(October 30, 1945) Nie[1] turned to Xiao, Luo[2] and Lantao[3], and reported to the Rehe Subcommittee: On the one hand, you organize the field army, on the other hand organize the transport team, and on the other hand, you must command the ready-made troops of Jicha to quickly clear the puppet army on the railway line between Beiping and Gubeikou and control the railway (at least the northern section), mobilize the masses, organize local armed forces, and prepare for field battles battlefield. This task must be completed within November, otherwise we will be in a passive position and will not be able to consolidate Jehol[4] nor Zhangjiakou. Therefore, Xiao and Luo must complete three tasks within a month of next month. The first is to form a field army, the second is to organize a transport team to Chengde to pick up weapons and ammunition, and the third is to occupy the railway line between Beiping and Gubeikou and prepare for the field battlefield.Comrades such as Lan Tao who lead the work in the rear must do their best to assist in the completion of the above three tasks. From now on, Lan Tao and other comrades must turn their attention to the Eastern Front, while Nie and Geng [5] will handle the Western Front alone.Don't miss Lantao Radio's quick contact with Yan'an.With regard to the task of annihilating the enemies and puppets in Shixia[6], Miyun, and Huairou areas, and mobilizing the people in these areas to create field battlefields, the Rehe Subcommittee has the task of assisting Xiao and Luo Zhi from Gubeikou to the south.
