At the same time, these non-labor-intensive foreign-funded enterprises have realized the development goals of less land occupation, less pollution, and higher taxes for the local area.使得太仓后劲勃发。 “金太仓,银嘉定,铜常熟,铁崇明,豆腐吴江,叫化子昆山……”这是我小时候就知道的一串顺口溜。几十年过去了,现在的情况发生了很大变化:昆山因为“自费开发区”吸引台资走出了一条外向型发展道路,成为全国百强县之首,从“叫化子昆山”一跃成为“钻石昆山”;常熟实力一向比较强,这些年民营企业的发展走在了全省前列,“铜常熟”变成了“翡翠常熟”;“豆腐吴江”现在也了不得,彻底告别了水做豆腐的穷酸相,成为靓丽的“锦绣吴江”;而太仓的发展则始终保持着自己有板有眼、不乱阵脚的风度,因此它的“金太仓”地位没有改变,倒是由于科学发展观的理念早在执政者和民众中深入扎根,所以他们的社会进步始终处在一步一个脚印、一步一个台阶的理性发展势态,“金太仓”的金光也越来越显得耀眼。 然而太仓的真正亮点还在它的港口。 比起张家港,太仓的浏河港口无论从历史和所处的地理位置来讲都比前者要强得多。浏河港口现在已经正式更名为太仓港。历史上的太仓港正如前面所言,早在元代就是大中华的“第一码头”,明朝永乐年间因郑和在此下西洋更是名扬天下。只是后来上海滩、吴淞口在中华版图上出现后,才使上海港抢了太仓港的风头。改革开放之风吹拂神州大地,港口作用越显重要,于是昔日风光数百年的太仓港再度被有识之士纳入视野…… “太仓的发展,不能不说是依靠了几届领导的叠加式的发展眼光和敏锐的战略思路。”老前辈、曾任两届太仓人大常委会副主任的陆冬权数说太仓近几十年的发展史时,给了我一个十分清晰的轮廓,“我们太仓,旧时就是皇帝的米粮仓。新中国成立后,太仓向国家上缴的粮食在苏州各县中也是人均水平最高的一个县。乡镇企业上来后的80年代,我们的乡镇企业水平也高于昆山。后来昆山人胆子大,搞了自费开发区,一下子把太仓和其他兄弟县市甩在了后面。当时我就曾向县领导讲过:昆山与太仓不一样,他们搞开发区可以,因为他们的水塘地多,有足够的空闲地。我们太仓是旱地多,好地多,要搞也得搞'巴掌型'的经济,一巴掌也能打得响,两巴掌更好。人家昆山是'拳头型',一个拳头就非常有力量,而且若干年后确实证明了'拳头'胜过了'巴掌'。1988年,我已经到了人大工作。县领导班子开始研究太仓的发展思路时,首先想到了港口问题,于是派我为组长,到上海、南通、张家港等地调研。上海的同志建议:你们太仓有建港口的条件,可以先从小码头做起,先搞个3000吨码头。我回来向县里写了一个建港的报告,县委当即表态要搞。没多长时间,昆山的副书记周振球调到太仓。他一上来就主张搞太仓经济开发区,就是现在我们的太仓开发区,前身叫'娄东新区',按照昆山模式进行的,并成立了一个开发指挥部,我也被调去工作。当时新区的规划起步是4平方公里,远景为12.5平方公里,请了上海同济大学专家来设计。当时县委的这一决策开拓了太仓发展的新思路。1993年太仓撤县建市,港区建设正式开始起步。中间我有一段时间被派到陕西当'交流干部'。回太仓后被调到港区任常务副指挥,负责开发。