李宗仁本来是想组织一个“和平内阁”,即行政院主要成员以主和派为主,这样便于与中共打交道,可是谁都不愿出头组阁。最后,他不得不请蒋介石系统的重要人物何应钦组阁。何躲在杭州,虽有心当行政院长,但他不能不看老蒋的脸色。最后老蒋点头了,何应钦方敢赴任组阁。 何应钦出任行政院长使美国人大失所望。3月12日,美国驻天津的总领事将商会的一份备忘录转交华盛顿当局: 过去两三天中美国的广播消息说,一个为数一亿五千万美元的进一步给国民政府军事和经济援助的法案可能提交国会,天津的美国人对此表示惊讶,因为他们在两个月前曾有过不愉快的经验,他们目睹共产党军队占领了天津,这些军队所配备的,几乎全部是从满洲国民党军队那里实际上是未经作战而缴获的美国武器及其他装备。 天津的美国人认为美国进一步援助这样一个政府的唯一后果,只会更加增强共产党的力量,这个政府已证明是如此颟顸无能,以致我们所给予的援助大部分已转入共产党的手里。他们感到蒋委员长表面上引退对国民政府的性质并没有起多少影响,特别是鉴于何应钦被选任作新的行政院长一事。何应钦是把中国弄到目前这样可怜地步的典型人物。他们觉得,我们反对共产主义的世界性的政策,不应该强使我们去支持一个已经失掉本国人民支持的、悲惨的、无能的和腐败的政府。他们相信,在此关头,对一个已经是完蛋了的政府作进一步的援助,将是没有用处的。他们觉得目前的局势只能由中国人来解决,暂时我们应该采取旁观的政策。 美国当局对李宗仁态度的改变,最初源于李与苏联大使罗申的接触。当时,中外人士普遍过高地估计了莫斯科对中共的影响力,李宗仁也不例外,他一上台就立即约见罗申,请求苏联对中共施加影响,调停国共之间的内战。罗申当然不会忘记应抓住一切机会削弱美国在华势力,经过一番讨价还价,双方达成了一个协议草案: 一、中国在将来的任何国际冲突中严守中立; 二、在最大可能的范围内消除美国在中国的影响; 三、建立中国和苏联间真正合作的基础。 随后,罗申携草案回莫斯科向斯大林汇报。李宗仁天真地认为美国当局会容忍他“不得已而为之”的举动,谁知美国当局竟于1月23日派人拜会司徒雷登,要求美国发表一个支持李宗仁的声明,并将与罗申商定的三点协议草案和盘托出。 司徒雷登听得目瞪口呆。李宗仁的代表一个劲儿地解释:“只有莫斯科才能阻止中共的军事行动,答应罗申的条件是权宜之计,请大使先生并华府当局理解我们的艰难处境,我们绝不会在事实上损害美国盟友的利益。” 当司徒雷登将这一情况报告国务卿时,艾奇逊回电说:“李宗仁为了达到加强他地位的目的,要求一个支持他的美国声明,而同时他和苏联商谈的协议草案,却要从中国消除美国影响,这是令人难以置信的。” 美国拒绝了李宗仁的要求。 随着时间的推移,华盛顿终于认识到他们曾寄予厚望的“代总统”实际上是一个摆设,根本就起不了作用。于是渐渐疏远了他,并最终中止了对国民党的军事和经济援助。 美国大使馆驻广州的临时代办曾致电华盛顿: 从那时起,美国对国民党已经彻底绝望了。司徒雷登奉令直接与中共进行试探性接触,以承认新中国为条件,妄图换取新中国在外交上不要向苏联一边倒。 这就是司徒雷登在解放军横渡长江、占领南京时,仍留在大使馆的原因。 而那时,包括苏联大使罗申在内的几乎所有外国使节,均随国民政府迁往了广州。司徒雷登是唯一的例外。 1949年1月31日,苏共中央政治局委员米高扬访问西柏坡,毛泽东同他谈了三天,政治、军事、经济、外交、民族、宗教等面面俱到,其中心是新中国政权的建立和政策方针。 对国际、国内要求中国恢复和谈的呼声和建议,毛泽东的回答是:“我们同意在八项条件的基础上与南京方面举行和谈,谈不成,人民解放军立即过江;谈成了,人民解放军也要过江。” 