Chapter 19 Supplementary Opinions on Negotiations with the Kuomintang[1]

(October 29, 1945) A B Twenty Nine to C Ding: (1) Agree with the method described by You Dian [2]. (2) In addition to Ping, Tianjin, and Qinghai [3], the eight railways (including Rehe [4] Road, Cangshi Road, Baijin Road, and Daoqing Road [5] are twelve) are not allowed to station Kuomintang troops, One of Ping, Jin and Qingba roads must be stationed. (3) Immediately stop the civil war and withdraw the attacking troops in all districts. (4) Northeast China, North China, Northern Jiangsu, Northern Anhui and the border regions are subject to local self-government elected by Dr. Sun Yat-sen, and personnel are not allowed to be appointed.

(5) At the same time, please explain to all walks of life that the government’s so-called peaceful democracy is a lie. It has actually launched a civil war on a national scale. (2) The Kuomintang troops immediately stopped marching into the liberated areas. (3) Restore the general situation of all railways, and no troops shall be stationed on the railway lines (excluding cities). (4) There is no need for the Kuomintang troops to transport troops on the eight railways (Pingsui, Tongpu, Zhengtai, East Longhai, North Pinghan, Jinpu, Jiaoji, Beining).