当时其实还只是一个初步的蓝图,除了划一块地外,基本上还是一张白纸:整个港口开发区只有一座桥,一个码头——是石化专用码头,而且刚刚开始在打桩,其余是一片荒地……太仓市委、市政府这回对港口开发有了大手笔,一下子推翻了原来的规划图,重新画了一个80平方公里面积的大港区。当我再次到同济大学去请专家设计时,上海人一听就叫了起来:你们太仓人想干啥?我们上海市区也才几百平方公里,你们一下要搞80平方公里的港区?是不是脑子进水了呀?于是我们只好解释:太仓沿长江有几十公里长的岸线,如果稍往纵深延伸4公里,加起来就是100多平方公里了,这不正好可以建一个大港区嘛。上海人将信将疑地帮我们弄了一个新规划图。最后报到省里,审批下来的是一个6平方公里的港区开发'启动区',即现在的太仓港口的石化码头那部分。之后我们又请了交通部规划设计院设计,这一次规划将太仓港区扩大到20多平方公里。实际上这个面积是太仓港口规划图,其中包括了石化码头、集装箱码头和干散货码头,共计23平方公里。至此新太仓港基本形成。1996年,我们的港口被国家批准为一类港口,进入真正意义上的港口发展快速通道……” 在太仓采访时,不少太仓人告诉我,太仓港口的真正发展是与市委、市政府的正确决策有着直接关系,同时还与中央和江苏省委、省政府领导的高度关注有着密不可分的关系。回良玉同志任省委书记和国务院副总理期间都曾到过太仓港,他对太仓港给予的关注和支持使得这个老港口得以换新貌。李源潮同志出任省委书记后,更是给予了特别的关注和具体的指导,并且先后多次到太仓港现场办公。梁保华就不用说了,他出大学门后就在太仓工作,搞新闻出身的他对太仓和太仓港情有独钟。他认为,太仓港的战略意义不仅仅限于太仓和苏州,太仓和太仓港还是江苏全省的江尾海头的战略重镇。 上面这些都很重要,但太仓港近年得以迅速发展并成为上海港边的另一个新兴大港,是与另一个太仓人有直接关系的,他就是后来出任港区管委会主任的高阳。 高阳最先是在太仓名镇鹿河成名的。 地处长江与大海交汇之处的鹿河镇注定是个有争议和有风浪的地方,高阳就在这里扬起了他的命运之帆。这位曾在解放军总政治部工作过的文职军人,身上却有一股武将之气。转业到老家后,没多久就被任命为鹿河镇党委书记。那是1990年的事。那时正值苏州市乡镇企业大发展的时期,各路神仙,各显神通,高阳自然不甘下风。像毗邻的张家港秦振华一样,他上任初始就在干部大会上“高扬”起了“四有四要”:有第一要争,有红旗要夺,有排头兵要占,有高峰要攀。 高阳唱高调——鹿河人第一次对新任书记有这样的印象。 “鹿河地方小,但我们有一个太仓的纺织企业大单位——麻纺总厂。麻纺总厂不兴旺,鹿河镇经济就少有雄风!所以鹿河镇要振兴,必先振兴麻纺厂!”高阳又在唱高调。 怎么干?鹿河在高阳去之前已经成为全太仓的五个困难乡之一,“背水一战呗!”高阳说。 他用的是军人作战的术语。 “背水一战”在江海交汇之处的鹿河颇有现场感。于是麻纺总厂在负债情况下一举投资450万元,很快以万锭规模使得全厂满负荷生产……麻纺总厂活了,全镇工业当年就实现扭亏为盈。 饮马长江水,高阳出奇兵。 “长江为什么奔腾不息?是因为它有向往大海的胸怀。鹿河经济要腾飞,我们不能光站在江海之汇处转,必须把目光放到鹿河之外的地方。”高阳说。于是全镇的经济战略转移开始了——外向型发展思路开始真正起步。 “雅鹿服装”是鹿河的一个名牌,如今不仅在太仓,在全国也是驰名品牌。它就在鹿河镇,就是在高阳的战略思路中被聚焦闪光的一个企业。 