Chapter 72 Poverty and anxiety and inequality

"Those who have a country and a family don't suffer from poverty but inequality, and don't suffer from poverty but anxiety. There is no poverty in Gaijun, harmony without widowhood, and security without leaning." This is a sentence from "The Analects of Confucius". There are many interpretations of this sentence, one of which is most likely to be accepted by the public is: As a leader of a family or a country, one is not afraid of lack of wealth but uneven distribution, and not afraid of poverty but of insecurity and instability . Why? The reason is: due to the uniform distribution, no one will complain about poverty, the harmony will not appear to be lacking in supplies, and there will be no danger of family ruin and national ruin due to peace and stability. It can be seen that if the social distribution is uneven, which is what we call the "gap between the rich and the poor" today, then there will be rich and poor in this society, and there will be a serious polarization between the rich and the poor.

Today, the "gap between the rich and the poor" has become the focus of heated discussions in the current society. For thousands of years, the land of China has performed one scene after another of turbulent and magnificent great changes, all of which alternated in the political voice of "equalizing the rich and the poor". Democratic thinkers of all dynasties and dynasties have called for it and shouted for it, and people with lofty ideals have regarded the beautiful ideal of "equalizing the rich and the poor" as their lifelong goal. Today, the social issue of "the gap between the rich and the poor" that Confucius once paid attention to is still accompanying us into the 21st century.

After the founding of New China, especially since the reform and opening up, China has solved the problem of feeding the world's largest population, but the problem of inequality between rich and poor has not been well resolved. Some people believe that the widening gap between rich and poor should be considered from the following aspects: The first is the issue of policy balance. The opposite of "balanced policy" is "unbalanced", and an "unbalanced" policy must be a policy with "loopholes". For example, some people obtain income through abnormal means or corrupt income. People took advantage of policy loopholes.

Second, there are institutional issues. The institutional problem is a very complicated one, which involves many "factors" that are unfavorable to social harmony. This is mainly from the government's perspective, such as the distribution of social wealth, tax policy adjustments, and so on. Again, it is the issue of regional economic development.Development issues are a dynamic process of "balance" and "counter-balance" ebb and flow, wrestling games, such as the development gap between urban and rural areas, regional development gap and "political" development difference (such as "administrative center city" and " “differential development treatment” for non-administrative central cities), etc.

Finally, there are issues of public policy and public services. This involves how local governments at all levels can increase the income of the low-income class, how to protect the low-income class, and guarantee their education and basic medical services. Today, when we reduce the current "gap between rich and poor" to economic problems, we find that there are more than 345,000 millionaires in our country with assets of more than 10 million yuan, including more than 10,000 billionaires and more than 100,000 millionaires. The millionaire crowd is even bigger. Over the past 30 years of reform and opening up, the "28 rule" of income distribution in China has become increasingly apparent, that is to say, 80% of social wealth is increasingly concentrated in the hands of 20% of the rich. That is to say, "equalization of the rich and the poor" is still a major issue of national economy and people's livelihood that needs to be solved urgently in our country.

So far, we believe that the government departments should elevate the existing "gap between rich and poor" in the current society from a simple "economic issue" to a "political issue". As far as Shanxi's economic situation is concerned, the focus of social dissatisfaction is that rich people like coal bosses get too much and poor people like coal miners get too little. According to expert analysis, this shows that the root cause of the problem lies in the fact that the incomes of the two groups of coal bosses and workers cannot be reasonably balanced in the "primary distribution" link.

From this point of view, a fair and reasonable solution to the "primary distribution" of social wealth should be the "green zipper" to smooth the gap between the rich and the poor. Obviously, the government should put the focus of the thinking of "public rich and poor" on the initial distribution link.At the same time, in order to ensure the "fairness and reasonableness" of "primary distribution", it is necessary to "legislate and regulate" and use laws, regulations and other means to ensure "social fairness".
