不住，就在南京解放的当天，离开他居住的溪口，匆匆赶往他的发家之地上海。 26日，蒋介石赶到上海的当天，就紧急召见了一批国民党的军政要员，其中包括国防部长徐永昌、参谋总长顾祝同、空军司令周至柔、海军司令桂永清、联勤总司令郭忏、京沪杭警备总司令汤恩伯、保密局长毛人凤、内政部长谷正纲、上海市代理市长陈良。 京沪杭警备司令部政务委员会组织上海物资调节委员会负责抢运物资的通报在上海的大批物资器材，也是蒋介石除黄金、白银之外颇为关注的东西，其中有中纺公司的棉布、棉纱，中央信托局的珠宝，日本赔偿的铜元，中央银行保存的德孚颜料，中央造币厂的铜币、铜块，交通部的通讯器材、铁道器材，资源委员会的化工原料、金属器材和矿属油料，物资供应处的紫铜锭及其它贵重物资，美援花纱布联营处的棉布、棉纱，卫生署的药品和吉普车，社会部的救济物资等等，总计有5万余吨物资需要运到台湾去。在蒋介石的催促下，5月5日，行政院长何应钦下令：“限本月底以前分别负责全部疏运完竣。”
