During the national "two sessions" in 2004, I met with Ishino twice. We discussed who would maintain the supervision of public opinion for his first self-prosecution of a journalist in the country and for the personal safety of many journalists.Shi Ye is a political and legal reporter. He was attacked, retaliated and slandered by the interviewees many times because of his interviews. In desperation, he had to go to court many times, not only in civil cases, but also in criminal cases.

The man who does no evil, all these are the companions of evil, the appearance of ugliness.Where there is evil, there must be good, and where there is good and evil, there must be conflict.The perpetrators have violated the fundamental interests of the country and the people, how can party discipline and state laws tolerate it?Corruption within the party, judicial corruption, and social corruption corrupt the backbone of the country and infringe on the interests of the people. Those who corrupt the law are the greatest evils in the world.Because of this, our party has long put forward the wise policy of controlling corruption, fighting corruption and promoting integrity.Power is for the people, love is for the people, and benefits are for the people, which has become a resounding slogan for the new party leadership.

For these encounters, the protagonist of this book, the political and legal reporter Shi Ye, has experienced the pain of his own heart.Because of this, he wrote three books with the sense of responsibility and justice of a journalist. This is his trilogy of reportage on public opinion supervision, which is also the first of its kind for Chinese journalists.The first book "Undercover Adventure-My Fourth Narrow Escape" was published by China Federation of Literary and Art Circles Publishing House, and immediately received attention from all walks of life, especially the press, and was serialized by dozens of best-selling newspapers.This book is the second.If the first book is the author's adventure process, this book is the growth process of reporter Ishino, and it is also a record of his difficult journey of using the pen as a knife, pleading for the people, and speaking up for the weak in his ten-year journalist career.

Shi Ye’s experience is quite legendary: he was born in a poor rural area in southeastern Hubei, was forced to drop out of school to work because of a fire at home, and later enlisted in the Chinese Marine Corps as a soldier. He has worked as a migrant worker, worked in a mine, and worked as a bodyguard. With his unremitting efforts, he finally became a political and legal reporter pleading for the people.Being a soldier, he has developed a strong character of hating evil as much as hating, loving and fighting injustice, and because he was born at the bottom of society, he has a better understanding of the grievances and injustices of ordinary people, so most of his interviewees are the weak living at the bottom of society. Most of the reports are deeply critical, and because of this, Ishino's pen has offended many dignitaries and law enforcement agencies.

Ishino is one of the few journalists I have seen with a strong sense of justice. His story moved me very much!With the courage and integrity of a soldier, with the courage and skill of a Chinese marine, he used his pen as a gun to speak out for the weak, and made many undercover visits to the "tiger's den": to expose the atrocities committed by security officers in Yinhe Village, Guangzhou , he was called by the gangsters to "buy his head with 300,000 yuan"; in order to challenge the gangsters, he boldly published his profile picture in the "Southern Metropolis Daily" to "sell" his own head!In order to avoid being chased by the gangsters, he once jumped into the cold and surging Pearl River in the dark; in order to uncover the huge gangsters near the Guangzhou Railway Station, when he was undercover in Wang Shengtang's rental house, he was treated as a plainclothes policeman by the gangsters. when his identity as a reporter was exposed, several long knives were put on his neck; in order to expose the yellow tumor in Guangzhou Hakka Village, he was forced to jump from the third floor when he was hunted down by gangsters during an unannounced visit Escaped; for writing critical reports, he once received bullets from gangsters... In my opinion, Shi Ye's experience is very representative. The civil and criminal lawsuits he incurred because of his outspokenness are rare in the Chinese news circle. This is very stressful for a young reporter.From reporter Ishino, I have seen the difficulty of supervision by Chinese news and public opinion, and even more, the imminence of China's news legislation. As we all know, the supervision of news and public opinion is difficult to be effective, and the journalists' right to know, right to reasonable doubt, right to freedom of speech, right to news reporting, and safety guarantee are not fully protected due to the lack of legal guarantees.Ugliness is most afraid of the public's knowledge and exposure to the sun, so those powerful and corrupt elements will boldly suppress, block and destroy news reports on journalists; And available power.Falsely accusing a reporter of inaccurate reporting can deprive the pen of the reporter of the power to expose evil and corruption.What's more, some corrupt officials always fabricate some trumped-up charges to seriously harm those journalists who dare to fight for justice.

