走到辽河边，渡口上挤满了解放军。廖耀湘不敢接近，因此等了好久仍没过河。周璞胆子大点，走到一堆老百姓旁讨了碗水喝。老百姓正在议论，沈阳被解放军占了。周璞一听急急回报廖耀湘。
两人决定折回去，直奔葫芦岛。11月6日黄昏，廖耀湘和周璞又回到使他们倒霉的黑山附近，被解放军后勤战士抓获。
廖耀湘自称是南方商人，但他的特征早就被解放军战士背熟了：“矮胖子，眼睛有毛病，鬓发花白，操湖南口音。”廖耀湘抵赖不过，干脆拍着胸脯说：“我就是廖耀湘！”
10月26日，廖兵团遭第3纵队渗透奇袭，通信设施被毁，与外界失去了联络，蒋介石忧心如焚。在日记中写道：“东北全军，似将陷入墨尽之命运，寸中焦虑，诚不知所止矣！”
但他仍抱一线希望，幻想依靠杜聿明的锦、葫兵力救出廖兵团。
10月27日清晨，蒋介石派专机到葫芦岛，将杜聿明接往北平。杜聿明一到圆恩寺行邸，蒋介石急急地说：“现在廖兵团电信中断，失去联系，罗参军有个很好的建议，马上由海军运输舰将葫芦岛的部队运往营口登陆，策应廖兵团从营口撤退。你看怎么样？”
杜聿明一听，转身怒视着罗泽凯，廖兵团的下场就是因为蒋介石听信了这位“高参”的“高见”，现在又想断送葫芦岛的部队。
杜聿明质问道：“调兵舰需要多长时间？”
“两三天吧。”蒋介石代罗泽凯回答。
“从葫芦岛运兵到营口又需要几天？”杜聿明继续问。
“三四天估计能运完。”蒋介石说。
“这么说，调葫芦岛的兵力到营口，至少一个星期。”杜聿明说，“一个星期之内廖兵团要是还存在的话，那么他自己就能打到营口，否则，一两天就完了。”
蒋介石低头踱起步来，满面愁容。
罗泽凯问杜聿明：“怎么办？你拿主意吧！”
“我看廖兵团已经没指望啦，当务之急是撤走营口的部队，沈阳的部队能不能撤出来还难说得很。”杜聿明道。
“好，我叫桂永清派兵舰去营口，你到沈阳去部署防务。”蒋介石停住踱步，抬头道。
“那么学生就去了。”杜聿明说。
正在这时，空军来电：“空中侦察发现有一万多人的队伍由辽中向沈阳前进。”
“肯定是廖耀湘，赶快派飞机去联络。”蒋介石立即指示空军，回头对杜聿明说，“你对周福成说，沈阳现有部队统归他指挥，一定要死守沈阳。”
杜聿明于27日下午飞抵沈阳，立即赶到卫立煌家中。卫立煌在房里困兽般急急地踱步，他说：“我早就说过，廖兵团一出辽西走廊必定会全军覆没，他就是不信。”
“老头子让我来跟你商量部署沈阳防务。”杜聿明说。
“我以前要守，他不让守，现在兵力都报销了，怎么个守法？”卫立煌道。
杜聿明说：“老头子说让周福成指挥现有部队死守沈阳。”
卫立煌踱了半天步，然后打电话将周福成和赵家骧叫来。
周福成到后，杜聿明向他传达了蒋介石的命令。
“好吧，我现在就回去部署。”周福成说完就走了。
“周福成不对劲，我看有问题。”赵家骧说，“他一向瞻前顾后，接受任务叫苦连天，怎么这次倒是痛快得很？”
“用人不疑。”杜聿明说，“这是老头子的意思。”
晚餐后，卫立煌感叹廖耀湘兵团竟如此不堪一击：“新1军、新6军号称属于五大主力，这么快就完了，真是不可思议！”
“有一万多人从辽中正往沈阳来，老头子怀疑是廖耀湘。”杜聿明说。
“要是廖耀湘能回来的话，郑庭笈早回来了。”卫立煌说，“廖耀湘的指挥所被打掉时，我就命令郑庭笈赶快往沈阳撤。”
“为什么把部队这样送掉呢？”卫夫人韩权华说。
“老头子不听我们的话，有什么办法呢？”卫立煌道。
10月28日，潘裕昆、龙天武二人只身逃回沈阳。
那一万多人的队伍是辽宁省政府派往辽中抢粮的保安部队，以及向沈阳逃窜的地主、资本家、商人等。卫立煌大失所望。
杜聿明和卫立煌预感解放军马上就要攻打沈阳和葫芦岛。
10月29日，杜聿明飞往葫芦岛。次日上午蒋介石派一架飞机带来一封亲笔信，说沈阳已经混乱，让杜聿明立即飞沈阳，调整防务，稳定局势。
