盛泽之“盛”是注定的,因为它所处的地域太优越了:北靠太湖,南邻浙江的嘉湖沃地。这里沃野平展,阡陌纵横,湖荡密布,河道四通八达,气候温和又雨量丰沛,古时就是蚕桑之地。据说五千年前就有先民在此种桑养蚕,纺丝织布。到唐代时,这里的丝织业已初具规模。《姑苏志》载:“绫,诸县皆有之,而吴江为盛。”而“吴江之盛”中盛泽为“最盛之地”。晚唐诗人陆龟蒙有诗曰:“尽趁晴明修网架,每和烟雨掉缫车。”到了明朝中叶,随着东南沿海的开发,苏杭地区成为中国经济中心,其商事日益繁荣,丝绸贸易尤为兴盛。作为苏杭中心地带的盛泽更是独显风情,形成了“水乡成一市,罗绮走中原”的盛况。明代大文学家冯梦龙在是这样来描绘当时的盛泽的:“那市上两岸绸丝牙行约有千百余家,远近村坊织成绸匹,俱到此上市。四方商贾来收买的蜂攒蚁集,挨挤不开,路途无伫足之隙,乃出产锦绣之乡,积聚绫罗之地。”自此起,迄今五百年间,虽世事变迁,历经盛衰,然盛泽的丝绸始终闪闪发光,名扬天下。从史书上得悉,盛泽发展很有意思:在它之前,有个黄溪市,明代时的黄溪市的丝绸交易十分兴旺,当时盛泽还只是一个青草滩,五六十户居民;到了嘉靖年间,盛泽的丝绸业迅速发展,这个后起之秀借助水运交通优势,没多少时间就将近邻黄溪弱化成属下的一个村落;之后盛泽镇与浙江嘉兴间曾冒出个新杭市,该市管辖“东南90里,居民千家成市”,然而由于盛泽依靠欣欣向荣的丝绸生产与贸易,最后又将新杭市淘汰至销声匿迹…… “先蚕庙里剧登场,男释耕耘女罢桑,只为今朝逢小满,万人空巷斗新妆。”这是文人对当时盛泽的先蚕祠“戏剧节”盛况的描述,这样的赞美与白描,在我们熟悉的茅盾小说中也能多处找到。 盛泽之盛,可以从现在仍留下的一些景物中寻觅到。比如镇东的那座气度非凡的“先蚕祠”,不说其门楼高耸、飞檐昂角、三门并立之势,单内设的二层大戏台和那前面的可容万人观戏的广场,你便可知当年盛泽之盛。据说每年小满时节到来时,当地就要为“蚕神”唱三天大戏,且请的皆是江南名戏班。“就像现在央视的'同一首歌'差不多。”盛泽的一位朋友的老爷爷如此对我说。盛泽之繁荣还有一个特点,就是它最先创立了“庄面”,即延伸到现在的贸易市场。在我小时的记忆中,我老家的市镇中,凡卖布卖绸的商店皆称为“庄面”。这也是从盛泽创建的“丝绸庄面”传来的,这一点足见其影响之大。盛泽还有一大风景线,是它众多的“会馆”。即使在今天你仍然可见在小镇上残留的古会馆旧址,据说共有八大会馆,它们是金陵、山西、徽宁、宁绍、济东、绍兴、华阳等会馆,一个乡拥有如此多的商贾会馆,在天下也是惟一的。“尚利民风薄,多金商贾尊。”盛泽之所以几百年商业兴旺,与其这种务实的观念有着直接关系。 盛泽之盛,要感谢其水域的四通八达之便和地处苏杭之中间的地理优势,再加上其周围皆是桑蚕与丝绸的生产地。与盛泽一河之隔的浙江王江泾小镇,曾经也是与盛泽一样的繁荣之地,但太平天国时几经战争风火侵袭,王江泾毁于一旦,盛泽则因水道之隔,免于战祸,因此王江泾等周边的商户干脆一起搬到了盛泽,使盛泽旺上加旺。在清代后期,中国的出口产品除了瓷器外,便是丝绸品,而盛泽的丝绸因其质量优异,又后来在巴拿马拿了数次金质奖、银质奖等荣誉而被国际商界广为喜爱(盛泽丝绸奖与贵州茅台酒同一年在巴拿马拿的奖)。 值得一提的是:盛泽还应该是苏南地区近代资本主义产生萌芽的最早地区之一。 1929年这里就有了发电厂,首创了电机织绸的先进工业生产,这使得盛泽更加名扬天下,并为沪、苏、锡、杭一带乃至全国输送了一大批技术工人。