1. New equipment management regulations Article 1 The equipment that needs to be purchased by each department of the company must be reported to the equipment management department for record after approval for purchase. Article 2 The decoration project or the addition of electrical and mechanical equipment can only be determined after the equipment management department conducts technical consultation on feasibility. Article 3 In order to ensure the safe and reasonable use of equipment, each department should set up a part-time equipment administrator to assist the personnel of the equipment management department in managing the equipment and guide the equipment users of the department to use it correctly in accordance with the operating procedures.

Article 4 After the equipment project is determined or the equipment is purchased, the equipment management department is responsible for organizing the construction and installation, and is responsible for the quality of the construction and installation. Article 5 For construction and installation, the person in charge of the equipment management department and the user department can fill in the "Equipment Acceptance Registration Form" after passing the acceptance check. Second, the use of equipment management regulations Article 6 Before the use of electrical and mechanical equipment, the equipment management personnel should cooperate with the personnel department to organize operators to receive operation training, and the maintenance department is responsible for arranging technical personnel to explain.

Article 7 When the user is able to operate, understand the knowledge of daily maintenance and safe operation, and is familiar with the performance of the equipment, the maintenance department will issue an equipment operation certificate for them to work on the job. Article 8 The users shall work in strict accordance with the operating procedures, conscientiously abide by the shift system, and accurately fill in the required operating records. Article 9 The maintenance department shall assign personnel and heads of various departments to regularly check equipment conditions, and include them in the content of employee work assessment.

3. Regulations on the management of transfer and scrapped equipment Article 10 If the equipment is old and outdated, it cannot meet the needs of the work or has no use value anymore. Before the user department applies for a report of damage or scrap, the engineering department must conduct technical appraisal and consultation. Article 11 The engineering department shall assign a special person to conduct identification and evaluation on the service life of the equipment, damage, impact on work, residual value, value of replacement equipment and supply of goods, etc., and fill in the opinion and submit it to the user department.

Article 12 The user department shall submit the "Application Form for Scrapping and Reporting Damage" together with the statement of opinion, and approve it according to the procedures. Article 13 After the application is approved, it will be handed over to the procurement department for processing. After the new equipment is in place, the old equipment will be reported damaged or scrapped. Article 14 The engineering department is responsible for disposing of scrapped and damaged old equipment according to relevant regulations. Fourth, equipment accident analysis and handling methods

Article 15 In the event of an equipment accident, the supervisor and duty personnel of the engineering department must go to the scene to inspect and deal with it, and organize emergency repairs in time. Article 16 The operators and parties involved in equipment accidents shall record the accident time, cause, equipment damage degree, impact degree, etc. and report to the person in charge of the department. Article 17 The director of the engineering department, the on-duty personnel and the person in charge of the relevant departments organize the accident analysis, write out the "accident analysis report", endorse the handling opinions, and report it to the general manager in charge.

Article 18 For major accidents, the maintenance department shall notify the personnel department and relevant departments, and report them in time according to the handling procedures. Article 19 After the accident is dealt with, the on-duty supervisor of the Engineering Department shall store the "Accident Analysis Report" in the equipment file. Article 20 Man-made accidents shall be subject to administrative and economic sanctions in accordance with the terms and handling authority of the "Regulations on Rewards and Punishments" according to the circumstances. Article 21 If it is a natural equipment accident, the maintenance department shall deal with it and take protective measures.

Five, equipment maintenance regulations Article 22 The equipment supervisor of the engineering department shall prepare a half-year plan for equipment inspection and maintenance, fill in the "half-year equipment maintenance plan", and submit it to the department manager for review and approval. Article 23 The manager of the engineering department reviews the plan and submits it to the general manager to approve the implementation of the half-year equipment maintenance plan of the engineering department. Article 24 The equipment management personnel shall compile the "Overhaul and Maintenance Sheet" and "Monthly Equipment Overhaul and Maintenance Schedule", and fill in the "Maintenance Application Form" item by item according to the content of the monthly schedule. When you are out of breath, you must also fill in the "Stop × Notice".

Article 25 The "Monthly Equipment Inspection and Maintenance Schedule", "Maintenance Application Form", and "Stop × Notice" filled out by the staff on duty shall be submitted to the department manager together.After the manager of the engineering department communicates with the general manager and various departments, he signs the opinions and issues them for execution. Article 26 The on-duty personnel shall issue the "equipment maintenance task list" according to the approved monthly maintenance plan, fill in the "content and requirements" column in the task list, and arrange specific personnel to be responsible for the implementation.

Article 27 Register the assignment items and time in the "Record Book of Overhaul and Maintenance Work". 6. Management methods for daily maintenance of equipment Article 28 If the equipment in the electrical department of the company breaks down, a "Maintenance Notice" must be filled in and submitted to the Engineering Department with the signature of the department supervisor. Article 29 After receiving the notification, the supervisor or the person on duty of the maintenance department shall immediately record the time of receiving the order in the "daily maintenance work record book", arrange relevant personnel to deal with it in time according to the severity of the accident, and record the dispatch time in the record book.

