Gao Jinchun (1912-1995), a native of Ziwan Village, Mizhi County, Shaanxi Province.Born in a poor family. In July 1932, he was ordered to join the Shaanxi-Gansu guerrillas of the Chinese Workers' and Peasants' Red Army, serving as a soldier of the second guerrilla brigade and an officer of the Political Department.After the establishment of the Second Regiment of the 26th Army of the Chinese Workers' and Peasants' Red Army, he successively served as the party branch secretary and political instructor of the Second Infantry Company. From September 1940 to August 1942, he served as political commissar and director of the Political Department of the Fifth Brigade of the Shandong Column of the 115th Division of the Eighth Route Army, and a member of the Jiaodong District Committee of the Communist Party of China. From August 1942 to March 1943, he served as political commissar of the Fifth Brigade of the Shandong Military Region of the Eighth Route Army.

In November 1947, he served as political commissar of the Guanzhong Military Region.

From September 1947 to February 1949, he served as the brigade commander and member of the Party Committee of the First Brigade of the Fourth Column of the Northwest Field Army. In November 1947, he served as political commissar of the Guanzhong Army Division. From February to December 1949, he successively served as the commander of the Tenth Division of the Fourth Army of the First Field Army of the Chinese People's Liberation Army, a member of the party committee, deputy commander and chief of staff of the Fourth Army, political commissar, and deputy secretary of the party committee.He led his troops to participate in the battles to liberate the Northwest, including the recovery of Guanzhong, the defense of Yan'an, the Battle of Huanglong, the Battle of Fumei, the Battle of Longdong, the Battle of Lanzhou, and the Battle of Hexi.

From December 1949 to September 1955, he successively served as the vice chairman of the Xinjiang Provincial People's Government, a member of the Xinjiang Branch of the Central Committee of the Communist Party of China, and the secretary of the Party Group of the Xinjiang People's Government. , Vice Chairman of the First Xinjiang People's Congress of All Ethnic Groups, Standing Committee Member of the Xinjiang Branch, Second Secretary of the Xinjiang Provincial Political and Legal Committee, Deputy Secretary of the Party Group of the Office, Member of the Party Group of the Finance Committee, First Deputy Secretary of the Xinjiang Branch of the Central Committee, and concurrently serving as Xinjiang Director of the Provincial Industrial and Transportation Office, secretary of the party group, and director of the establishment committee.

From October 1954 to July 1956, he successively served as the first deputy secretary of the Xinjiang Uygur Autonomous Region of the Communist Party of China. From June 1956 to June 1960, he served as Vice Minister of the Ministry of Grain of the People's Republic of China, a member of the party group, and secretary of the party committee of the agency. In April 1959, he went to work in Inner Mongolia, successively served as deputy director and party committee member of Inner Mongolia Metallurgical Machinery Factory; deputy manager of Inner Mongolia Autonomous Region Leather Industry Company. The "Cultural Revolution" was hit.

In March 1974, he served as the deputy director of the Revolutionary Committee of the Second Light Industry Management Station of the Autonomous Region. In October 1977, he served as the deputy director and member of the Party Committee of the Light Industry Bureau of the Autonomous Region. In 1978, he went to the Central Party Branch to study. From January to December 1979, he served as the deputy director of the Revolutionary Committee of Gansu Province. From December 1983 to April 1985, he served as a standing member of the Gansu Provincial Advisory Committee of the Communist Party of China. He died of illness in Lanzhou on June 25, 1995.