但盛泽能够形成名扬天下的“丝绸之都”,最关键和重要的还是它的完美、健全的和独特市场体系—— 一是它的分工之细、专业化程度之高,它以“庄面”为中心,形成了丝行(经营茧丝专门机构)——织户(织造丝绸的农户或工场)——船家长(收购者)——绸领投(经纪人,为盛泽庄面独有的行业)——绸行(经营丝绸买卖的专业机构)——染炼后整理工场(从绸庄领料,加工后再送入绸行)——绸行,这样一个完整的生产流程; 二是服务体系完备配套,据解放初期统计,在解放初盛泽镇上共有绸行83家、丝行66家、染场18家、炼场9家,另有钢扣店7家、棱子店5家、木作(主要是车木等)37家、银行3家、钱庄21家,还有“三产”的茶馆48家、旅馆10家、剧院2家、饭馆37家、成衣店62家、丝线作坊44家等,可见这是一个多么完备的丝绸之都。 说到盛泽丝绸业之旺,不能不提出到两件事,一是这里的水,二是一个叫郑辟疆的人。 专家检测,盛泽之水很柔性温性,因为主要是湖水为主,所以它比起其他地方的水更利于丝绸纺织业。说到郑辟疆这个人很多人是不知道的,但这位盛泽人的妻子的弟弟大家都知道,那就是费孝通。郑辟疆是地道的盛泽人,小时候家贫,18岁时看到上海的《申报》登出一则广告,上写着杭州蚕学馆招收学员,录取后试读三个月,如成绩优秀者可免学杂费和伙食费,于是郑辟疆就去报考。后来他被送到日本留学,期间他从房东的一位孩子那里偷学到一套日本养蚕技术——这种蚕成熟快、个头大、产丝多,回国后他在山东办学讲蚕桑学,后回到老家苏州创办了女子蚕业学校。解放后一直任苏州蚕桑专科学校的校长兼任苏州丝绸工学院院长。郑是中国现代丝绸业的奠基者。 “人家勤机杼,织作彻晨昏。”盛泽之盛是曾经的历史。新中国解放后,因为相当一段时间里农村从事养殖和手工业被视为“资本主义”,加上一波又一波的“以粮为纲”和“学大寨”之风,盛泽的丝绸业受到毁灭性打击。但这里的民间丝绸纺织业和私下贸易之“野火”从来没有被彻底扑灭过,所以在“文革”后期,这里的农民们又在“地下”重操旧业,那时还主要是以“社队企业”为名,使得“丝绸之都”慢慢恢复元气。那个时候化纤产品开始兴起,所以有头脑的人就把目光放到了盛泽之外的广阔天地——他们出外购化纤原料到盛泽来,然后发挥本地农民的巧手和传统纺织所长,渐渐将“丝绸之都”的元气恢复过来。由于上世纪70年代末、80年代初农村仍然以集体经济为主,故而农民们自发形成的社队企业和家庭小经济只能依靠“吃尽千辛万苦,走遍万水千山”来获得一方生存空间。 改革开放初期的盛泽丝绸市场主要生产单位仍以社队企业和农民家庭作坊式经营为主,其产品进不了计划市场和国家购销渠道,所以只能靠半地下的非正规市场。此时,广东等沿海地区已经开始与境外市场有一定联系,有从事丝绸业的商人将目光聚到了丝绸之乡的盛泽…… “那时镇上有一个旅馆,叫'中心旅馆',地处盛泽镇的中心地段,外地来的采购丝绸的人都住在那个旅馆里。他们来此进行原料供应和收购产品,渐渐这个旅馆挤不下了,于是有居民悄悄将自己的房子出租,虽说很便宜,但当时也算不薄的一笔收入。”在盛泽的一家民营三星级宾馆里,老板这样说,他当年就是靠出租自家的房子起步的,现在已经有三家旅馆和酒店,固定资本超过3000万元,每年收入稳定在几百万元。 我对盛泽的印象是在80年代中期开始的,那时在北京工作就听说老家有个“东方丝绸市场”,而且常在报刊广播中听到其名。