冠华为总理的后事投进了全部身心全部感情。那天,他护送总理去八宝山火化,晚上又护送总理去劳动人民文化宫。我一整天没有见到冠华。傍晚,杜修贤同志来电话,他在八宝山为总理照了最后的像。电话中,老杜的声音听起来似乎苍老了许多,他说:“你这些天要多照顾点乔老爷,我怕他挺不住了。今天在八宝山他太难过了。我还从来没见他这样动感情。你知道,当总理的遗体要推进去火化时,大家哭得厉害极了。我的镜头一片模糊,什么都看不清了。乔老爷扶着总理的灵柩哭着说:'总理,你一生没有孩子。今天让我充当你的晚辈送你一程吧!'在场的人听他这些话哭得更伤心了。我当时真怕老乔顶不住了。”我听着老杜的电话也落泪了。我深知冠华是在巨大的政治压力下忘情地为总理送行的。就在总理逝世前一个半月的1975年11月下旬,外交部“率先”开始了“反击右倾翻案风”运动。当时,在外交部的党组会上,有人指着冠华,声色俱厉地说:“外交部这次批右倾,外交上的代表就是你乔部长。你在纽约同基辛格谈判时抵制毛主席最新指示:'美苏在搞慕尼黑阴谋'。你在同日本外相谈中日和约时右倾妥协!你的错误是1973年总理右倾错误的重复和延续!”一个半月后,冠华顶着政治上灭顶之灾全身心投入地送总理最后一程。果然,就在丧事完毕后不久,外交部的“反击右倾翻案风”又一次掀起高潮,有人讥讽地在会上说:“乔部长,听说你在八宝山说要当总理的儿子给他送终,你可真是个孝子贤孙啊!”然而,此后又过了十个月,当形势发生巨变时,同一些人却又慷慨激昂地批判冠华“反对周总理”。今天,当我的心已平静下来可以面对无情的历史时,我已不再激动,留给我的只是苦涩的清醒和心灵的一片空白。 周总理丧事的最后一件事是劳动人民文化宫的三天群众悼念。各国使领馆也前去向总理的骨灰告别。当时“四人帮”控制的中央把守灵规格压得很低,每天只有一位级别低的政治局委员守灵。给外交部的“指示”是上、下午只需有一名部级领导轮流值班。如果按此执行,每个正、副部长只需守半天灵。当时,冠华很悲愤。他在党组会上说:“这是最后一次为总理送行了。我们可以排一下班,按中央说的办。但我本人准备三天全部时间都在场。”他对我说:“各国使节来向总理告别,外交部长怎么可以不在场呢!这种规定太过分了!”1月中旬的北京,寒风凛冽。在大门洞开的大殿里,温度降至零下,冠华已劳累一周,仍坚持在灵堂替总理守了三天灵。各国的使节在向新中国外交的奠基人周总理作最后告别时都见到了中国外交部的部长,世界各国的朋友一起为中国外交事业的这颗巨星的陨落默哀悼念。三天过后,冠华终于心力交瘁,发高烧住进了北京医院。住院期间,外交部要召开“反击右倾翻案风”动员大会,要求冠华出来主持会议。冠华因病请假,其他两位副部长也生病。最后在动员大会上,有人讽刺说:“外交部不景气,部长们病了好几个。不过今天早上给北京医院打电话问乔部长病情,医院说他今天的体温是36.5℃。”言下之意自然是冠华假装生病,抵制运动。我参加会议后到医院告诉他,他长叹一声说:“随他们去吧!总理不在了,一切都不一样了。”不知为什么我当时联想到1957年,冠华几乎被打成右派,是周总理爱惜人才,把他保下来了。即使这样,到了1958年反对右倾机会主义周总理处境困难时,冠华还是被定为犯有右倾错误,受到“党内严重警告”处分。以前冠华对我讲到那段时期时曾感慨地说:“那时候真鬼都不上门啊!连带有亲戚关系的也怕沾边,不来了。”我有一种直觉,现在周总理不在了,能像总理那样了解冠华的又有谁呢?“反击右倾翻案风”的运动正紧锣密鼓地在外交部展开,等待着冠华的将是怎样一条铺满荆棘的道路!后来的事实证实了我的不祥预兆。冠华是个从不设防的人,他能够在国际舞台上叱咤风云,却无法应付政治生活中的阴谋与陷阱,最后为此付出了宝贵的生命。不过当我今天回顾这段历史时,一切荣辱都已成为过眼云烟,永远留下的是无情的历史和公正的人民在审视着每一个曾在历史上留下足迹的人物的功过。