These unfair "treatments" are fully manifested in Shi Ye: In order to bring justice to an 8-year-old foreign primary school student, he was slandered by the Jinyan Primary School in Guangzhou as "attempting to extort 100,000 yuan from the school", and Shi Ye became the plaintiff He became a defendant again; because he was assigned by the leader of the newspaper to report a "sensitive case" that should not be reported, he was illegally detained for more than ten days in handcuffs by the relevant Guangzhou authorities; Corrupt journalist Deng Shixiang slandered and slandered for five or six years, so that he had to sue him in court by way of private prosecution, which led to the first criminal private prosecution case of a journalist in China.

In this book, what astounds me, a representative of the National People's Congress, is the reporter's self-prosecution case because he sought justice for a weak woman. It's unprecedented! What I am wondering is how dare to be so arrogant to a little reporter like Deng Shixiang, who has corrupted morals and is full of bad records?Who is behind his umbrella?What is even more strange to me is that there are so many black and white evidences for Ishino's private prosecution case, why didn't the Beijing court hold a trial in accordance with the law?With regard to this case, well-known criminal law experts such as Zhang Sihan from the National Judges College, Chen Xingliang from Peking University, and Han Yusheng from Renmin University of China have already made case arguments. How could the judicial department in Beijing ignore this case?This reminds me of such a simple question: the reason why so many journalists in China were beaten and scolded in the process of implementing public opinion supervision, is it because of the evasion and indifference of the local judicial department?Individual journalists have bad conduct, and how the relevant competent authorities clean up the news ranks is an urgent issue!

Although the case, which has been artificially dragged on for several years, has not been heard so far, we believe that the divine law will surely seek justice for Ishino. A few years ago, I proposed at the "two sessions": China must legislate news!To some extent, news supervision marks the progress of society and the degree of our civilization.Article 41 of the Constitution stipulates that citizens of the People's Republic of China have the right to criticize and make suggestions to any state organ or state functionary.I think it is very necessary to introduce the "News Supervision Law".In this law, the obligations and rights of the news media and journalists must first be stipulated.I think journalists should enjoy four rights: the right to know, the right to have reasonable doubt without fault, the right to criticize and report, and the right to personal safety.At the same time, those who refuse to be interviewed or those who violently resist interviews should be punished. Reporters who cannot report truthfully, or even slander and frame the parties and their units, causing political and economic losses to the parties and their units (or enterprises) According to the seriousness of the circumstances, the reporter should be investigated for legal responsibility.

Yes, if there is no basis for supervision by public opinion at all, and the relevant laws lag behind, it will make the current supervision by public opinion difficult. In the spring of 2004, the "Regulations on Inner-Party Supervision of the Communist Party of China (Trial Implementation)" was promulgated, in which a separate chapter specifically stipulated the issue of supervision by public opinion.This is great news for the press.I believe that the news supervision law will be introduced soon.I believe even more that if there is a "News Supervision Law" as an umbrella for nearly 800,000 journalists in China, journalists will not be beaten and scolded for interviewing, and will not shed blood and tears for revenge; corruption in our society There will be nowhere to escape, the civilization in the society will be more prosperous, and the kindness in the world will be everywhere. However, our "News Supervision Law" has not yet been promulgated, which makes me have to mention: who will protect the personal safety of journalists?Who will safeguard the legitimate rights and interests of the news media? At present, Shi Ye’s legitimate rights and interests have not been legally protected. There are many journalists like Shi Ye all over the country. is tough. As I write this, while I am worried about the situation of reporter Ishino, I am also very concerned about his future.I firmly believe that a reporter like Ishino who upholds justice, no matter how great the resistance and risks are, no matter how powerful and arrogant the critics are, he will never bow to evil, and he will never let go of the pen in his hand .