“盛泽办起东方丝绸市场,首先要给当时的县长于广洲记头功。”一位早期参与建设盛泽丝绸市场的老同志向我介绍说,进入上世纪80年代初,苏州地区的乡镇企业蓬勃发展,吴江特别是盛泽一带的民间丝绸业又呈“处处机声响”的局面,但销售方面仍处在低级的“旅馆交易”,即有人将货送到“中心旅馆”,住在那里的外地人将货收购或把原料运来在此卖给当地人而已,因为这种交易在当时还常被误认为是“投机倒把”而打压,故始终没成大气候。可“野火”已经燃起,谁人皆难抵挡。加之温州人的小商品市场和常熟等地的车站服装市场的产生,让吴江人感到了自己的落后。 “应该充分发挥本地传统工业优势,把盛泽办成全国重要的丝绸集散地!”这话是县长于广洲在一次干部大会上喊出来的。盛泽人听了高兴啊,摩拳擦掌地喊着:“干!” 这一个“干”字,竟然“干”出了中国最大的丝织品市场,也使昔日的“丝绸之都”再现光芒。 “既然要做市场,就得挑块好地方、挑个大地方。于是县上和镇里的同志跑遍了镇区的四面八方,最后选定了镇北的一片荒地来筹备建丝绸市场。这个地方原来叫北白漾,是个湖地。70年代围湖垦地成为种稻的低洼水田。整个盛泽镇区又因为像一根秤,两端挂着南北白漾,联结两漾的正好是一条穿越镇心的市河,那河上有七座桥,恰似秤杆上的秤星。南白漾是小湖,犹如这把秤杆的秤砣;北白漾大,所以百姓称它是秤盘。我们的市场就建在这个秤盘里……”老同志很幽默地向我介绍,“1986年10月初建这个'东方丝绸市场'时的第一期面积只有8000平方米,约200来家商户入驻,而且多数是乡镇企业,少数个体商户又是外地人占了多数。但就是这么一个丝绸市场一出世就威震四方,不到三个月,市场就被挤得水泄不通,不得不重新考虑扩大……” 这是吴江人和盛泽人都没有料到的,因为当时连以办小商品市场而出名的温州人都对“东方丝绸市场”刮目相看。 “……来到这里,看到的是一片兴旺、繁荣景象,只见占地近万平方米的'丝绸方城',四周是一百多家商店,中间是近三百个个体经营的各种成衣服装摊,到处挂着五彩缤纷的被面、围巾、领带和衣服,真是琳琅满目,五颜六色,应有尽有,美不胜收。场内国营、集体、个体经济并存,批发零售兼营、以批发为主,经营品种以丝绸为主,兼营化纤、针织、服装、工艺品、小百货等两千余花色品种。它既是一个服务型交易所,也是一个大型商品展览馆,吸引了各地顾客,天南海北,遍及全国,还有慕名而来的外商……”这是一篇《温州日报》记者在东方丝绸市场开办三个月时写的一篇现场报道,文字间洋溢着无限向往和赞美之辞。 吴江的同志私下对我说过这样一句话:“欲将吴江经济搞上去,盛泽的事做好了等于完成了一半。” 此话是有道理的,因为吴江的工业和经济过去一直是以纺织为第一产业的,而盛泽是吴江纺织业中的龙头。盛泽旺,则吴江旺。吴江的领导者深明此理,因此他们在抓东方丝绸市场一开始就非常有远见: 一是招商上,宏观引导与必要的行政干预相结合,对生产企业的进场经营,既作全面发动,坚持自愿,又规定任务,特别是乡镇企业和个体户,尽量争取劝其进场,同时还从杭州一个市场上动员了吴江籍商户回到盛泽市场经商。 二是资金上,借贷与自筹相结合,国家没投一分钱给东方丝绸市场,靠的就是社会力量。 三是建设规划上从长远计议,又注意配套设施和主体工程同步进行的构架,使得市场在快速发展中始终保持了相对的完美与稳定。而最关键的是吴江人对办市场的宗旨明确,他们确定的“招揽商贸,荟萃信息,搞活流通,服务城乡,立足本县,面向全国”的定位从一开始就十分明确。 “买了爆竹让别人放。”这是盛泽办市场的一大特色。所谓“买了爆竹让别人放”,就是吴江人和盛泽政府只管把精力放在建设好和完善好市场的设施与配套工程上,至于利益尽可能让客户赚得,甚至宁可让外埠人多赚,从而使得盛泽丝绸市场在纺织之乡的苏南地区迅速崛起并辐射与影响周边县市。 “第一年,市场的交易额为1.2亿元;到了1990年,已经达到10个亿,成为国家农业部评选的全国十大乡镇之首。'华夏第一乡'的名称就是这样来的。”年已花甲的老沈自豪地说,“当年我当经理时,一天接待外地来参观取经的人最多时达17批,开始我自己掏钱请他们吃饭,到后来,哈哈,我请不起了!90年代后,我们吴江一带的农民基本不种田了,农民们忙着开厂织布做生意,田地都给了绍兴人种去了。这跟老人们讲的盛泽旧时一样,明清时我们这儿的人都当了工商户,绍兴人过来种地养蚕。新中国成立时盛泽划成分,结果发现绍兴籍的人特别多。” “厂呢?”我看看并不大的店面,想知道她投资2000多万元的厂子所在。 “我们去看看?!”主人笑着建议。 “好啊,走!” 于是我们坐上她的豪华车,十几分钟后到了盛泽“工业区”的一片非常气派的厂区。 “这就是我的厂。”主人说。 进厂门,抬头见一栋三层大楼,新的。里面刚刚装修完,能照出人影的大理石地面和墙壁,以及一间间宽敞的办公室及会议室,不由令我惊讶地问主人:“阿姐,你夫妇俩用得了这么多的地方吗?” “用得着。”阿玲姐笑笑说,“我的产品现在跟六七个国家的外商有贸易,'老外'经常到我这儿来,过去一直让他们住宾馆,以后他们住我这里就行了。”原来如此。 再进她的纺织车间时,我完全被这位盛泽阿姐的家业所折服了:数百台世界上最现代化的电子织机正在齐鸣,令人想象不到的是,她织的丝连肉眼都看不到——细到头发的十分之一! “我现在做的都是国际市场上的高端产品,平均一天要出两个新品,一年要做500—600多个品种。这个车间的400台无梭织机,24小时不停……”主人说。 “你一年能赚多少钱?”我忍不住问个傻问题。 直率的阿玲姐,毫不犹疑地说:“我公司一年的交易金额大约一个亿……小老板哟!” “一个亿还是小老板吗?” “当然,在我们盛泽一个亿绝对是排不上名的。”钱阿玲肯定地说。 走出钱阿玲的厂,见旁边的一家规模相当的“盛发”厂。我随口问道:“这家也是本地人开的?” “是,他叫谢友义,现在也算一个大老板了。至少有这么个数吧!”钱阿玲伸出右掌,翻了番。 One billion? “差不多吧!”钱阿玲说着自己先笑了起来,“可他的外号叫'一亿元小老板'”。 "what happened?" “2003年中央电视台四套给我们盛泽做了一台节目,叫做'让世界了解你'。我们镇上去了20个人,谢友义坐在第二排。主持人问一个问题时,他先举了手。主持人看他那么年轻,就问谢友义,说你那么年轻就做生意?谢赶紧说自己是小老板。主持人又问:你资产现在有多少?谢回答:一个亿吧。这时现场'哄'地喧哗起来。大家都在议论说一个亿资产还叫小老板呀?我们的镇党委书记就赶紧站起来圆场,说在我们盛泽,亿元以上资产的老板很多,像谢友义这样刚够亿元资产的企业家所以只能称为'小老板'。原来如此!可这次节目回来,谢友义就觉得自己很没有面子,因为有人见他就叫'一亿元小老板'。他从那时起就发誓要当大老板,这几年他干得很出色,现在应该算是迈入大老板的行列了……”
