国民党军新编骑兵司令部是由原满、蒙骑兵和地方保安骑兵支队、独立团、营等编成的杂牌军部队。司令部驻沈阳市郊新城子,中将司令官徐梁(兼国民党辽北省主席),中将副司令王照堃,官兵约7000多人。副司令王照堃是东北讲武堂第五期毕业,是张学良旧部,他任骑兵第六师师长时,曾对蒋介石不抗日政策表示不满,西安事变后不受蒋介石重用,故对国民党的前途失去信心。王照堃与吕正操是东北讲武堂的同学,王任骑兵司令部副司令员后,吕正操曾给他捎过书信,对王进行政治争取。中共东北局社会部和吕正操由哈尔滨派做党的地下工作的阚福培(化名韩福,曾和吕正操、王照堃是东北讲武堂同学)到沈阳重点做王照堃的工作,策动王视机率部起义,阚就在王的家中吃住,王照堃给阚多方协助,掩护他的秘密活动。 10月下旬,王照堃率领的骑兵司令部和骑兵部队残部共1000多人,从辽西黑山、彰武往沈阳仓皇溃退。10月28日,当行进至新民县兴隆店附近时,与东北人民解放军后勤部部长李聚奎率领的近百名后勤机关人员相遇。后勤部供应部部长唐湘风首先发现骑兵部队,即令他们停止前进,王照堃和参谋长张麟阁来见唐湘风要求起义。 李聚奎得到报告后令其部队原地待命,让王照堃和张麟阁来商谈。当晚,王、张来见李聚奎,进行了晤谈,王照堃要求起义,李聚奎不同意起义,令其放下武器。李让张麟阁回去把队伍集合好,不许乱走动,等着交枪。王照堃仍留在李聚奎处,继续交谈。 29日凌晨,后勤部作战处长尹健从巨流河铁桥处调来了过桥前进的4个连队(东北总部炮兵旅两个连、一纵队两个步兵连),很快将骑兵部队武器收缴。骑兵部队的士兵由解放军一纵队和炮兵部队带走。李聚奎和后勤机关人员带着骑兵部队的约200名军官来沈阳。将这些军官交给了东北军区政治部接收。 国民党沈阳第二守备总队,约8000人,驻沈阳市和平区同泽街147号。该总队属杂牌军,主要任务是配合正规军防守沈阳。少将总队长秦祥征,少将副总队长王凤起,少将参谋长白澄。副总队长王凤起的妻子富平当时是中共东北局社会部秘密派到沈阳做争取国民党部队工作的,受社会部开原站站长程光烈领导。 10月下旬,王凤起和秦祥征等人即酝酿起义,并与中共沈阳市工委城工部商谈,规定了联系的旗号及昼间、夜间信号联络方法,并由地工人员发给带有“高觉”两个大字的识别臂章30余个,做了迎接解放军的具体准备。 11月1日上午,解放军一纵队三师八团一营教导员郝建岳带领该营二连部队前进至沈阳第二守备总队司令部,该总队未抵抗,楼上挂着白旗,派人在门口迎候。郝建岳和二连政治指导员莱阳春等进入该总队部办公室,总队长秦祥征,副总队长王凤起和参谋长白澄要求起义,郝、莱不同意其起义,指令其放下武器。 双方有争议难以商定,后八团政委余琳和该总队秦、王、白及东北“剿总”少将高参邱立嵉等人乘车去铁西接一纵三师师长刘贤权到该总队司令部,同秦、王、白、邱等商定,该总队放下武器,到市郊集结。秦祥征、王凤起、白澄各去1个团督办交枪,官兵徒手集合。是日夜,该总队全体官兵按解放军指令开赴沈阳市西南郊的上沙坨子、李官屯、富官屯暂住。后其官兵由一纵队政治部分别作了安置。 国民党暂编第五十九师师长梁铁豹不愿再战,同师副官处主任左祁和一团团长罗规一起商议确定,当解放军到来时不抵抗,把人员、武器集中起来交给解放军。11月1日下午,解放军第二纵队四师十二团,进入沈阳市到达暂编第五十九师驻地,根本未遇抵抗。 十二团参谋长程国藩带领一营一连和机枪连进入该师师部,师长梁铁豹正与一些团职军官约20人开会,商议与解放军接洽之事,梁见程国藩等人进入即提出要找解放军负责人商谈,程国藩遂向四师师长胡继成及纵队副参谋长王良太作了报告。 胡继成师长很快来到五十九师师部,见到梁铁豹等人后,令他们立即放下武器。梁铁豹要求起义遭拒绝,胡继成师长说:“一定保证你们