我相信周总理和冠华此时都在天堂,他们都已超脱了人间的烦恼,终于可以毫无顾虑地促膝长谈了。 总理逝世之后,外交部的政治形势急转直下。在中央各部委中,所谓“反击右倾翻案风”在外交部大概是发难最早的。如今,周总理已不在人世,冠华一生中足以信赖支持的力量失去了,我们在急风骤雨中飘荡、挣扎,试图渡过又一次的政治危机。身为一部之长,冠华还想竭力保护老干部不至于再次受冲击。但是,冠华和我都缺乏参与当时那种复杂的政治斗 争和角逐所需的深谋远虑,更不懂得尔虞我诈的手段。我们又极容易感情激动,为情绪所支配做错事情。因而当一场巨大的政治阴谋和陷阱铺设在我们面前时,我们身不由己地陷了进去,这也许是冠华所说的“性格就是命运”吧!这一段往事虽已成历史,但它永远沉甸甸地压在我的心头。 1976年5月下旬开始,一个矛头针对冠华的计谋就一步紧似一步地展开了。当时“四人帮”正是嚣张一时,大权在握。5月下旬在中央的一次会议上,江青、张春桥等人指责冠华在外交部不认真“批邓”,应当对部内“不团结”负责并做检查。我们对这突然的袭击迷惑不解,因为在此之前,毛主席曾多次支持过冠华和我,说外交部的问题是造反派要整一批老干部。虽然,这与当时“批邓”整老干部的全国总形势恰恰背道而驰,但我们以及部内的许多老同志却兴奋不已,天真地以为外交部这一方土地在那场铺天盖地而来的“批邓”、“反右”的运动中可以奇迹般地把“造反派”的威风压下去,保住老干部不受迫害。此时此刻,在迷惑不解的同时,我们意识到,这种奇迹正如海市蜃楼般地突然消失了,外交部终究不是世外桃源。 从这时开始,冠华的压力与日俱增。6月1日的“成都之行”成为对他发起总攻的一个信号。这年的6月2日,尼泊尔国王访问成都、西藏。我们政府方面的主要负责人以及外交部的冠华和韩念龙副部长都去成都同国王会谈。这时,周总理已去世,邓小平同志蒙难去职,政府有了一位新的领导。出发之前,我们感到不解的第一件事是一反过去周总理、小平同志的习惯,新的领导人不愿意与外交部领导同机赴成都。6月1日凌晨,礼宾司接到通知要外交部人员早上先赴成都。而当我们清晨出发飞抵成都,刚刚到达住所时,省里有关部门来电话通知说领导人的专机也即将到达,相差仅两三个小时。当时,四川省的主要领导是赵紫阳、段君毅同志,电话是通知段君毅同志立即返回机场。我们外交部一行路途劳顿刚刚到达金牛坝宾馆,还未来得及喝上一口水,吃上一口饭,因此四川省的领导与冠华、韩念龙等同志商量后决定刚刚到达的外交部领导就不必立即再折回机场迎接领导人了。本来这是情理之中的安排,而且也并非冠华一人所决定,没想到几天之后,有人利用此事掀起轩然大波,成为冠华对抗“中央”的第一个罪状。偏偏又因为午饭后,外交部的许多同志第一次到成都,想去看看杜甫草堂。而当时这些历史古迹都已关闭,不允许参观。因此大家央求冠华、韩念龙同志出面要求省里关照为我们开放几个小时。冠华其实很疲劳很想休息,他自己多次去过草堂;但看到那么多年轻同志想去他还是答应了大家要求。冠华计算了一下时间,按我们上午的经验,领导人大约要到下午五点左右到达宾馆,因此他关照说四点半之前必须赶回,在宾馆迎候北京来的领导人。又谁能料到领导人到达后汽车走的是一条战备公路,比我们穿过充满游行队伍的市区要快了一个多小时。因此他在我们回宾馆前半小时已到达。于是,冠华的另一大罪状是“蔑视中央领导”,不仅不去机场迎接,也不在宾馆迎候,而是“带了身边人”(指我)去逛杜甫草堂。6月5日,当我们回到北京时,这些消息显然已先行传到部里。外交部院内贴满了大字报,指责冠华在成都的这些“严重错误”。在这些恶意的歪曲中伤之中还捏造了一条“花边新闻”,说冠华去杜甫草堂后在那里由“中国第一摄影师”(指杜修贤同志)为他和“身边人”照“黄色照片”。一时部内哗然,纷纷好奇地猜测冠华和我在杜甫圣像前照了什么见不得人的照片。而实际上,只是我们面对面地坐在一张一米多直径的石桌两旁说笑休息。