Chapter 25 Abolition of corporal punishment

1. The effect of corporal punishment in the Red Army Among the various troops, the one who beats the most severely, the more the soldiers resent and run away. The most notable example is that a certain officer in the eighth detachment of the third column loved to beat people. As a result, not only the orderly and the fireman almost ran away, but also the quartermaster, sergeant and adjutant. The 25th Battalion of the Ninth Detachment once had a captain who was most fond of beating people, and the masses gave him the name Blacksmith. As a result, the soldiers felt that there was no way out, and the atmosphere was full of resentment. be liberated. As a result of the beatings by the third brigade of the special service detachment, four firemen, one special agent chief, and two squad leaders who had been fighting for a long time escaped. One of them was named Xiao Wencheng. Before he left, he left a letter stating that he was not a counter-revolutionary. Only when oppressed did they escape. When the four columns were first established, the officers transferred from the first, second, and third columns kept beating the soldiers brutally. As a result, the soldiers ran away. In the end, the officers could not stand on their own and had to leave the fourth column. There are more deserters in the second column than any other column, although there is more than one reason, but most of the subordinate officers of the second column have the worst beating habit, which is one of the most important reasons. The second column had discovered three suicides (the platoon leader, one soldier, and two soldiers). This was the biggest stain on the Red Army, and its significance was very serious. Now the voice of ordinary soldiers in the Red Army is "If the officers don't beat the soldiers, they will be beaten to death!" This kind of expression of injustice and resentment among the masses really deserves our serious attention.

2. The source of corporal punishment and the reasons for its abolition In order to maintain its feudal exploitation, the feudal class had to use the cruelest punishment as a tool to suppress the resistance and rebellion of the exploited. This is the reason why corporal punishment is a product of the feudal era. When the economic development progresses to the capitalist system, it needs to introduce liberalism to develop the individuality of the masses of workers, peasants and soldiers, and enhance their ability to work and fight, so as to create the conditions for the development of capitalism. Therefore, all bourgeois countries have generally abolished corporal punishment, and there have long been no strange incidents of beating people in the army.As for the economic development to the birth of socialism and the radicalization of class struggle, the workers and peasants must mobilize the power of the broad masses of their own class to win the struggle if they want to overthrow the power of the ruling class and the exploitation that depends on this power. The Soviet regime is the regime of the most progressive class, and there should be no remnants of the feudal system under it. Therefore, not only has there been no corporal punishment in the Red Army for a long time, but the use of corporal punishment is strictly prohibited in general laws. The Fourth Army of the Red Army was born in China, where the feudal system of exploitation had not yet been eradicated. Most of its main components were transformed from the feudal warlord army. The general feudal system, ideology and habits still existed in the general officers and soldiers. Among them, the habit of beating people and the habit of not being afraid to beat people are still the same as those in the feudal warlord army.Although the slogan that the officers should not beat the soldiers and the provision that the soldiers have the right to complain about their sufferings were put forward a long time ago, it has no effect at all. The number of soldiers is increasing day by day, the atmosphere is full of resentment in the army, and even suicides have been discovered. This is a phenomenon that is completely contrary to the struggle mission of the Red Army. If it is not corrected as soon as possible, the danger will be immeasurable.

3. Correction method (1) Resolutely abolish corporal punishment. (2) Hold campaigns to abolish corporal punishment. This movement must work from both sides of the officers and soldiers, so that the meaning of "abolishing corporal punishment will only benefit the struggle" will be popularized among the officers and soldiers.Only in this way can the officials not only not feel that the soldiers will not be able to lead because of the abolition of corporal punishment, but also understand that the abolition of corporal punishment will be more conducive to management and training; the soldiers will not only not be more naughty because of the abolition of corporal punishment, but also increase their struggles because of the abolition of corporal punishment. emotions, remove the barriers between officers and soldiers, and will consciously accept management training and general discipline.

(3) After the abolition of corporal punishment, due to historical habits, there will be some temporary adverse phenomena. This should intensify our responsibility, and strive to persuade the spirit and consciously abide by the spirit of discipline to overcome this violation of the task of struggle. Feudalism at its worst. He must not use the excuse of some unhealthy phenomena to cover up his feudal habit of beating people.Anyone who opposes or slows down the abolition of corporal punishment on the pretext of temporary adverse phenomena is objectively hindering the development of the revolutionary struggle, that is, helping the ruling class.

(4) Legal procedures for the Fourth Army to abolish corporal punishment: 1. Amendment of the Red Army Punishment Regulations; 2. The highest military and political organ will issue a general order to abolish corporal punishment, and promulgate new regulations on punishment for the Red Army; 3. After the announcement of the order, on the one hand, the military and political organs convened a meeting of officials to explain in detail the reasons for the abolition of corporal punishment, so that all the officials supported the major reform of the order and worked hard to implement it in the army; on the other hand, the soldiers' association convened In addition to consciously abiding by discipline after supporting this reform, the soldiers' representative conference also requires strict disciplinary sanctions from the masses in order to achieve good results after the abolition of corporal punishment.
