China is a country prone to earthquakes.Needham did not expect such a situation for an institution that predicted huge danger information.For a country with a large population, every earthquake is no less than a war, but the Chinese put such institutions in houses that are not even as good as British boiler rooms.Perhaps the only reason Needham could think of was war.