当然全无“黄色”可言。“谎言重复千遍即成真理”,处于冠华的位置,我们又不能把照片去贴在大字报上让大家来鉴别。有一点是明确的,我们知道这都是搞垮冠华的前奏。 从成都回京的第三天,6月7日晚,当时的中央政治局召开了有关外交部问题会议,会上江青、张春桥、毛远新等人严厉地批评冠华不抓外交部的“批邓”运动,而是“打内战”,责令他回去开会,做检查。回家后冠华百思不得其解,给当时任毛主席联络员的毛远新打了个电话,问他为什么一切都变了。毛远新用十分冷淡而犀利的口气对他说:“你自己想想,现在中央要集中批邓,你在外交部干什么了?你从来没有联系外交实际批右,批邓,你自己跟着邓小平有没有错误?为什么不揭发,不作检讨?你组织外交部转移'批邓'方向,打内战。还想利用中央来帮你打内战。”尽管我至今仍不明白这究竟是怎样的一出戏,谁是这出戏的真正导演,但戏要以乔冠华的悲剧性垮台为结局这一点是明确的。正在批乔浪潮一步步升级时,紧接着来的一场暴风雨是8月初在通知外国驻华使馆地震期间安排留守人员,其他人员、家属由中国方面提供方便暂时离开北京的问题上,当时的“中央”终于把冠华放到了被打倒的位置上。 这年的7月28日,唐山发生大地震,波及北京。在毫无准备的情况下,开始两天,北京的居民只得露宿街头。外国驻华使馆也不例外,因为我们无法向他们提供足够的帐篷,他们都露宿在使馆室外空地上。冠华此时正承受着巨大的政治压力,但对外他仍是外交部长,代表中国政府对外国使馆人员的安全负责。地震发生后部内的几位副部长迁入了四十二号宾馆在大草坪上搭起的红丝绒帐篷居住。冠华却坚持住在家里。司机老杨劝他也暂时住到宾馆草坪去,他却说:“此刻是中央随时要找我的时候。一百多个外国使、领馆的安全尚无保障,我怎么能只顾自己安全搬到宾馆草坪上去?只要有一个外国使馆人员伤亡,我如何向世界交代?”7月30日晚,纪登奎同志在钓鱼台国宾馆宴请柬埔寨客人英萨利。当时,有两个高级代表团正在北京访问,一个是英萨利,另一个是伊朗公主阿什拉芙。由于突发地震,中央决定立即派专机送他们提前去外地访问。这天晚上,纪登奎同志宴请英萨利为他送行,冠华参加。宴会中途,工作人员送进一张纸条。纪登奎看后神色紧张,随即递给冠华。纸条是中办主任汪东兴传来的,内容说根据震情预告,未来廿四小时内以通县大厂回族自治县为震中,可能发生七级以上大地震。看了这个通报,纪、乔都无心应酬客人,匆匆结束宴会后叮嘱礼宾司次日一早一定要送走钓鱼台的两批外宾。冠华回到家里把那份震情通报告诉我后,就立即在地图上找到大厂回族自治县并测量了它和北京的距离。他十分焦急,他说北京可能在第一冲击波上,如果真是有大地震,后果比唐山更严重,必须立即采取措施保护各国使领馆。于是,他通知值班室半小时后在四十二号宾馆草坪上召开紧急党组会议。我陪他去宾馆,党组在草坪上开会,我也已疲惫不堪,从家里搬了个躺椅在主楼边的便道上休息等候。会议开了一个多小时就散了。回家路上,冠华说,党组决定连夜通知各国使馆留下留守人员,其他人,尤其是妇女儿童,由中国民航提供专机暂时撤往广州、上海,待震情稳定后再回北京。有愿意提前休假的,中国方面也将协助解决机票。冠华说他打电话未找到当时的政府主要领导,只好告诉秘书了。由于时间紧迫,因此党组决定一面通知使馆及民航,一面呈文给中央,一定要赶在可能的大地震发生前尽可能撤出大部分外国使、领馆人员。他说震情通报不一定准确,但宁可信其有不可信其无,切不可掉以轻心。要尽一切可能不使一个在华外国人在地震中受伤。 办完这件事已是凌晨时分,冠华已精疲力竭。自从地震发生后,他白天奔走于外交部几个宿舍区的临时地震棚看望部内人员,视察生活安排。晚上还要处理繁忙的外交文件及防震事宜,一晚睡不上三四小时。由于他拒绝迁往宾馆草坪上舒适的大帐篷,我只好像北京所有老百姓一样,想方设法弄来塑料布,用几根竹竿在院子中央搭了一个地震棚,里面放入两张躺椅权且作为床铺。