杜聿明的飞机还没到达沈阳，就接到王叔铬从沈阳上空飞机上打来的电话：“沈阳北陵机场已经混乱，不能降落啦，光亭你千万不要降落，等我打电话向老头子请示后再说。”
几分钟后，王叔铬再次来电话说：“老头子让你们回葫芦岛。”
杜聿明的飞机立即掉头南飞，他想沈阳看来已经没指望了，解放军下一步必定要把矛头指向营口和葫芦岛，必须让老头子下决心调集船只，将营、葫的部队撤走。杜聿明命令飞机改变航向，直飞北平。
飞机刚降落在北平西苑机场，杜聿明见蒋介石披着黑斗篷，匆匆朝“美龄”号走去。杜聿明立即奔过去挡在蒋介石前面，两脚一并，敬了个礼。
“你怎么来了？”蒋介石惊奇道。
“学生有要事请示校长。”杜聿明道。
蒋介石将杜聿明引到机场空军作战室，问：“你有什么事？说吧。”
“沈阳已经靠不住了，必须赶快派船将营口、葫芦岛的部队接走，否则东北部队会全军覆没。”杜聿明说。
“你回葫芦岛去部署撤退。”蒋介石说，“我让桂永清马上派船去。”
“是不是派飞机把卫总司令接出沈阳？”杜聿明问。
蒋介石匆匆朝门外走去，对杜聿明的话不作回答。
此刻，在沈阳“剿总”大楼，人心惶惶，纷纷传说解放军已过了辽河。大楼里早就无人办公，都在走后门“钻”飞机票。
飞机场人山人海，挤满了准备出逃的军政要员和地方绅士。全副武装的宪兵在警戒线旁端着明晃晃的刺刀。
一架运输机刚起飞，就被无线电话追了回来：“卫总司令要坐这架飞机。”
运输机刚刚降落，卫立煌的卫士立即拥上飞机，将机上的乘客拖的拖、抱的抱、抬的抬，一律赶下来。机场上的军政要员见状轰地一下像山洪暴发般，冲垮宪兵的警戒线，向飞机汹涌而去。卫立煌的警卫团守卫在飞机跑道两侧，向天空开枪示警。
这时卫立煌率一帮大官僚，在警卫人员的簇拥下从机场候机厅朝飞机走去。
人群里到处是绝望的狂号，卫立煌低着头，木然地迈步，对此起彼伏的喊声充耳不闻。
“卫老总！我是省行政委员。”
“卫老总，带我走吧！我是中将参议！”
“卫老总，我是保安司令！”
卫立煌一伙登上飞机。人群不顾一切，将警卫团的最后防线也冲垮了。嫩江省主席兼“剿总”秘书长彭济群，朝飞机门口爬去，却被一脚蹬翻在地。
人群摇撼着机身，哭喊着，飞机差点儿被推翻了。卫立煌大惊失色，命令立即起飞。
飞机从人群中挣脱出来，向跑道冲去，终于飞走了。
围歼廖耀湘之战，解放军各部队实施大胆渗透、穿插。这样不仅使廖兵团建制大乱，解放军各纵队的建制也乱了。各师、团单独作战，对敌人穷追猛打，哪里有敌人就往哪里打。围歼战结束时，各纵队已经无法集结，师、团位置极为分散、杂乱。
刘亚楼急得望着标有各纵队和各师位置的地图直挠后脑勺。
“部队建制大乱，不利于统一行动。”罗荣桓焦急地说，“沈阳之敌眼看着就要往营口跑。”
林彪抓着一把炒黄豆，不动声色地说：“乱就乱吧，下一道总命令：全军向沈阳前进，同时传达到纵队和师团，乃至营连。不必集结，部队从现地同时出发。”
“兵贵神速，很好。”罗荣桓说，“组织一支向导队，沿路指示方向同时进行宣传鼓动。”
“让各纵队和师在运动中掌握部队。”刘亚楼说，“调整行军时间和路线，能在运动中归还建制当然更好，万一不行，就让他们乱去吧，到了沈阳再说。”
各部队正在为大批俘虏着急，他们编了句歇后语—“辽西战役的俘虏—越带越多”。突然，传来消息：总部命令，立即进军沈阳！
这回的命令不是由上往下传，而是由宣传队员敲着锣鼓，扯着嗓子大喊大叫。
“俘虏怎么办？”有的连长、营长问。
“交给地方同志，民兵、民工都行。”宣传队员回答。
“缴获的武器弹药和车辆呢？”有人问。
“武器弹药各部队就地补充，汽车开得动的你们往沈阳开，剩下的也交给地方同志处理。”宣传队员平时唱歌演戏，这回个个都能发号施令。
“沈阳在哪个方向？”有人问。
“瞧，墙上，树上，沿路都刷了路标。”宣传队员大叫，“快向沈阳进军，敌人成了瓮中之鳖，插翅难飞啦。”
解放军各部队迅速向沈阳兼程前进，在广阔的辽西战场摆出了成千上万路纵队，一齐直逼沈阳。