国家纺织部长参观后高兴地称其为“飞舞的小龙”——鹿河镇从此成为太仓乃至苏州和全国纺织业中的一条“飞舞的小龙”。 周振球书记慧眼识高阳。两人在如何把太仓经济搞上去的问题上有特别的共识——必须走出封闭圈子,向外向型经济发展! “你在小镇上已再难有发挥余地了,该到大风大浪中搏杀了!”周振球在确定港区建设新思路后,有一天悄悄对高阳说。 后来高阳真的被任命为太仓港“一把手”。 “高阳到港区工作后就有了一个大手笔和一个好运气:国家头号运输公司——中运公司看中了我们的太仓港!”老前辈陆冬权回忆说。 中运公司是运输业界的“大块头”,他们的到来使太仓港的分量一下子变得重起来。 “OK!这是一个可以建成世界级大港的地方,我太喜欢这里了!”说这话的是黑格先生,他曾是美国的国务卿,也是中运公司的顾问。1994年老黑格站在长江与大海交汇的太仓港时,忽朝东、忽向西,前后来回眺望了半天后发出如此感慨,末了他说了一句令太仓人喜出望外的话,“这块地方很好,我会介绍许多美国公司到这里来投资的。” 后来美孚公司真的来了。 后来阿莫克公司也跟来了。 还有路雪、和承、特灵、慧鱼、西门子等等许多世界著名的大公司都来了。 太仓港自己也慢慢变成了港口行业的“大块头”。现今它的年货物吞吐量已达1亿吨,属于世界级大港口。 为什么常听说那些沿江沿海的城市都在喊“以港兴市”?根本原因就在于通过建设港口可以使一个城市和一个地区的经济跃上新台阶。太仓现在因为有了一个世界级大港,所以“金太仓”的地位更加牢固,就好比金色太阳被托到了一个更高的高度而金光万丈! 太仓港如今在苏州市、在江苏省都是无与伦比的大港,它的地理优势和天然良港的自然条件及决策者的战略得当,使得它雄风大展,风流倜傥。 因为港口,太仓才有了影响和决定地区经济的“两区”——港区和新区,这是新太仓的重要经济板块,或者说是太仓腾飞的一对翅膀。太仓人很怀念那些曾经改变过太仓面貌的历史性人物。除周振球外,他们认为本地出身的徐建明书记和从吴江调过来的程惠明书记对太仓都有过历史性的特殊贡献。前者年轻,思想活跃,尤其是在改变太仓传统的机制问题上工作力度很大,使得政府部门的职能和主观能动性都得到了极致的发挥,最得益的是太仓的广大农民。后一位干实事,也能苦干。程惠明接手太仓时正处太仓面临宏观经济的政策调整阶段,为了把客商引进“两区”,他每年初八就带着机关干部到温州等地招商。五年下来,诸多国内外大企业纷纷入驻太仓,使太仓在万马奔腾的苏州有了响当当的“话语权”。 太仓干部现在到苏州开会,甚至到省里开会都可以扬眉吐气地往前坐了——坐在昆山、张家港、常熟和吴江干部的同一排位置上,而且有时还能坐在这些“虎大哥”的前面。 “哎,老浦,最近你们的眼睛老往东望,又有什么好事分点我们嘛!别那么小气好吗?”现在,“虎大哥”们时常逮住开会空档,拉住太仓书记浦荣皋。 这当口,始终有点腼腆的浦荣皋总是腼腆地笑笑,答:“哪有嘛!我们是小太仓,怎敢与各位老大哥比试。” “老浦面相老实,其实他最狡猾。”“老大哥”们没辙,只好扔下一句损话。 浦荣皋着急了,赶忙拉住列位,连声说:“事情是有,只是才刚刚开始。本来我就想听听诸位老大哥们的意见,帮咱太仓出出高招的。” “哈哈……看看,老浦和太仓现在风头出足,上海人都得买他三分账。” “哪敢嘛!我们充其量也只能做做上海的后花园、第二办公室、后拖船……搞些小打小闹。”浦荣皋还是不紧不慢地说。 “好你个老浦啊,这上海的后花园、第二办公室、后拖船……还叫小打小闹?” “嘿嘿,你们就别取笑咱好吗,列位老大哥早已风光数载,我们小太仓才刚刚有些春色。等满园姹紫嫣红时,一定请大家共享。” "Okay, it's a deal." "It's a deal." 浦荣皋知道:在苏州地面上能成一方“诸侯”者绝非等闲之辈。曾在苏州市府里当过副秘书长的他深谙此道。 苏州人讲求面子,除了秦振华这头北方性格的狮子,一般的干部不会事情还没有做好就先嚷嚷的。即使做得已经“成果辉煌”,也还在外人面前装出一副“马马虎虎”的样子。 浦荣皋在太仓当过数年市长,又有几年书记的经历,前后七八年了,这一套本领他已经炼到了炉火纯青的地步。 “太仓这个地方,历史悠久,人文荟萃,而且读书人和干事的人比较'海派'——受江与海的影响大。'文革'期间又是重灾区,林彪、叶群亲自插手的'洪泾经验'曾经风靡一时,政治后果很严重。可太仓人总体上受农耕思想影响更深、更多。历朝历代的读书人又多,人聪明,但聪明的人往往更需要解放思想。比如说我们的城市建设,过去市区就只有一条人民路,再没有第二条超过五六百米长的大街了。这是老太仓的形象,多少年如一日,没什么变化,直到上世纪90年代前还是这个模样。我到太仓后第一件事是在历任领导的基础上,抓了继续解放思想,破除了凡事不求人的'小壮蟹'意识和过温饱小日子安逸的思想。特别是在发展思路上进一步完善了战略方向,这就是我们常说的太仓的两篇'文章':以港兴市和接轨上海,其实这两篇'文章'的实质和核心内容还是一件事,即太仓怎么依靠上海优势,实现自己的发展目标。过去在极左思潮影响的年代,我们不敢东张西望。改革开放了,处在江海交汇处的太仓,这时突然发现自己既是江尾海头(长江的尾处、东海的头首),同时又是江头海尾(江苏的头首、上海的尾处)。以往我们只把上海看做别人的上海,后来发现我们太仓的经济和所有发展的大思路其实都离不开上海。离开了上海就没有了大平台,就没有了大战场。就说港口吧,我们的太仓港现在基本上已经成为上海港的配套港口。特别是上海洋山港建成后,它的辐射面已是后揽整个长江三角洲、前接世界五湖四海,其吞吐量、影响力前所未有,我们太仓港无法脱离这样的超级航母。而像洋山港这样的超级航母又同样需要在陆路和出航间有若干块跳板及浮栈,我们太仓港就是洋山港不可多得的跳板与浮栈。为此我们开始从根本上调整自己的发展定位,在太仓港和洋山港之间开辟了'水上巴士',使我国进出口重地的长江三角洲众多出出进进的货物都能通过我们太仓港与洋山港之间的'水上巴士'获得最便宜、最快捷的服务。太仓港近年吞吐量翻倍地增加,一跃成为世界级大港口就是靠的自觉自愿承接洋山港的风和日丽与惊涛骇浪……” 太仓人的这一着,使得他们获益匪浅。上海人也很满意,因为在区域和土地面积受到很大局限的地方要想把“文章”做得在世界上独一无二,没有舒展本领的空间是万不可能的。如今上海洋山港和原有的吴淞港口加起来已经达到年吞吐量5.6亿吨,位居世界第一。上海人笑眯眯,太仓人跟着也笑眯眯。 “上海可以没有太仓,太仓绝不能没有上海。”这话是浦荣皋说的。太仓人说它是“浦氏名言”。浦荣皋自当太仓市长及后来当书记后,这话一直挂在他嘴边。 “昆山如今发展走在苏州各市县的前面,很大程度上取决于当年吴克铨等领导同志率先认识到依托上海做文章的战略思路。太仓的发展靠什么?说白了,还是要走昆山之路。