“不要紧,看看再说。”是陪同韩书记的苏州市委副书记林瑞章说了这话,吴克铨他们才壮大了胆子跟省委书记一起走进了他们一直保密的“工业新区”(当时的名字)。 在现场,韩培信一边看,一边听汇报,又常常一言不发地在思考。回到招待所,他对吴克铨说了一句话:搞得不错嘛!随后还让吴克铨将开发区的总体构思重新说了一遍。 “韩书记,你对我们的肯定让我们非常感动,但现在有人说我们与上海搞联营是当上海人的殖民地,所以我们一听心里就感到害怕。”吴克铨见韩培信书记对开发区和与上海联营办厂很肯定,便掏出了心底一个最大的担忧。 韩培信这回眼珠子直了起来,看着吴克铨认真地说道:“你告诉那些人,我们支持昆山做上海的'殖民地'。如果上海领导愿意,我江苏都愿意做他们的'殖民地'。” “行!”吴克铨觉得省委书记此行给了他一个最重要的政治保障,这比几个亿的开发资金还重要。 正是这次省委书记的“昆山之行”,使得昆山开发区从“地下”转到了公开。而现在中央领导的视察,则使昆山开发区真正有了出头之日。 韩培信那次回到南京后,专门在省常委会议上讲了昆山开发区的情况,并建议让省领导们都去看一看。这之后,省长顾透莲,副书记沈人达、孙家正等先后来到昆山,他们看完这里的开发区和百姓所发生的变化,非常高兴,充分肯定昆山搞开发区的方向没有错。让昆山人感到扬眉吐气的是在次年的省人大会议上,省长顾秀莲还在省人民政府工作报告里专门提到了昆山开发区。 带着中央领导在昆山开发区讲话的记录稿,吴克铨北上南京,去争取昆山开发区的“出生证”。省里非常顺当,将昆山的开发区批准为江苏省的重点经济开发区。 吴克铨当年在国家计委工作过,他比普通的县官更懂得与北京的中央国家机关打交道,所以在完成省里的相关手续后,他带着两份重要文件(一份中央领导在昆山的讲话记录,一份江苏省批准昆山经济开发区的批件)来到北京,找到前些日子跟随中央领导到昆山视察的特区办主任何椿林,请求批准昆山开发区的“国家级”待遇。 何椿林非常热情地接待了吴克铨,但告诉他:要把昆山的自费开发区变成“国家级”身份,必须履行一个手续,这就是说国务院要在已批准的十四个开发区之外进行“加一”的特别决定。这“十四加一”需要国务院专门会议才能决定。 “何主任,这事我们只能请您多多劳驾了!看在中央领导已经肯定我们昆山开发区的分上……”吴克铨知道这事非同小可,而要办成这件事,非何椿林主任莫属,一则他主管这方面的事,另一个关键是何椿林主任实地考察过昆山,他说话能影响众国务院领导。如果能允许磕头相托的话,吴克铨当场肯定要给何椿林磕三个响头。 何椿林不愧是位体贴下面苦情的好领导,他肯定地告诉吴克铨:昆山这个忙一定是要帮的。“不过钱的问题你们得找财政部。”何椿林告诉吴克铨。 “财政部的事我们去找。”吴克铨谢别何椿林后马上到了国家财政部。国家对所批准的国家级经济开发区是有政策和资金上的支持的,吴克铨知道打通财政部关系的重要性。昆山缺钱啊! 财政部官员说:钱可不能随便给。 吴克铨一听,那张原本兴奋起来的脸一下蔫了,求情道:“请领导们帮帮忙,
