!再细看,我舒了一口气:你看,也没有中国国旗啊。岂料他竟死死追问:为什么?情急之中,我灵机一动:哦,中国,日本,大大的友好,我们谁也不“吃”谁,所以,不插旗。知道我是在开玩笑,他跷起拇指说:你的,很机智。为此,我还被“奖励”了一杯酒。 台玻,作为台湾100家大企业中排名第24位的企业,在落户张浦的过程中,上有市委、市政府重视,下有群众支持和社会各界、各部门的密切配合,演绎了许多感人故事。 从1994年5月1日子时在昆山嘉顿酒店正式签订土地合约,到5月17日林玉嘉董事长偕夫人莅临张浦勘察地块,而后5月26日赴京拜会朱镕基总理,只有短短不到一个月的时间,节奏如此之快,使我们有一种“大战来临”的感觉,各项相关工作均有条不紊地进行着。作为“千岛湖事件”后,台湾“行政院”批准到大陆投资的第一家公司,“台玻”在昆山的投资受到了朱总理的赞扬和欢迎,使林董事长消除了一切顾虑。 所有的环节都很顺利,也很满意。两个月后,台玻发来一纸传真称:1994年8月25日,是台玻30周年纪念日,要在昆山吴淞江畔的宝地上举行隆重的开工奠基仪式。这无疑是个大喜讯,但也是大压力。此时,距8月25日,只有短短的30天,而台玻所选中的周西村的那块600亩土地上,有太多太多的工作要完成,许多房舍要拆迁,无数电杆要迁移,西段2365米6条河道要填平,9万立方米土方亟须迅速到位,地块测绘要尽快完成,还有排涝站、猪棚以及水闸的改造,690米道路修筑,通往镇区和农村电线线路的改道,两条高压线路的合并及1200KV临时用电的配置…… 事情太多了,时间太少了。全镇上下顿时紧急行动起来。 7月26日上午8时正,张浦开发区会议室,圆桌会议正在这里进行。镇开发区规划部、工程部,镇建管所、土管所、水利站、电力站、水厂及周东、周西村,各路人马,全部到齐,献计献策,领受任务,明确责任。没有推诿、躲避的理由,只有陈述如何进行这一“攻坚战”的计谋。面对如此的工作量,所有人的心中只有一个字:干;所有人的表态只有一句话:坚决完成。此时此刻,没有人提出什么条件。面对这样的场面,镇领导和镇开发区的“老总”们非常感动,镇党委书记最后只说了一句话:谢谢同志们。 作为一个项目,张浦人深知“台玻”的重量,作为这个项目的前期工作,张浦人更感到自己肩上的分量。当天下午,600亩土地的“台玻”工地上,大战阵势全面拉开。我们把每一分钟掰成几瓣来算计,把30个日日夜夜当成60天来用。30天,没有白天与黑夜,无论是在阳光下还是灯光下,那场面总是非常壮观,从指挥员到普通劳动者,都最大限度地发挥着自己的智能与体能。 我难以忘记那些日子里,书记、镇长无论工作多忙,哪怕时间再晚、身体再累,也不忘来到工地巡视,了解情况,现场办公;难以忘记那些任劳任怨的同志——年近60岁的电力站站长,患有高血压的水厂老厂长,常犯胃病的开发区工程员,以及许许多多熟悉或陌生的面孔。 8月25日,位于吴淞江畔的这块“宝地”给了“台玻”老总们一个惊喜,在奠基开工的仪式上,一总感慨地说:台玻到张浦,这真是一步好棋,走得太对了。具有象征意味的是,当无数彩色气球腾空而起时,主席台上空飞过一群美丽的仙鹤,人们惊奇万分:这是从来没有过的事啊! 在一片欢呼声中,我听到有人说:奇迹总会有的。 与外商接触的过程,是一个在展示自己智慧的同时能达到“知己知彼”目的的过程,更是一个学习的过程。无论是台商、港商、美商还是日商,其超乎寻常的认真态度,往往能使你对“敬业”这两个字有更形象、更深层次的了解,而那种“认真”,又能轻而易举地将你工作中的“漏洞”一一暴露,令你措手不及,防不胜防。 我曾接待过一位名叫熊谷的日本客商,他是日本一家专业制造体育用品的社长,要在上海附近物色一块面积为80亩的土地,独资建造一家专业生产体育运动器械的企业。