但同样走依托上海发展自我的道路,我们比昆山更具优势,因为太仓有昆山没有的港口,有比昆山更肥沃的土地和与上海更贴近的邻居关系。2003年之前,我们太仓与上海也有接轨的行为,但那时基本上属于自然接轨,靠的是地理位置上的邻居关系。之后我们政府专门成立了一个'接轨上海领导小组',我亲自任过组长。这一小组的成立,使得'接轨上海'成了全市工作的一种战略行为,同时在具体操作上成为政府部门的一种职能,大大增强了它的执行力度。从此开始进入了由自然接轨到自觉接轨的崭新阶段。”我发现,浦荣皋谈起这一问题时,眼睛是发亮的。 “这是高水平、宽领域、全方位的合作与对接。”他的声调高出几个分贝。 What is Shanghai?上海对于太仓来说何止是邻居,那是天,大到你能想象得到的东西那里都有;那是地,傍在它身上就像踩在巨人的肩膀上——太仓人这么看待上海。 “我们这儿到上海的人民广场40公里,到虹桥机场是40分钟。我们到上海办事,不会住在那里。常常是我们找上海人办事,办完事我们就很快回到了自己的家,而上海人自己却还没有到家。过去太仓人受'左'的思想影响,不愿把自己的这块宝地奉献出来给上海人一起享用,现在我们愿意主动奉献出来给大上海作后花园,作卫星城。 “上海人在城里住久了,喜欢到乡下来吸点清新空气;上海人住惯了拥挤的弄堂和摩天大楼,喜欢到乡下住一住面积宽敞、宅前宅后有竹园、有花园、有小桥流水的平房、别墅;上海市区的房价很贵,想便宜一些的房子在城里难买到,我们太仓有。浏河镇与上海的嘉定一河之隔,房价却便宜一半。于是我们就在浏河镇上兴建适合上海人居住的房子,而且连电话号码也可以用上海区号(昆山花桥开发区也用上了上海电话区号——笔者注)。总之,现在我们的太仓既是苏州和江苏的太仓,又是上海和上海人的太仓……” 浦荣皋的这番话意味深长。如果在二三十年前太仓的书记敢说这样的话,那么他的乌纱帽肯定不会戴太久。如今不一样,苏州市和江苏省的领导听这话后不仅表情没有尴尬,反而露出了欣慰,道:“你太仓能够跟上海搞得热乎,我们高兴!” “苏州发展离不开上海呵!”苏州领导说。 “江苏发展同样需要上海!”江苏领导说。 “太仓发展更不能没有上海。”太仓干部现在都这么说。 “在'十一五'规划中,我们太仓完成五大基地的构建,即:一是上海制造业的转移基地,二是自主创新的扩散基地,三是国际航行中心的配套基地,四是休闲旅游度假基地,五是上海服务业的转移基地。这五大基地无一例外地都是为了接轨和服务于上海而确定的战略。上海作为国际金融和航运、海运中心,它的商务成本越来越高。我们太仓正在利用地理优势和价格优势,努力使自己的城市转变角色,使其成为上海的'第二办公室',也就是让那些总部设在上海的国内外大公司、大机构搬到太仓来办公,从而省去一半甚至更多的商务成本。另一方面,随着电子商务和现代通信业的飞速发展,国际外包业务越来越成为一种新兴产业,太仓作为上海的卫星城和后花园,我们正在承接越来越多的外包业务。可以预料的是:太仓的未来将真正成为上海的经济和社会发展的一部分,并与之一起腾飞……”浦荣皋肯定地说。 “太仓、太仓,它必须是人和仓满,风平浪静,景色迷人。我们正是按着这一目标和方向在建设自己的家园,所以太仓才形成了今天后来居上、小船载黄金、富足又和谐的经济发展与社会进步的格局。”浦荣皋再三邀我有空在他的地盘上“多住住”。 说实话,一旦在太仓住下,我就不会再想回北京了……因为那是真正的天堂,连爱挑剔的上海人都无法挑出毛病的天堂。
