小变办在广州挂牌办公后，起初人们并不以为然。政府已经有这个办那个办了，广州不照样如此吗？有个小变办又能怎么样？你想变化就变化了吗？ 阻力往往不是老百姓。 老百姓人心思变，岂能成为阻力？阻力往往出在一些领导身上。 小变办制定了双向考评制度，组织22个市职能部门对各区进行月度、半年和全年考评，逐月对存在问题发出限期整改通知书，不整改或整改不力的，依照千分考评细则，予以扣分。市直职能部门工作情况，则由各区采用百分制方法进行考评。 一年一小变，说起来容易，做起来何其难。 第一军医大学正处在沙太路段上，沿街有50问店铺，一年交给大学生产办200万之多。当小变办通知军医大学拆除这些沿街店铺后，子弟兵们雷厉风行，没有任何怨言，几天之内，干净利落地完成了拆迁任务。 市委书记黄华华握着学校领导的手说：谢谢你们，广大人民感谢你们！ 在内环路1.1万多个拆迁户中，没有出现一个钉子户。在整治占道经营和乱摆乱卖过程中，全市拆除内街占道市场124个，1141档、24396平方米；撤销内街占道临时摆点26处，41984档、11215平方米；取缔全部15处乱摆乱卖集聚点；新建、扩建室内市场87个。清拆违法建筑和违章搭建25344宗，共220.3万平方米。除此之外，全市共清理卫生死角8114处，清运淤泥垃圾44433.2吨；全市清除违章围圈养猪场111个，共20万平方米……
