Zhao Qimin (1910-1997), born in Lantian County, Shaanxi. He joined the Communist Youth League of China in 1928 and transferred to the Communist Party of China in 1930. In 1931, he joined the Shaanxi-Gansu guerrillas of the Red Army of Chinese Workers and Peasants.After the establishment of the Red 26th Army, he served as the principal of the accompanying school, and moved to the Zhaojin Revolutionary Base with the Shaanxi-Gansu Guerrillas and the Red 26th Army.thereafter.He served as the chief of staff of the 26th Army of the Red Army (and the 78th Division reorganized from the 25th Army and the 27th Army), the acting commander of the Hongyiyan Army Division, and the head of the third regiment of the Independent Division of the Red Army in Northern Shaanxi.After the outbreak of the Anti-Japanese War, he served as chief of staff of the fifth detachment of the New Fourth Army and political commissar of the tenth regiment, political commissar of the second division and fifth brigade of the New Fourth Army, acting political commissar of the second column and political commissar of the seventh column of the East China Field Army, political commissar of the 30th Army of the Third Field Army, and political commissar of the East China Military Region Navy.After the founding of the People's Republic of China, he served as the naval commander and political commissar of the Central South Military Region, the deputy commander of the navy and the deputy director of the National Defense Science and Technology Commission.

He was awarded the rank of Lieutenant General in 1955. He died in Beijing on February 7, 1997.
