Chapter 77 Various Policies to Be Implemented in the Anti-Japanese Base Areas

(December 13, 1940) The Central Plains Bureau also reported to the Northern Bureau, Shandong Branch Bureau, Southeast Bureau, Southern Bureau, and Southern Committee[1]: (1) When organizing government organs and public opinion organs in northern Jiangsu, the three-three system should be resolutely implemented. The Communist Party accounts for only one-third, and it can be less than one-third at the beginning. Leaders who are active in anti-communism will participate. Among them, the centrists and leftists of the Kuomintang, the national bourgeoisie such as Han Guojun and enlightened landlords should all participate. A small number of representatives of the rightists can also be allowed to truly organize a coalition regime of all parties, factions, walks of life and armies, and try to avoid us. arrange. This has a big impact on the whole country. (2) The labor policy force has avoided the left. At present, only minor improvements have been made. For example, the 14-hour working day is reduced to 13 or 12 hours, and the eight-hour system should not be implemented to ensure that capitalists can make money. (3) The land policy should implement partial rent reduction and interest reduction to win over the basic peasant masses, but the reduction should not be too much, and the farmers should not be unable to borrow due to the interest rate reduction, and the landlord’s land should not be confiscated due to the liquidation of old debts. It stipulates that farmers have the obligation to pay rent and interest, and guarantees that landlords have land ownership. In principle, the management of rich peasants will not change. It is necessary to explain to the party and the peasants that it is not the time to carry out the agrarian revolution, and to avoid the excessive left mistakes that occurred in North China. (4) Agree with Hu Fu[2]'s opinion on the taxation method, and when there is no better method, taxation shall be carried out according to the old law for the time being, but the harshness should be reduced as appropriate. (5) The anti-rape policy is based on the principle of suppressing the few most reactionary elements who are evil to everyone, and try to avoid killing more people. All agencies and organizations other than the government are not free to arrest and punish people. (6) The economic policy is to develop industrial and agricultural production and commercial circulation as much as possible, and to avoid disrupting production and commerce, calling on Shanghai capitalists to set up businesses in northern Jiangsu. (7) Cultural and educational policies only remove the cultural despotism of the comprador big bourgeoisie, allow the liberal ideology of the national bourgeoisie to exist, and allow liberal intellectuals and educators to run newspapers and schools. (8) In short, your current policy is only to get rid of the despotism of the comprador big bourgeoisie and feudal big landlords and to make preliminary improvements in people's livelihood. On the one hand, it guarantees the human rights, political power[3], financial rights, freedom of speech, assembly and association of the petty bourgeoisie of workers and peasants. On the other hand, the human rights, political power, financial rights, freedom of speech, assembly and association of all capitalists and landlords other than traitors should be guaranteed. As long as there is no armed riot, any party or class has freedom of activity. The existence of the Kuomintang should be allowed and a progressive Kuomintang should be organized. (9) The above guidelines should be implemented throughout Central China (of course, the same is true for North China). (10) How you will implement the various policies in detail, please inform me by telegram at any time.
