然而保留或者去掉一个田径二队毕竟不足以使体委矛盾尖锐化。我们说过阎福君、崔大林都是力主改革的，问题还在于改革的深化必然要涉及人事的变动，就像中国的经济体制改革必将引发政治体制改革那样不可避免。改革就是权力的再分配，改革的深化不能不触动一部分人的既得利益和将要得到的利益，这很严酷。崔大林在1988年力主改革教练员终身制的时候，也是冒着风险、顶着压力干的。而今阎、崔都在说：我们必须看到旧体制存在的种种弊端——虽然在十多年的改革中有所克服，但深层次的矛盾尚未得到根本解决，新旧体制的摩擦力不断加大，社会经济体制对体育的冲击日益加剧，我们必须加大改革力度，求生存求发展。要改革的地方很多，而最关键的地方则在于阎、崔二人一致认为，要进一步对省体委直属训练单位的一把手、领导班子成员、中层干部和教练实行层层聘任制，以及三级合同制，要对旧的人事管理体系动手术。看看，一深化改革就触动到人了，进而言之也就是要把权力再分配一回。
对于改革方案的看法是完全可以一致的，方案是死东西，而对于处在改革旋涡中的大活人，那看法上的差别就太大太大了。谁是你的人？谁是我的人？马俊仁好办，让他任省田径队总教练，原先的总教练不管他是否乐意，都只有挤掉打发掉让他走人。可是辽宁省的直属训练单位还有很多很多，光县团级单位就有12个。所有的干部都要从任命制向聘任制转一遍，你触动了哪一拨儿都很悬，也不会有几个马俊仁那么大牌子的人去当这些单位的一把手。一把手的聘任人选首先要由省体委党组研究确定——尖锐的分歧就来临了，中层和上层的矛盾就搅和在一起了。阎福君反复讲要搞“五湖四海”，这可能吗？
突出的一例是决策省体育运动训练中心领导人。这个中心位于沈阳之外20里地的北陵，在决定一把手人选时，阎、崔二人看法不一致，结果是崔大林的意见没能实现，然后引发了项目布局上的分歧。后来为平息争论，还是把乒乓球和举重从学院分了出来，果然招致这两个项目的职工的强烈不满。人们都不愿意离开条件优越的大院，上下班也成了问题。说到底，还是在中层单位一把手的人选问题上有别扭。这是我们在改革当中遇到的一个带有普遍性的大难题。
这只是举一个阎、崔分歧的小例子。种种矛盾还有很多，举出来实在没什么意思。总之一触及人事，人们就难以做到和风细雨心平气顺。除非你果真修炼到“忍把浮名，换了浅斟低唱”的境界。
矛盾的普遍存在，使我们难以超凡脱俗。为什么说中国的改革一进入政治体制改革就困顿不前，就危机四伏呢？官本位，是核心。崔大林本来就是一名大功臣，业务上专精内行能力强，而在七运会以后却没有得到什么明显利益，偏偏阎福君当一把手还处处让人不痛快，他也是放着轻松不轻松啊！矛盾的焦点不是别的，就在于辽宁体坛究竟应该谁说了算——种种矛盾在1993年的冬季发展得竟是那么迅猛，阎福君没能把这些矛盾解决好，事实上谁也不可能解决好。到了年底，阎福君就被推到了一个非让人家正面进攻不可的境地。崔大林与马俊仁相处甚深无话不谈，利益也是一致的，崔大林的处境很自然会获得马俊仁的同情和支持，不少人乘机煽动老马上阵驱阎，没有马俊仁这个大腕，一般人的确无法撼动阎福君。