Article 30 After the maintenance work is completed, the major repairer should fill in the relevant content in the "Maintenance Notice", and after the acceptance and signature of the supervisor of the user department, return the notice to the maintenance department. Article 31 The maintenance department shall record the completion time of maintenance in the record book, record the maintenance content in the equipment card in a timely manner, and review the quantity of materials used in the maintenance, calculate the amount of materials used and fill it in the form. Article 32 Paste the processed "Maintenance Notice" on the title page of the register in turn. Article 33 For emergency equipment maintenance, the supervisor of the user department shall notify the engineering department by telephone, and the personnel on duty shall first send personnel to repair the equipment. same. Article 34 If the maintenance department cannot repair within two days after receiving the order, the supervisor on duty shall be responsible for noting the reasons in the register, and special measures shall be taken to repair as soon as possible. Seven, equipment operation dynamic management system Article 35 Dynamic management of equipment operation refers to enabling maintenance and management personnel at all levels to grasp the operation status of equipment through certain means, and to formulate corresponding measures according to the status of equipment operation. Article 36 Establish and improve systematic equipment inspection measures.For each piece of equipment, according to its structure and operation mode, each operation department should determine the location of inspection (inspection point), content (what to check), the parameter standard of normal operation (allowable value), and specific operation of the equipment. Features, for each inspection point of the equipment, a clear inspection cycle is determined, which can generally be divided into hourly, shift, daily, weekly, ten-day, and monthly inspection points. Article 37 Establish and improve the inspection guarantee system.The operator in the production position is responsible for inspecting all the inspection points of the equipment used in this position, and the professional maintenance personnel shall contract the inspection task of key equipment.Each operating department must determine the number and candidates of full-time inspectors based on the number of equipment and complex procedures. In addition to contracting important inspection points, full-time inspectors must fully grasp the operation of equipment. Article 38 Information transmission and feedback. 1. During the inspection of the production staff, if they find that the equipment cannot continue to operate and need to be dealt with urgently, they must immediately notify the on-duty dispatcher, and the person in charge on duty will organize the handling.For general hidden dangers or defects, log in the checklist after inspection and pass it on to the full-time inspector on time. 2. The equipment spot checks performed by full-time maintenance personnel should be well recorded. In addition to arranging the handling by this group, the information should be passed on to the full-time inspection workers for unified summary. 3. In addition to completing the contracted inspection point tasks, the full-time inspection workers are also responsible for summarizing the inspection results in various aspects on a daily basis, listing the key issues of the day and reporting them to the relevant departments. 4. Relevant departments list the main issues. In addition to registering the ledger, they should also be entered into the computer in time to facilitate the comprehensive management of the relevant departments of the superior company. Article 39 Application of dynamic data. 1. According to the equipment defects and hidden dangers found in the inspection, the inspectors propose the items that should be arranged for maintenance and include them in the maintenance plan. 2. If the equipment defects found in the inspection must be dealt with immediately, the production commander on duty shall immediately organize and deal with them; if the team is unable to deal with them, the leaders of each operation department shall determine the solution 3. For major defects of important equipment, the main leaders of each operation department organize research and determine the control plan and treatment plan. Article 40 The establishment of a project to deal with weak links in equipment All of the following situations are considered weak links in equipment: 1. Frequent failures and shutdowns occur during operation and repeated treatment of invalid parts. 2. Equipment and parts that affect product quality and output during operation. 3. The parts (or equipment) that cannot meet the requirements of the minor repair cycle and often need to be repaired outside the plan. 4. There are unsafe hazards (personal and equipment safety), and there are parts or equipment that cannot be solved by routine maintenance and simple repairs. Article 41 Management of weak links. 1. The mobile department of each branch company should list the weak points of the equipment based on the dynamic data, organize the trial on time, determine the current projects that should be solved, and propose improvement plans. 2. Each operation department should organize relevant personnel to review the improvement plan and include it in the maintenance plan after approval. 3. After the improvement of the weak link of the equipment is implemented, the effect inspection shall be carried out, and evaluation opinions shall be made, which shall be stored in the equipment file after being reviewed by the relevant leaders. Eight, equipment failure handling method Article 42 If the equipment breaks down, if the post operation and maintenance personnel can eliminate it, it should be eliminated immediately, and it should be recorded in detail in the on-duty record. Article 43 The equipment failures that the post operators are unable to eliminate should be recorded in detail and reported step by step, and at the same time carefully operate and strengthen observation. Article 44 For equipment failures that cannot be eliminated in time, it is necessary to study and decide how to deal with them at the daily production scheduling meeting. Article 45 Before arranging to deal with each failure, there must be corresponding measures, specifying the responsibility of a specific person, and preventing the failure from expanding its impact.