经朋友介绍,他要来张浦看看。由于考察时间很短,不可能面面俱到地到全镇所有地块现场勘察。于是,根据熊谷的要求及其企业特点,我们事先在位于吴淞江大桥的东北堍为他择取了一块约80亩的地块,这里紧靠即将通车的沪宁高速公路,又与吴淞江为邻,交通条件好。招商部的小伙子们将投资指南画册、地块方位图、交通方位图、地块红线图及文字说明等相关资料一一备齐,恭候熊谷。 由于飞机晚点,熊谷先生比约定的时间整整晚了一个半小时才到张浦,当我们在张浦开发区办公大楼门口迎接他时,他每握一次手,就躬一下身,并叽哩咕噜地讲上一通话,随行的东北大汉李翻译反复地翻译着同一句话:“我表示十分的抱歉。”反倒弄得我们有点不好意思了。此时已到中午,正是吃饭的时候,于是,交换名片、寒暄过后,我们便将熊谷一行请进了“迎宾楼”,准备与他共进午餐,岂料,熊谷先生坚决不从,坚持要先看地块,说我不是来吃饭的,而是来工作的,工作不做好,先吃饭,会“大大地不舒服的”,说完指了一下自己的头,这番话经李翻译译出后,我们面面相觑,好像做错了什么。有人在一旁悄声调侃道:饿着肚子工作,肚子会大大地不舒服的。幸亏李翻译没有翻过去。 此时的我们,只能“主随客便”了,何况人家“理直气壮”。在吴淞江畔的地块上,熊谷先生仔细地查看地形,不断询问相关问题,问得细,问得准,问得狠,有时竟一直问到你答不上来。在谈到土地纵深距离时,我们说大约350米左右,熊谷一摆手说不能“大约”,要准确。于是,我们说是355米。谁也没料到,熊谷先生对李翻译咕噜了几句后,竟然用走步的方式在地块上一步一步地“丈量”了起来,李翻译告诉我们,熊谷先生的意思是,他跨三步是一米,355米应该是1065步。天哪,烈日当空,酷暑难忍,他竟然要一步步丈量…… 面对那衣衫渐渐沁湿、缓缓远去的背影,大伙儿不禁肃然起敬。此时此刻,我和招商部的小伙子们想得更多的是,我们的工作是否还缺了些什么,是否还应该做得更细、更合理、更到位、更有可操作性。 现场勘察结束,回到迎宾楼用餐时已是下午两点半了。临分别时,熊谷先生握着我们的手,感谢我们为他做的工作,感谢我们的盛情款待,并对自己的迟到及影响大家吃中饭再次表示歉意。临上车时,他对平方、文熬和我说:我要送给你们一人一套我们生产的优质运动服装。当时我们以为他只是客气,随便许诺,谁也没当真,岂料,不到一个月,熊谷先生真的从日本把衣服寄来了。这套运动装我至今一直珍藏着,舍不得穿,因为这不仅是一套普通的衣装,里面珍藏着招商岁月中一个简单的故事,我会因此而想起一个人、一种精神。 这首歌在昆山许多人会唱,尤其是在这里工作和落户的台商和台湾人都会唱。我知道这首歌是在昆山的台商们亲自撰写并请一个著名作曲人谱的曲,它像大陆人爱唱《十五的月亮》一样,在居昆的台湾人中间特别流行。我还知道,现在在昆山的台商和他们的家属共计6万余人。台商在昆山开办的企业近4000家,投下的资金达270亿美元,占昆山的外资企业投资总额的70%左右,占大陆利用台资总额的九分之一多。 2007年,新华社记者曾经用《昆山,一座台商参与和创建的城市》为标题发表了这样的报道,文章指出: 短短20年,总面积不到1000平方公里的昆山,就从苏州所辖区县排名最后的“小八子”,连续两年成为中国百强县之首,2006年户籍人均GDP接近2万美元。当年的农业县,目前聚集了500多家IT企业,已经成为全球最大的笔记本电脑生产基地,产量占全世界的四分之一。在这个过程中台商功不可没。 台商爱昆山,台商爱唱《昆山是我家》。当“昆山是我家,我家在昆山”熟悉的旋律响起时,许多人不仅舞之蹈之,甚至陶醉之。 