The leading figures of the "Rightists" sang "It was my fault", indicating that the general situation is over and they are already in a big retreat. In the face of this huge victory, Mao Zedong took measures to "strengthen the left" and "strike the right". Mao Zedong grasped two things: one is to strengthen the leftist leadership of the superstructure, and the other is to carry out the "anti-rightist movement" in depth. Mao Zedong issued two Central Committee documents. One is that on July 20, 1957, the Central Committee of the Communist Party of China issued the "Instructions Concerning Three Organizational Measures in the Work of Intellectuals."This document requires all parts of:

(1) Make the utmost determination to mobilize a group of competent cadres from the Party, government, and industrial and mining enterprises to assume the leadership of institutions of higher learning, secondary schools, newspapers, periodicals, publishing houses, broadcasting, cultural institutions, and health institutions. (2) From among the above-mentioned intellectuals from all walks of life, select a group of leftists and politically good scientists to join the party. (3) The propaganda, culture and education department of the party committee should be staffed with a group of cadres who are educated and able to unite intellectuals after the test of political struggle.

Mao Zedong believed that the "Anti-Rightist Movement" had entered a period of "deep excavation". For this reason, on August 1, 1957, Mao Zedong personally drafted the "Instructions of the Central Committee of the Communist Party of China on Further Intensifying the Anti-Rightist Struggle". This "Instruction" for the first time proposed different concepts of "extreme right", "ordinary right" and "centre right". The full text of the Instructions is as follows:
