" “昨天,电台收到一份情况报告,敌人又向葫芦岛增派了4个师。林总本来就怕攻打锦州时被来自沈阳、锦西、葫芦岛的援敌三面夹攻,看到这份报告后更加担心了。他已于昨晚以'林罗刘'的名义向军委发去了急报。” “真是乱弹琴!我们得制止他!”罗荣桓忍不住怒吼一声。他面色严峻,气得两只手微微颤抖,顾不上洗脸,拉上刘亚楼去找林彪。 对于林彪在兵临城下,战役即将打响之际置中央军委的三令五申于不顾,随意改变作战计划和方向,罗荣桓不能不感到惊讶和恼怒,同时也觉得责任重大,政治委员最根本的职责就是保证军队听从党的号令,否则就是失职。而且,林彪不经商量,甚至也不通气,就擅自以“林罗刘”名义向军委发报,这是极端不尊重同僚、违反组织纪律和军事纪律的行为! “一○一,你给军委发报,要考虑回师攻打长春,是吗?”罗荣桓找到正在车站月台上踱步的林彪,竭力压住火气,平静地问。 “是的。”林彪回答很干脆。他一向独断专行,对这次擅自做主没感到什么不妥,依然慢条斯理地说:“关内敌军又增派4个师海运到葫芦岛,这样葫芦岛和锦西的援敌就增加到了11个师,锦州城内共有敌军8个师,不是片刻之间拿得下来的。战斗一旦打响,援兵不一定堵得住。如果堵不住,我们就被动了。不如回过头来打长春来得稳当。” “为了打锦州,中央三令五申。毛泽东前次批评我们'五心不定,输得干干净净'。刚下的攻锦决心又突然改变,如何向中央解释?现在几十万部队拉到了辽西,锦州外围已经肃清,指战员斗志正旺,忽然不打了,战士们会怎么想?这些都是问题,你考虑过没有?”罗荣桓苦口婆心地劝林彪。 “什么决定都会有问题。现在最大的问题是我们准备了一桌菜,却来了两桌客,怎么吃?”林彪强调敌情变了。 “多加几双筷子就行了。区区4个师,能成什么气候?况且,打锦州的计划是中央军委、毛主席已经批准了的,我们的决心不能动摇。”罗荣桓斩钉截铁地说。 “中央批准了的就一定不能变,那要我们这些指挥员干什么!”林彪有些恼怒地反问道。他还很少看到平素温文尔雅的搭档如此强硬过。 罗荣桓知道自己的话刺激了林彪。林彪如果真的较真犯倔起来,还真不好办。于是罗荣桓放缓口气,说道:“一○一,你想过没有,从锦州撤围同样会陷入被动,影响战局。” “我没有说要从锦州撤围。”林彪争辩道:“我是向军委建议,锦州能迅速攻下还是打锦州,否则打长春。两个方案我正在考虑中,也请军委考虑,指示。” 罗荣桓没有让步,他正色坚持道:“电报中强调打长春有利、打锦州困难,明显表现出了倾向性。我看军委是不会同意的。” 其实这也是林彪担心的问题。他所以要用“林、罗、刘”联名发报,就是想增加说话的分量。现在罗荣桓坚决反对,关键看刘亚楼的态度了。林彪阴沉着脸,在月台上来回踱步,突然停下来,问刘亚楼:“参谋长,你的意见呢?” “我同意政委的意见,打锦州好。”刘亚楼话虽不多,但干脆利落。 林彪又想了一会儿。不好再说什么,便叫来参谋,让参谋到机要室追回那份电报。参谋回来说:“机要室已将电报发出。” “怎么办?”刘亚楼问两位军政首长。 林彪不说话。 罗荣桓说:“不要等军委回电,重新表个态,说明我们仍拟攻打锦州。” 林彪点点头,表示同意。 以往林彪发电报都是他口授,秘书记下后经他看过便签发。这一次他却一言不发。 罗荣桓知道他爱面子,就亲自起草了电稿,请他过目。电报稿开头一句写着:“前电作废。”林彪大笔一挥,将这句删去,吩咐秘书:“照发。”电报说: 我们拟仍攻锦州。只要我们经过充分准备,然后发起总攻,仍有歼灭锦敌之可能,至少能攻敌之一部或大部。目前如回头攻长春,则太费时间,即令不攻长春,该敌亦必自动突围,我能收复长春,并能歼敌一部。