台商们把昆山比喻为台商的一个桃花源,在传统与现代、自然和文明的和谐互动中,把他们的每一份探求推向永恒。在这个拥有勃勃生机的桃花源里,台商和他们的家属们一起诗意地安居于波光峰影间的家,并为这个家倾注着自己博大的爱。 昆山的同志告诉我,每年中秋节,台商协会都要举行慈善活动,向当地的贫困家庭和贫困学生颁发抚恤金和奖学金,向见义勇为的公安干警和消防战士颁发奖金。2005年,举办“台商万人慈善游园义卖晚会”,筹得善款168万元,2006年捐款100多万元,2007年捐款520多万元,全部捐献给了昆山慈善总会。今年“5·12”汶川大地震,牵扯着昆山台商的心。台商协会在第一时间向广大台商提出了捐款捐物的倡议,共捐助人民币4000多万元,物资1000多万元。颗颗爱心汇成生命的暖流,源源不断地向灾区人民传递着温情。为了让贫困家庭的学生贫有所学,台商陈桂祥个人出资200万元成立“陈李香梅”基金会,这是江苏省第一家由台商成立的基金会。宝成集团捐资600多万元兴建裕元实验小学及其幼儿园。富士康科技集团和仁宝电脑兴建了富士康幼儿园和仁宝幼儿园……这些事,我听后感动不已。 在昆山的台商已是我们新的父老乡亲,他们已经把昆山当做了他们的第二故乡。这也让我体会到台商协会李宽信会长为什么能够说出“台商成就了昆山,昆山也成就了台商”这样的话。 一个县级小市,却云集了几万外商,这是全国少有的,而且昆山的地理位置与台湾没有特别之处,不像广东和福建。可昆山从上世纪90年代开始就早已成为“台商之家”和台商在大陆的发财福地。其实,昆山比起广东、福建来说,在吸引台商方面并没有什么特别的优势,但台商却如此偏爱昆山,扎堆在这个苏南小城办厂经商、安家落户,究其原因,还要从昆山人亲商、重商、富商、和商、爱商的点点滴滴说起—— 我们还得从1989年说起。 这一年中国经历了大事。一个差点改变了中国社会发展方向的年份里,大学生突然不吃香了。这怕是谁也没有想到的。许多应届大学毕业生处在徘徊的痛苦之中,无目标地到处寻找工作和落脚地,但结果仍不理想。就在这样的一个视大学生为“洪水猛兽”的年份里,谁也想象不出竟然会在昆山发生了奇事:有多少大学生来,我们就接受多少! 这一年,小小的昆山县一下子接纳了600多名大学生。 这是吴克铨批准的。为什么吴克铨在昆山有那么大的威望,这与他高人一着的政治眼光和开拓境界有直接的关系。 吴克铨认为,搞经济,开发区是一个平台。有了平台,工厂和资金落户虽然重要,但最重要的还是人才。人是决定一切的因素。吴克铨对马克思主义学得不多,可却将那些经典理论牢牢地记在心底,并结合昆山的实际情况,将之运用得极端地好。有人统计,在他在任县长的六年时间里,先后共引进了1300多人,加上分配的大学生,共达3000余人。这支知识化、年轻化的队伍是支撑昆山从一个农业县转化为工业现代化城市的中坚力量。 “人才是宝,大学生更是宝,别人不要,我全要!”1989年“政治风波”之后的吴克铨能说这样的话,在当时的领导干部中是少见的。昆山发展之所以快速稳步,会抓机遇是他们的本事,然而对人才的重视,对一切有利发展的商人、外企商人等人才的重视则是令他们获得成功的根本理念。 对待吸引外来企业在昆山落户这方面表现得超人地热情、智慧与诚心,也是昆山人的显著特性。 在1989年中国内外受困的年份里,由于受西方反华势力的影响与煽动,一些外资企业的老板动摇了,准备卷铺盖回老家了。只要吴克铨知道后,他会立即放下手头的事,马上赶到企业现场,与外企老板促膝倾谈,真诚地鼓励他们留下来,并保证他们的安全。 “有你吴县长在,我们就放心。”最后的结果几乎都是这样,外商、外国企业家们留下了…… 几年之后,这些外企、外商都在昆山发财了,而且越发越旺。