与此同时，从长春南下的第12纵队和第1兵团独立师正接近沈阳近郊。10月29日拂晓，第12纵队势如破竹，一路连克铁岭、抚顺、本溪、诸城，同时从东、南、北三个方向包围沈阳。
10月31日下午，第12纵队和独立师开始猛攻沈阳西区守敌青年军207师（该师许万寿旅已在辽西被歼）。青年军由于深受蒋介石的党化教育，思想非常顽固。因此，铁西区战斗相当激烈。
但其他地区的敌人几乎全都不战而降。周福成的部队早就失去控制，降的降，逃的逃，剩下他一个光杆司令谁都指挥不了。
11月1日拂晓，第1纵队、第2纵队相继抵达沈阳城下，很快突破城防工事，进入市区。
市区的国民党军队望风而逃，到处是成帮结队的溃兵，或打着白旗，或脖子上缠着红布带，主动打听解放军的位置，要求投降。一些军官则开着吉普车满城乱转，找解放军去他们的兵营受降。
第12纵队一个班分为三个战斗小组，分别爬上三辆吉普车，闯到三个兵营受降。每个兵营兵力少则二三百人，多则七八百人。一见吉普车载着解放军，一齐高呼：“解放军来人了，快出来缴枪。”
几百人蜂拥而上，将吉普车团团围住，纷纷问：“枪缴到哪儿？”
吉普车上的战士随便朝东一指，很威风地说：“枪堆到那里，码整齐！”
俘虏纷纷往东拥，将枪码成了一座小山垛。解放军战士又往西一指：“人都到那边集合！”
俘虏缴完枪，纷纷跑到西边集合。排好队形后，几百双眼睛齐刷刷盯着解放军，等待发落。三四个解放军战士也不知下文该怎么做了，扎成一堆小声商量起来。最后决定派一名战士带着那辆吉普车去找上级请示。偌大一个沈阳市，战士不知道上级在哪条街，指挥司机一时东一时西，逛了一整天街，兵营里的俘虏早饿得咕咕叫了。有的怯生生地嚷道：“共军大哥，有吃的吗？”
“不是派人联系去了吗？”解放军战士说，“联系上了饭就来啦！”
左等右等那个战士还没来，急得留下的战士脑门直冒汗。“人是铁，饭是钢，一顿不吃饿得慌。”时间长了，这帮俘虏难说不生事。
最后，终于冲进一群解放军，高呼：“缴枪不杀！”
“别开枪啦，我们早就缴枪啦！”俘虏们吓得连忙乱喊。
第1纵队有一名战士，只身冲进市中心的“剿总”战车团大院。战车上的国民党兵见状高呼：“解放军来了！”
“不许动！”解放军战士端着枪吼道。
“我们早就不动了，武器车辆完好无损。”有的国民党士兵说。
“我们没放过一炮，不信你来验炮口。”
解放军战士仔细一看，汽车、装甲车、坦克整整齐齐地排着，驾驶员笔挺地站在一旁，等待接收。
第1纵队第3师第8团团长宋文洪带着三位参谋开着吉普车，在五义路见一个大胖子挥着白旗，站在公路中央，拦住去路。
吉普车停下来，大胖子点头哈腰地说：“我是高射炮团的副团长，团长缺编，我是头儿。总算把贵军盼来了，快去我们团受降吧。”
宋文洪载着大胖子开进一所大院。大胖子先将“共军长官”们引进办公室，摆上酒菜，大献殷勤。宋文洪说：“先办完投降手续再说。”
“好的，好的，”大胖子点头哈腰，“请跟我来。”
大胖子打开一楼一个大房间，里面堆满了美式卡宾枪。又打开二楼一个大房间，里面坐着四百多名赤手空拳的士兵。
第1纵队第3师第8团政治处主任张镇铭正在大街上追赶队伍，迎面跑来一名战士，说：“主任，快来，有一个营的敌人要投降。”
张镇铭跟着那名战士来到敌坦克营门口，只见一名军官大吼一声：“立正！”
院子里有八九十名国民党士兵，列着整齐的队伍，像搞阅兵式似的，一个个昂首挺胸，精神抖擞。军官跑步奔向张镇铭，突然双脚一磕，敬了个标准的军礼，声音洪亮地说：“报告长官，坦克营实到官兵84名，实有坦克8辆，正式向贵军投降。副营长王建业。”
张镇铭也规规矩矩回了个礼，说：“营长何在？”
“本营营长于凌晨5时30分逃跑啦。”王建业道。
“坦克是否完好？”张镇铭问。
“坦克完好无损，贵军投降条件上规定不准破坏武器装备。”王建业说。