谁知一下雨,粘上的塑料布都开胶了,雨水从棚外渗进来,根本无法休息。这天午夜天晴,我催他抓紧时间休息,他倒在躺椅中就睡着了。 第二天一早,冠华又亲自督促外国人撤离的工作。当时驻华使领馆的官员、家属都对中国方面如此为他们安危着想,在短短的几个小时内协助上千人员撤离地震危险区十分感动。一切进行得井井有条,到中午时已大部分完成。冠华终于松了口气,对我说:“这件大事办好了,我肩上的担子松了许多。这几天真怕外国使馆出事啊!”我说:“外国人倒安全了。我们这个院子可很危险。万一真有大地震,四面房子塌下来,尤其是那个高大的烟囱倒下来就全完了。”冠华说:“想不了那么多了。谁叫我肩上责任重啊!” 本来,在正常的情况下,一个外交部长置个人安危于不顾,为了全体在华外交人员的安全,如此负责,如此果断,难道不是一个优秀中国共产党领导干部的楷模吗?然而,谁又能想到,当那个预报的大地震并未出现后,冠华的这一片心竟被利用,遭人指责成了他的“严重错误”。 31日晚上八九点钟时,那个可怕的震情通报所预测的廿四小时已安然过去,北京并未发生大地震。我们都感到无比的轻松。此时保密机响了,冠华接过电话后,我发现他的神情越来越严肃,只听他说:“我确实没有想到……好吧,我们明天就开会……这是我的错误……我向中央作检讨……”我紧张起来,问他出什么事了。他带着困惑的神情说是国务院的那位主要领导来电话,批评他未经中央批准,擅自撤离外国驻华使、领馆人员,这是“严重无组织、无纪律”,是“在地震面前惊慌失措的表现”,是“有失国家尊严”。我感到同样困惑。震情通报是中央办公厅发的,当然不能不信。那么面对北京廿四小时内可能发生七级以上大地震的预报,一个外交部长难道应当不闻不问,或者坐等文件层层报批,丧失时机,这才是维护国家尊严吗?而如果要采取措施,北京又有什么地方可庇护上千的外国人员和他们的妇幼家属使其免受伤害呢?中央不是在此之前已决定把国家的贵宾也立即转移去广州、上海吗?再说,假如那个预报是准确的,那么使馆人员不撤,后果又该是多么可怕? ! 从第二天开始,外交部党组天天开会批判冠华“在地震问题上的严重错误”。党组个别几个人显然事先已知道内情,一上来就“上纲上线”批乔。但开始时党组大多数同志认为把责任推给冠华一人是不公正的。大家说30日晚上的决定是党组全体的决定,也电话报了中央领导的秘书,这么紧急的事不可能按常规一道道批示,不能说无组织无纪律;既然是集体的决定,如果要写检讨,应当以党组名义写,也不应由冠华一人承担。由于大多数成员持此观点,给中央的第一个“检讨”是以外交部党组名义写的。但过了一两天,显然有人给党组成员“吹风”了,许多人开始沉默,逐渐地把“罪责”推到了冠华一个人头上。张春桥更是气势汹汹地在冠华的“检讨”上“批示”说他的“错误不是孤立的、偶然的,要和'批邓'联系起来”。过了几天,国务院的主要领导突然莅临外交部,名义上仍是一把手的外交部长的冠华事先竟一无所知。至此,外交部大字报中已提出了把乔冠华拉下马的口号。一切都很明白,冠华是“四人帮”大权在握时被推到被批判的位子上的。但是,两个多月之后,当冠华在巴黎听到粉碎“四人帮”的消息后,饮酒庆贺时,他又怎能想到此时在国内那些不久之前还同“四人帮”一起整他的人们已经乘冠华在国外的时机把他挂到了“四人帮”的线上去了。10月17日,冠华回到北京,我去机场接他。我告诉他由于中央的表态,部内已形成打倒他的形势。我至今仍难以忘却他那忠贞不渝的天真态度。他说:“打倒'四人帮'是大事。我个人受点审查不要紧。我们也有错误嘛!我们没有想到这么快可以打倒'四人帮'。三四月份想利用他们内部矛盾保住外交部,这至少是机会主义、实用主义的表现。我应该向中央检查。其他的事都是可以说得清楚的。有人可能要利用形势向中央诬告,我回来了就好了。该我检查的错误我会检查的。该说清楚的也会说清楚的。”