恰在此时，一件具体事情引发了老马的强烈不满。老马听说阎福君主持签了一个生产合同，要生产印有马家军字样的运动服装。老马认为是占了马家军的便宜，借了马家军的光，而且认为生产的服装质量低劣，是败坏马家军名声，是寒碜我老马，是侮辱马家军，是不允许的。阎福君解释说省委一再指示要开发经济，促进经济发展，厂家也有这个意向，但咱们并没有大的动作。那阵子确实有相当多的厂家乱找体委的人要借马家军的名声干事情。这件事正面引发了阎马之间的一次小冲突。于是，一场以马俊仁为前台的驱阎运动终于爆发。首先推出的重磅炮弹，就是1993年12月25日老马交出的辞职报告，导致阎、崔矛盾终于公开化。
据阎福君当时的一份文字材料载：马俊仁同志在提出辞职前一天早晨八时，往我家里打了一次电话，在一个小时的电话里，老马直言不讳地说：
“谁支持我，就是我爹，谁不支持我，他就是三孙子！大林已经答应我当省体委副主任，当全国人大代表、全国劳动模范，你为什么不提到党组会上讨论！你还是我们鞍山老乡呢你，你算什么老乡够意思吗？我让你听大林的，在体委好好当你的老太爷，你就是不听话！告诉你，我和崔大林翻个浪，眼睛一瞪，一跺脚儿就得下台你知道不？叫你永世不得翻身！”
我向有关知情人了解此事，老马是否打过此类电话，这位不愿意透露姓名的知情人说：“打过！老马那时是凶得很哪！比这难听的话多了，训老阎跟训小队员一个样儿！”
这是老马的悲哀。他还是赤膊上阵了。在我同老马相处的日子里，饱经挫折的老马曾清醒地反思自己的过去，他沉痛地说：“我算是最大的牺牲品啊，过去我帮着人家夺权整人，整老阎，把老阎整跑了，把田径队总教练也整到威海去了，把一个老郑也整到河北去了，想一想真是浑哪我，到阎福君家跟人家闹，到了楼跟前人家都上不了楼，我马俊仁上去跟人家面对面地干，连着四次都这样啊！现在轮到人家整我。我是把那边的人也得罪了，这边的人又收拾我，两头都完蛋，老赵哇，我马俊仁是最大的牺牲品哪！”
这是多么令人痛心的事情！他不能免俗。我说老马，就算你当上了省体委副主任又能如何，转瞬即逝的东西又有什么价值？
现在的崔大林也深有感悟，在我去辽宁拜访他时，他很诚恳地对我说：
“有些事情虽然都过去了，但是很值得我深思，有些事情要吸取教训。你实事求是地写吧，对我，对老马都实事求是没关系。人都是有缺点毛病的，不犯错误的人是没有的。有教训不仅我可以吸取，写给后人吸取更重要。我爱人也是搞文学研究的，只要作品有利于将来的改革和社会就好。我和阎福君同志原先并不认识，我们之间并不存在任何个人恩怨。后来有点儿矛盾，都是从工作引发出来的。事情都过去了，现在我只想今后尽我的全力为咱们的事业做贡献，把辽宁体育进一步搞上去。”我一再表示：许多悲剧的发生应该从我们的传统文化上、从我们的现行体制上挖掘原因，大家都是为中国体育事业做过巨大贡献的，我无意伤害任何同志。写作品难免会涉及许多遗憾许多纷争，不能简单地埋怨哪一个人，更不能站在一般的道德评判的角度去看待人事，还是应该从研究改革的角度出发，研究为什么有些悲剧难以避免？报告文学要深化，首先就要避免非黑即白的简单批判。过去我写作也犯过偏激的毛病，一味追求震撼力，给后人的深思不足，因而也削弱了批判的力度——大林慷慨地为我复印了他长期积存下来的许多关于马家军的资料，这些资料是十分宝贵的。他说：对你我们不想保留什么，你在辽宁采访，我们为你提供方便，需要我打招呼的地方你尽管提，你可以找任何人谈任何问题。对我们的工作你有什么想法建议批评也尽管提——从他身上我看到了新一代执政干部的开放作风和理性精神，还有清醒的自省意识。
