Chapter 21 V. Reorganization of the Northeast Bureau and the July 7th Resolution

In the process of building and consolidating base areas, there were two major events in the Northeast situation during this period, namely the reorganization of the Northeast Bureau and the July 7th Resolution. Since my army of 100,000 entered the Northeast, the situation has been relatively difficult. Facing the continuous entry of the Kuomintang troops into the Northeast and the reception of the Kuomintang government to various parts of the Northeast after the withdrawal of the Soviet Army, the Central Committee of the Communist Party of China has paid close attention to the development of the situation in the Northeast.In the telegram exchange with the leading cadres in the Northeast, the Central Committee felt that the internal opinions of the leading cadres in the Northeast were not unified enough and their authority was not strong.After careful consideration, the Central Committee of the Communist Party of China made an important decision to adjust the leading cadres in the Northeast. On June 16, 1946, the CPC Central Committee issued the following decision:

Northeast Bureau: The current situation in Northeast China is serious. In order to unify the leadership, it was decided to appoint Lin Biao as the secretary of the Northeast Bureau, the commander-in-chief and political commissar of the Northeast Democratic Alliance Army; Comrades Peng Zhen, Luo Ronghuan, Gao Gang, and Chen Yun as the deputy secretary and deputy political commissar of the Northeast Bureau. And Lin, Peng, Luo, Gao, and Chen formed the Standing Committee of the Northeast Bureau.The Central Committee believes that this division of labor is not only necessary but also possible under the current circumstances. The Central Committee believes that all comrades will be able to work together and unite under the new division of labor to overcome difficulties and strive for victory.

This decision of the Central Committee of the Communist Party of China was carried out until the end of the Northeast Liberation War. The leadership team of the Northeast Bureau has always been like this, and there has been no change during this period. At this time, the Northeast Bureau had just moved from Changchun to Harbin (after the Northeast Bureau withdrew from Shenyang, it first moved to Benxi, then Fushun, and then Changchun, and moved to Harbin on May 21), and Lin Biao was still in the frontline troops.After receiving instructions from the Central Committee of the Communist Party of China, the Northeast Bureau commissioned Gao Gang and Tan Zheng to go to Wuchang County in the south of the Heilongjiang River to bring Lin Biao back to Harbin.Since then, Lin Biao has fully presided over the party, government and military work in the Northeast.

In order to implement the spirit of the central government's instructions, the Northeast Bureau held an enlarged meeting of the Northeast Bureau in Harbin in early July. This is an important meeting that leading cadres have attended the most since our army entered the Northeast.Lin Biao, Peng Zhen, Luo Ronghuan, Chen Yun, Gao Gang, Li Fuchun, Li Lisan, Zhang Wentian, Cai Chang, Lin Feng, members of the Central Committee of the Communist Party of China in Northeast China, Huang Kecheng, Wang Shoudao, Tan Zheng, Chen Yu, Yun Ze (Wulanfu), Xiao Jinguang, Wan Yi, Lu Zhengcao, Gu Dacun and others attended the meeting.

After a full discussion at the meeting, on the basis of a unified understanding, Chen Yun drafted it, discussed it repeatedly, and reported it to the Central Committee for revision by Mao Zedong. Finally, the "Resolution on the Situation and Tasks in Northeast China" was formed.Because it was passed at the meeting on July 7, it is also referred to as the "July 7 Resolution".The resolution clarified that it is necessary to establish a mental preparation for long-term and arduous struggle, to admit one's current weaknesses, to rely on the masses, to rely on one's own efforts, and to establish a solid base.The resolution emphasized that whether or not the peasants can be truly mobilized is the key to the success or failure of our party in the Northeast.Therefore, all Communist Party members who may go to the countryside, regardless of whether they are civil or military, male or female, or qualified, should all go to the countryside.

Luo Ronghuan once said the following about the July 7th Resolution: "This decision is of great significance to the Northeast, and it can also be said to be the key to transformation." According to the requirements of the "July 7th Resolution", a large number of work teams went to the countryside.According to statistics, a total of 120,000 cadres from the Northeast went to the countryside at that time, including old revolutionaries like Zhang Wentian to young students who had just joined the revolution.In this way, a new upsurge of profound rural revolution was set off in the Northeast. The upsurge of land reform and bandit suppression mentioned above was gradually formed under this policy.

Before and after the enlarged meeting of the Northeast Bureau, the headquarters of the Northeast Democratic Alliance Army made some adjustments to the establishment of all the troops in the Northeast.The main reason for the adjustment is that when the 100,000 troops entered the Northeast last year, all the troops still used the original designations, which was not very convenient for unified command.In the past year, several military regions have been established in response to the changing situation, and there are also many gaps with the current actual situation.The Northeast Democratic Alliance Army series after unified adjustment and reorganization is as follows:

In addition to the Northeast Bureau directly leading the Northeast Bureau, the entire Northeast region has established the following three military regions in Northeast China:

According to statistics after reorganization in October 1946, the total number of Northeast Democratic Alliance Army was 324,000.
