Since Wuxi Fort went north, he has been intercepted and killed along the way, and more than half of the loss has reached the end of Zhuxiang.始殉难，固非其界。若攻剿之，恐激变，则城安而复危，唯君图之。”有勤遍告各统领，始止。教谕周长庚、中军叶永辉札告二十四庄绅董，速入城领旗，否则声讨。然庄民未知城中虚实，且道梗，不至。嘉棠大怒，复令进攻。贡生吴德功闻其事，夜见周、叶曰：“二十四庄之不来，昧于事而非敢违县札也。请迟一夜，德功当驰函泣告之。”是时各隘截断，路布蒺藜，无敢往者。生员陈捷华、王赞成、白一声、白玉音等皆愿去，分持德功书，间道往。十五日，布政使沈应奎、台东州知州吴本杰、澎湖镇总兵吴宏洛、统领铭隘昌各军至。嘉棠又力主毁庄，皆观望不来。唯线东西堡数十庄、猫罗三十五庄东西螺各堡，已由德功函招领旗，应奎亦出示招安，人心始定。当变之起也，嘉棠酿之，及应奎查问，反诬鹿港绅商助匪，复请讨。不听，召鹿绅蔡德芳、黄玉书询之，语及嘉棠，于是嘉棠大恨鹿人矣。十六日，请攻鹿港。宏洛将发兵，鹿人惶恐彻夜。德功请止，不听；请应奎止之，亦不听。应奎知民冤，电禀铭传，以鹿港一攻，则沿海皆将激变，铭传乃令宏洛归应奎节制。十七日，福宁镇总兵曹克忠至自基隆，为查变也。当是时，官军叠至，九缎潜伏浸水庄。二十三日，宏洛攻之，走湖仔内庄，所至民为供食；围杨中成家，亦已走，不得一人。二十五日，各提兵归。浸水庄总理王焕，年七十，当事之起，向鹿港征饷。商人以官兵不足恃，虑被劫，潜助之，未半日而得五千金，分发民军。然彰人之变，嘉棠之罪也，铭传知其暴。二十九日，撤任，以朱公纯代之。发示安民，胁从罔治。设保安局，以绅士蔡德芳、吴景韩、吴鸿宾、刘凤翔、吴德功等理善后事。令捕施九缎、王焕、杨中成、李盘、施庆、许得龙等，余皆赦之。 十一月初六日，铭传上彰变始末，以嘉棠刚愎自肆，不洽舆情，又以丈赋不均，失民心，请撤销清赋保案，并褫施家珍、施藻修衣顶，以其比匪也。台湾兵备道唐景崧奉铭传命，赴彰会办，途次二十四庄，庄民跪道呼冤。以栋字营驻兵其内，索取李拼等犯，鸡犬不宁。景崧令撤营，至彰查核嘉棠罪状，禀请奏参。新任布政使邵友濂亦以其残酷，视民如寇仇，详请革职，永不叙用。嘉棠惧，星夜赴抚署，哭求卸罪，且谮诉鹿港官绅比匪。一时蜚语沸腾，地方复动。二十二日，铭传电拘教谕周长庚，提解游击郑荣、进士蔡德芳、生员施家珍、施藻修、吴景韩等，到辕集讯。以长庚止攻二十四庄，又招徕庄耆领旗，故嘉棠言其比匪，长庚亦讦之。铭传札饬新任彰化知县罗东之、台湾知县黄承乙会审，具供送辕。及嘉棠往北，言长庚罪，抚署中人又受贿，为左右袒。长庚已请假会试，十九日，自涂葛堀乘舟内渡，追之不及，铭传通电福州、上海等处捕之。十四年春二月，嘉义进士徐德钦获王焕，解辕讯鞠，竟无比匪情形。复提鹿商帐册，亦无援助军火数目，乃释郑荣，令赴鹿港，罚捐军糈三万两，案始结。十八年冬十二月，台湾府知府程起鹗举前都司叶永辉行清庄法，遂获李盘。既而许得龙、施庆、杨中成亦次第就捕，与王焕皆杀之。而九缎已于十六年病殁浸水庄中。或曰，潜走泉州也。 Lian Heng said: Huh!士大夫读书论世，慨然以天下为己任。而一逢其变，则缩项潜伏，身未行而气先羸；或且枉己徇人，翻然而与之合，以行其不义者，何其卑耶！光侯、九缎皆乡曲之细民，手无寸柄，而为义所迫，不顾利害。此则士大夫之所不敢为，而彼肯为之，何其烈耶！其事同，其志同，故并传之。