马俊仁当时还是作为驱阎先导，响当当地交上了他的辞职报告。老马他自己写不了，便有好几位在辽宁当记者的笔杆儿帮他写。说实话，这几位记者朋友那是帮了老马的倒忙，如今看来也很可长思。当时这几位秀才集中在田径队，通宵不睡，加班加点，反复讨论，措辞严谨，最终炮制了马家军历史上这场权力官司。现将老马意在驱阎胁迫上峰的辞职报告摘录如下：
为此，老马恳请“组织上理解我的苦衷，尽快批准我的辞职请求”——这就是引起轩然大波的马俊仁辞职报告的原文摘要。
这个报告是由几位从事体育报道的记者所写。他们算是老马的“铁哥们儿”。后来我在辽宁听人讲，主笔干这活儿的有《中国体育报》的记者邓学政。1995年5月份在太原的全国田径锦标赛上，我遇到了他，就问他：小邓啊，你参加老马写辞职报告了吧，可帮了他倒忙。小邓大呼冤枉，他详细对我说情况：写辞职报告时我并不在辽宁。我是12月24日就是圣诞节前一天，才坐火车去的沈阳，这有据可查，当时有一个活动，好像是今日传播公司要拍马家军的电视剧，我要去参加新闻发布会。12月25日大清早孙玉森把我从火车站接到大院一个地方，这时候他们几个记者已经干了一个通宵，有的记者跟体委有千丝万缕的联系，是他们给老马起到了拱火的作用。天亮时候辞职报告已经写完了。当天上午老马就交给了上边。我怎么来得及参加呢？当时倒是听到他们议论说，这下子阎福君要垮台了，老马这东西交上去阎福君不下台才怪呢！不出三天就叫他下去！其实我觉得老马很单纯，他根本不懂得中国的人际政治，拿掉阎福君并不是那么容易的，三天怎么可能撤掉一个正厅级的一把手呢？要说老马为啥辞职，后来我知道主要的有两条：第一条是崔大林把他从鞍山弄上来的，大林与阎福君有矛盾，他要讲义气帮一下，他觉得谁整崔大林也就是整他。
第二条就是省体委不能使用马家军的商标，要收银子只能是马家军收，队伍是我一手带出来的，你体委没这个权利。阎福君则认为运动队是体委的，省领导也讲要借助马家军推动辽宁经济上台阶，体委可以参与或者指导马家军的经济活动。我在此之前一点儿也不清楚他要辞职，觉得很突然，如果我事先知道的话，我不一定会支持他这么干，这对老马并没有什么好处嘛——邓学政所讲情况属实，此处特为他开脱一下。
1993年12月25日上午，马俊仁交上了辞职报告。为了避嫌他没有把报告交给崔大林，而是很正式地交给了学院党委书记于锡九。于锡九是从部队转业在那里任职的。他一接到这个报告，立即感觉到了事态严重责任重大，不敢延误怠慢，当天就向省体委党组做了汇报。阎福君却相当冷静并不惊慌，他明知道这矛头是冲着自己来的。当天下午阎福君即召省体委党组成员开紧急会议，党组成员听到这个消息都很惊愕。崔大林表示：这个马俊仁简直是精神病嘛！会议决定立即向上级汇报，对马俊仁展开思想工作，以控制事态的扩大。他们还听说这个辞职报告已经印好了35份，电传或散发到北京和全国的新闻单位去了，这可不得了！阎福君立即于会后紧急向上汇报。他先向省委宣传部领导做了汇报，领导指示：你们体委党组无论如何要做好马俊仁的工作，为马俊仁排忧解难，尽快消除不良影响，辽宁省内新闻界由宣传部打招呼不发表辞职报告和消息，省外则请求国家体委的援助。25日当晚，阎福君晚饭未吃，先是长途电话找到国家体委副主任刘吉，汇报情况请求帮助，辞职之事不要见报。夜9时许又用长途电话找到伍绍祖汇报求援。伍绍祖和刘吉考虑到国际国内发表马俊仁辞职消息十分不利于大局，就及时向新华社、《中国体育报》等国内新闻单位打了招呼，称要帮助爱护马家军，不要推波助澜，辞职消息不要见报。深夜阎福君才回了家，然后就是一夜耿耿难眠的长思。他是想：不论个人恩怨如何消释，体育事业首先不能再受损失，怎样才能用实际行动弥补这一切呢？
