毛泽东的算计更绝!他下令对张家口、新保安之敌围而不歼。使傅作义因牵挂他的嫡系而无法下令东逃。另外,令刘伯承、邓小平、陈毅、粟裕在淮海战场对杜聿明集团也采取围而不歼的策略,目的是使蒋介石牵挂杜部而难果断下令平津蒋军东逃。 毛泽东在为东野主力读秒。他在将华北兵符授予林、罗的同一天,电示林、罗、刘: 看了上述电文,不能不叹服毛泽东的宏大气魄。林、罗等当日即向各纵队、师下达了《目前作战的政工动员》: ……如我能做到全部歼灭华北敌人,占领平津,这将是一个极大的胜利。不但华北全境可获解放,东北、华北两大解放区完全连成一片,且在华北我军歼灭傅作义,华东、中原我军歼灭杜聿明各军后,蒋介石在全国范围内即无主力,那时长江以北局势即可稳定,全国胜利的基础以此即可巩固建立起来,故这一作战关系极大…… 12月12日,林、罗、刘按军委指示,令东野主力兵分三路直扑平、津、芦、唐诸点之间。右路以第3、第4、第5、第11纵队和华北第7纵队实施对北平的战略包围;中路以第1、第6、第10纵队实施割断平、津之敌联系的任务;左路以第8、第7、第9、第2、第12纵队及特种兵部队实施割断津、塘、唐之敌联系的任务。 三路大军开始与时间展开赛跑。 东北野战军的滔滔洪流震撼了华北大地。12月13日,这股洪流的前锋已开始拍打北平古老的城墙。傅作义将他的总部由西郊五棵松匆匆迁往中南海。 根据飞机侦察报告,在平、津以北广阔的原野上到处都是南下的大行军队伍,其挺进速度非常快。 傅作义不得不从犹豫彷徨中醒过来,他的几位心腹都在催促他早作决断,而他该如何决断呢?自从第35军受困新保安之后,他就整天绕室徘徊,双手习惯性地握住腰间的皮带,偶尔微微扬头痴望着墙上的地图。及至增援的第16军、第104军惨败而归,傅作义深受刺激,开始从麻木状态中清醒过来。 他将参谋长李世杰召来,紧急商量对策。“我们该怎么办呢?”傅面对军用地图焦急地问,“军事上还有挽救的办法没有?” 李世杰沉默了片刻,叹息道:“唉,我过去制订的方案都行不通了,东北共军突然兵临城下,太出人意料啦!” “你的意思是军事上没有办法了?” “总司令,只有从政治途径上解决问题才有出路。” 傅作义早就通过几条线索与共产党联系,还给毛泽东发过一份电报,这些事情当时李世杰还不知道。但是,傅的努力都没有成效,关键在于他的思想还处于激烈斗争中,还存在一些不切实际的幻想。 “和谈是不是投降?”傅作义双目微闭,用手捶着额头。 “和谈与投降是两码事,不能混为一谈。” “不讲道德还能做人吗?” “看是什么道德,封建道德就不能讲。”李世杰道,“商汤放桀,武王伐纣,自古即称道之,不认为有伤道德。” “那我们过去的历史就完了吗?” “不能说全都完了,比如绥远抗战,为国家民族打拼,人民是不会忘记的。” 傅作义挥手斥退李世杰之后,独自靠在沙发上闭目沉思。他曾让女儿傅冬菊约请北平地下党负责人面谈,后来约好了时间,却无人赴约。 “看来共产党还是信不过我哟!”傅作义十分苦恼。这时他又想起了另一条线索。 他本来不相信《平民日报》采访部主任记者李炳泉是共产党的“和谈代表”,现在兵临城下,只好抱着试试看的态度了,于是让联络处长李腾九去请李炳泉面谈。李炳泉是李腾九的堂弟,自称是北平地下党的“和谈代表”,此事李腾九几次向傅作义提过。 当日夜,李腾九带李炳泉秘密进入中南海居仁堂,与傅作义见面。 果然李炳泉很有见地,傅作义后悔没有早些重视这条线索,白走了好多弯路。 “只要傅总司令下定决心,走长春曾泽生将军的光明之路,我愿意亲赴平山县带贵军和谈代表去我党中央。”李炳泉说,“请总司令早下决心。” 傅作义的眼睛一亮,向李腾九询问道:“谁去和谈合适?” 李腾九略一沉思,说:“《平民日报》社长崔载之去比较合适。” 傅作义微微点头:“崔社长的才识和人品我信得过,就让他代表我去和谈吧。” 12月14日清晨,李炳泉和崔载之携一部电台,乘军用汽车秘密出城。临行前,李腾九叮嘱说:“炳泉,此次和谈一定要保守秘密,现在北平城里的蒋系军队占绝对优势,闹得不好,傅总司令的身家性命就难保了。” 李炳泉笑道:“我明白,放心吧。” “另外,”李腾九稍顿片刻说,“傅总司令让我通过你转告贵党中央,现在已经开始谈和,和谈期间希望双方停止军事行动。都是中国人,既然和谈了,再有伤亡就不划算了,那样也影响和谈。” “我一定转达。”李炳泉心里清楚,傅作义是挂记着处于四面楚歌中的第35军。 12月15日,崔、李出城后遇到东北野战军第11纵队。李炳泉自我介绍是受北平地下党组织派遣,带傅军和谈代表去中共中央。第11纵队司令部迅速将这一情况电告孟家楼东野总部。经情报机构证实,李炳泉所言属实。