至此,莫斯科已经摸清了中共对和谈的态度,于是打消了充当国共和谈调解人的念头。与此同时,美、英、法三国也先后拒绝了南京当局要求各大国出面调停中国内战的邀请。 李宗仁在四大国拒绝当调解人的情况下,只得依靠国内的政治力量来推动和谈。他先后支持南京、上海的所谓“人民和平代表团”飞赴北平,“帮助政府和共产党人之间搭桥”。 代表团带回去的信息是:“和平有望。” 李宗仁在南京召集何应钦、张治中等开会,决定以如下三条为将来和谈的指导思想: 一、和谈必须建立在平等的基础上,绝对不能让共产党以胜利者自居,强迫我们接受不体面的条件; 二、不能同意建立以共产党为统治的联合政府,应建议停火,在两党控制区之间划一条临时分界线; 三、不能全部接受所谓八条,而只同意在两政府共存的条件下讨论八条。 其核心内容是:划江而治,搞南北朝。 会后,张治中到溪口去征求蒋介石的意见。蒋介石对“划江而治”当然不会反对,他需要“养伤”的时间,以利将来伺机反扑。 3月26日,中共中央正式派周恩来、林伯渠、林彪、叶剑英、李维汉为和谈代表,以八项和平条件为基础,自4月1日起在北平开始谈判。 此前一天,即3月25日,中共中央由西柏坡移驻北平。当日下午3时,南苑机场上空忽然升起三颗照明弹,十几辆敞篷吉普车由南向北缓缓驶入机场。 这是四野历史上一个具有重大意义的事件,毛主席、朱总司令等中央首长检阅华北军区和四野驻北平部队。 根据中央军委1月15日《关于改各野战军番号事》的电令精神,东北野战军于3月11日奉令正式称为中国人民解放军第四野战军。毛、朱、刘、周、任五大书记在林彪、罗荣桓的陪同下开始检阅四野部队。 炮兵、装甲兵和步兵排列着整齐的方队,一面面英雄的战旗迎风飘扬。这是毛泽东第一次直观地感受到自己的军队发生的质的飞跃,此前他只是在林、罗的电报中得知东野拥有多少门大炮、多少辆坦克、多少辆汽车,装备质量如何不断提高。 毛泽东戴着一顶太阳帽,灰布大衣的领子都磨破了。参加检阅的还有沈钧儒、李济深、黄炎培等民主人士,他们十分感慨地说:“毛泽东不愧是人民领袖,这种场合都拿不出一套像样的衣服。” 当夜,中央机关和解放军总部移驻香山,毛泽东下榻于双清别墅,直至半年后的9月21日始移居于中南海菊香书屋。毛泽东在香山的第一件大事是处理国内和平谈判和指挥军队做好渡江的准备。 南京方面也立即发表张治中、邵力子、黄绍竑、章士钊、李蒸等为和谈代表。 首席代表张治中再次飞赴溪口,他明白老蒋不点头,什么协议都算不得数。 蒋介石看了《预拟与中共商谈之腹案》,说:“我没有什么意见。你这次负担的是一项最艰苦的任务,一切要当心!” 张治中如释重负地自杭州飞返南京,在飞机上屈武忧心忡忡地说:“在溪口,老蒋身边的人曾恶狠狠地说:'张先生这样热心和谈,将来是没有好结果的!张先生太天真了,现在还讲和平,共产党愿意和平吗?他会死无葬身之地的!'” 南京城里在夜深人静之时隐隐可闻江北的炮声。解放军打到江边上来啦!国民党的特权阶层惶惶不可终日,他们清楚靠武力无法阻止解放军过江,只能寄希望于张治中的和谈了! 4月1日上午,立法院特别休会半天,全体立法委员到明故宫机场为张治中等送行。中央航空公司特别将“空中行宫”号专机调拨给代表团。 飞机缓缓滑离跑道,载着南京统治者不切实际的幻想飞上了蓝天。 下午2时,飞机降落在北平南苑机场,让张治中甚感意外的是中共派来迎接的三人他都不认识。一位是北平副市长徐冰,一位是中共和谈代表团秘书长齐燕铭,还有一位名头稍响点,是林彪的参谋长刘亚楼。 中共的和谈代表一个都没来! 张治中明显感到受到了冷遇。他过去长期参与国共谈判,与周恩来等私交不错,连毛泽东都称他为“老朋友”。对这次,他百思不得其解。 当晚6时,周