第二天是个星期天。天不亮阎福君就起身出门。他不敢有一丝一毫的放松，星期天也不能放松。他要继续主持召开体委党组会议，摸清情况，展开自我批评，研究如何为马俊仁排忧解难，最终确保队伍训练。并派人邀请马俊仁到会，主动请马俊仁向党组成员、党组主要负责人提意见，谈想法，寻求解决问题的出路。偏偏老马是个倔头，你阎福君请我上党组会？

人们一看老马不来，傻眼了，没辙了。而经验丰富的阎福君没有被难住，他立即决定：携省体委财会、行政等职能部门负责人，随同党组成员全体出动，主动去田径队寻找马俊仁，实行现场办公，用最快的速度为老马解决一切难题！

阎福君这一套中路正面进攻的路数还真凌厉，球已经攻过来了，老孙你总得顶着。孙玉森也是极富斡旋经验的。在他多年的政治生涯和体育生活中，多少次逢凶化吉化险为夷，也算是历尽沧桑。谁都说老马脾气大脾气怪不好处，唯独他孙玉森却能跟老马朝夕相处六载春秋而从未发生过一次冲突，简单吗？在相当多的情况下，老马老孙共唱红脸白脸，配合极为默契。多年来他遇上了说不尽的凄苦，道不完的难堪，他都能以强大的韧性安然度过，从来没有灰心，从来目标明确，直至马家军大胜于天下。晚间10点运动员熄灯他才归家，凌晨5时他又出现在田径场上，天天如此。
别看他粗壮敦实面容粗糙，声音洪亮，却是个心眼儿细密感情丰富行为严谨的人。在相当长的一个时期，老马前台执教马家军，孙玉森家便是老马的大后方，常在老孙家吃饭议事，老马把老孙家称为“第二食堂”。这阵子说不定老马躲在“第二食堂”等消息想事儿也说不定，前方则由孙玉森出面抵挡。现在阎福君形势被动却主动出击叫阵，老孙又需上阵应战，马俊仁能躲掉，孙玉森守着大庙念经却是无处躲藏的。
阎福君代表一级党组织催问不停，孙玉森只好代表老马谈出一些当前的困难。
一是说目前队伍经费不足，如果上高原训练，尚需筹措。这一点老马在辞职报告上提到过。阎问：缺口多少？孙说大概还需10万元吧。阎当即指令在场的省体委财务处长，不管有多大困难，立即调出10万元，明天就拨给马家军，专款专用。
二是说七运会以后省里在鞍山奖励老马住房一套，房钱不足尚需12.7万元，而运动学院和田径队要付这笔款力量不够。阎福君当场拍板：好办，这笔款项先由省体育基金会支出，保证明天全部办理完毕！鞍山住房需要配汽车库等工程，阎表示亲自给鞍山市政府秘书长通电话，求援，保证满意！
三是说最近学院又将分给老马两套双居室新宿舍（串通使用），谈了一下装修，需要5.6万元，亦无力支付，同时尚待通电通暖气，需要支持。
阎福君毫不犹豫：今天即由行政处把电接通，暖气没交工不怕，现在就上街购买电暖气，功率大一点，天黑以前点着取暖！装修所需5.6万元不出明天由体育基金会一块拨来！
——阎福君考虑的不是财政而是政治，他要把工作都做得尽善尽美不留后遗症。以上诸条许诺果然在最短的时间里全部得到了兑现。
