Chapter 63 Solutions mentioned in "Digital Business Models"

The results of the upper house election show that the people are taking their grievances on the pension issue out on the Liberal Democratic Party. In fact, if you look back now, you will know that the Democratic Party has no reason to win, and the Liberal Democratic Party is just suicidal. Therefore, when the Democratic Party confronts the opposition party with a posture of "adapting to public opinion", it can't help but feel that they are just wishful thinking that the people support them. It is a good thing for the people to express their anger, but why did it stop abruptly? Here I want to talk about this issue. If it hadn't been for the Democratic Party member known as "Mr. Pension" who reported on the Liberal Democratic Party, I am afraid that the public would not be so angry.

As I said before, I raised this question a long time ago. Not only that, for the Socialist Party and the Asahi Shimbun who opposed the implementation of the National Numbering System, I suggested in the "Digital Business Model" published in 1993: "Even if the National Numbering System is not implemented, a national consultant database should be established. Perform administrative services on the basis of this database of advisers." In this book I proposed a total of 83 proposals, among which I wrote: "Without the establishment of a database of national advisers, there can be no real contract between the state and the people. relation."

Speaking of this, some people may retort: "Isn't Japan implementing the household registration system?" However, the household registration has not been registered on the Internet, why is this so?Since the household registration certificate of the Japanese uses letterpress printing, it cannot be turned into a database. But so far, is there any precedent for the household registration database? As far as I know, two or three villages have done this.A certain village in Ibaraki Prefecture once commissioned me to do this work, but anyway, it was just a spontaneous proposal from their village.

In short, Japan has not yet put the national database as a national construction project on the agenda. And even if such action is started now, it will eventually be held back by the narrow mandate of government agencies. The police station manages driver’s licenses, the tax office manages tax numbers, the Ministry of Health, Labor and Welfare manages pension numbers, the Ministry of Foreign Affairs manages passports—all government agencies have their own odd jobs to deal with. It is precisely because of this that I proposed in 1993 to establish a national information database as soon as possible, and then all administrative agencies should provide administrative services on this basis, that is, to establish a Japanese version of social insurance number.

If the database can be established, administrative waste may be reduced to 1/10 of the current level, and the database will optimize the management of the country and the lives of citizens. Fifteen years ago, regarding personal privacy issues, such as number leakage or account theft, I also proposed to establish an identity verification system for citizens. The times are gradually changing and developing, so if you don't make a judgment with a long-term perspective now, it will bring troubles to the country and the people in the future. In Japan, it can only be said that the speed of the development of the times has exceeded the speed of the improvement of the national IQ.