东野随后电告中央,中央回电指示: 17日,第11纵队派人将崔、李护送到孟家楼附近的八里庄。参谋处长苏静奉林彪、罗荣桓、刘亚楼之命负责接待崔载之。 19日,刘亚楼开始与崔载之正式谈判。 “崔先生代表傅先生前来和谈,我们表示欢迎。”刘亚楼办事干脆利落,简短寒暄便进入正题,“崔先生可有和谈要点或具体意见?” 崔载之摆手道:“本人前来一是表达傅先生要求和谈的意愿;二是了解贵党对傅先生的态度和要求。” 刘亚楼端着热气腾腾的茶杯,心想:这位崔先生并非全权代表,而是来摸底的,那好办,我就把底牌亮给他看看。 就在这天清晨,毛泽东来电明确了与傅作义谈判的基本方针:“你们可以利用各种线索与傅作义、侯镜如等进行谈判和分化,但我们的基本方针是彻底解除他们的武装,绝不允许这些人保存其反动力量,谈判和分化只是达到歼灭他们的一种手段。” “傅先生愿意和平解决平、津、张、塘等战事,我们亦有此种愿望。我党的方针是:傅部必须全部放下武器,我们保证他们的生命财产安全。傅先生关于'华北联合政府'的想法,企图保留军队,我党绝不能接受。”刘亚楼见崔载之沉默不语,接着说,“鉴于平津地区大部为蒋系中央军,而傅先生又无法令其缴械,情况特殊,我们允许傅先生保留两个军,先将蒋军的军、师长统统逮捕,然后宣布起义。如果做不到这一点,傅部可让出阵地,以便我军入城消灭蒋军。” 崔载之将刘亚楼的意见电告傅作义,傅作义深受刺激,他对参谋长李世杰说:“双方条件相距太远,根本不能谈,你好好准备打仗吧!” 傅作义复电崔载之:“北平城内中央军比我部兵力多十几倍,逮捕蒋系军、师长没有把握。”可是对其他问题一概不予回答。 刘亚楼将谈判情况向林彪汇报:“傅作义心存幻想,这次和谈诚意不足。” 林彪平静地说:“我们早就向中央作了保证,攻下北平、天津,全歼守军,我军皆有绝对把握,谈判以争取敌人放下武器为基本原则。谈得拢就谈,谈不拢就打,打痛后再谈!” 1948年12月21日傍晚,华北第2兵团在东野炮兵旅的配合下,开始对被围于新保安的第35军发起总攻。炮弹像冰雹般砸向新保安傅军阵地。 郭景云一听炮声不禁大惊,与共军打了多年的仗,这回是第一次挨加农炮的轰击。他预感到最后时刻已经来临,急电北平总部要求派飞机空投炮弹并助战。总部回电:“明晨七时派飞机十架前往助战,另十吨弹药于明晨由青岛起飞……” 郭景云和军部人员在激烈的炮声中,望着窗外忽闪忽闪的火光,焦急地盼望早点天亮。这一夜终于熬过去了,郭景云盯着手表说:“7点10分了,参谋长听一听,外边有没有飞机响?” 田士吉推开窗户朝天空望了好久,又侧耳听了好久,失望地说:“哪有飞机的影子?” 郭景云十分沮丧,眼睛又盯着表盘,不断地说,30分啦、40分啦……飞机还是没来。他急红了眼,对田士吉说:“你再发个电报问总司令,还要不要我们?要不要他的35军!” 电报发出后,总部没有回答。到上午8时,解放军攻城的炮火更为猛烈,飞机仍没来。9时,东南城角被炮火轰开两处,内城墙也被轰开若干缺口,解放军势若潮涌,很快由缺口漫进城内,攻城战转为巷战。10点钟都过了,飞机仍没来。 郭景云再次致电总部质问傅作义:“还要不要35军?” 仍无回音。 随后,军部与各师失去了联系,郭景云即令通信营抢修电话线路。下午3时,沉寂了近5个小时的电话突然响了,郭景云抓起话筒一听,是第101师师长冯梓的声音:“军长,军部太危险啦,快到我这儿来吧!我手里还控制着个工兵连,我派史连长去接你。” 当时,第35军军部已经成了孤岛。史连长的工兵连企图冲进去抢出郭景云,但是徒劳无益,他的这个连很快被消灭。 冯梓见史连长血迹斑斑只身逃回,知大势已去,再作抵抗不过是无谓的牺牲,于是对政工主任王德全说:“你快去与共军联系,说咱们不打啦!败局已定,为什么还要白白搭上性命!” 王德全转身离去,半小时后带来三位解放军。 “这是冯师长。”王德全介绍道。 “冯师长,请下令让你的部下放下武器,停止抵抗。” 冯梓连忙打电话给各团,下令投降。很快,城里的枪声渐渐稀落,到下午5时,全城停火。 郭景云的军部早在下午4时就被解放军占领了。在此之前,他令副官将汽油桶推来,他要自焚。副官不想陪葬,出门后就投降了。郭景云左等右等副官还不来,自焚的计划无法实施,只好掏出左轮手枪准备自杀。这时,副军长王雷震病歪歪地晃进军部,郭景云心想有人陪葬了,朝王雷震的头部开了一枪,接着调转枪口朝自己的太阳穴开了一枪。 郭景云中弹倒地,顿时毙命。王雷震由于腿打哆嗦,郭朝他开枪时身体晃了一下,那颗子弹偏了一点,将棉军帽穿了一个窟窿。 下午5时以后,新保安一片沉寂,此时郭景云盼望已久的飞机终于来临。那架飞机在新保安上空盘旋一圈,便朝东飞去。随后,雪花漫天飞扬,很快就覆盖了新保安战场,也覆盖了古老的北平城。
