During this period, the Central Committee of the Communist Party of China further improved the strategic deployment of liberating Guangdong and Guangxi. On August 1, 1949, the Central Committee of the Communist Party of China approved the establishment of a new South China branch, appointing Ye Jianying as the first secretary and Zhang Yunyi as the second secretary.The South China Branch is under the leadership of the Central China Bureau and is responsible for the liberation of Guangdong and the management of Guangdong and Guangxi. On September 7, Ye Jianying held a combat meeting in Ganzhou, and jointly formulated a combat plan for the liberation of Guangdong with the heads of the Chen and Deng corps. Previously, Ye Jianying served as the Chief of Staff of the People's Liberation Army and the mayor of Beiping. He is a native of Guangdong and has experience in taking over Beiping City. This is an important reason why the central government sent him to work in Guangdong. At the meeting, Ye Jianying conveyed the instructions of the Central Committee and the combat plan discussed with Lin Biao in Wuhan. After careful study, he and Chen Geng jointly called the Central Military Commission, Lin Biao and Deng Zihui on the 8th:

Battle plan: 1. If the enemy defends the Qujiang and Yingde lines and resists stubbornly, the 4th Corps will divide one part from the west of the railway to the enemy's left side; the main force will advance along the Yuehan Road and the east and west sides. 3. The two arterial highways from Ganzhou via Qujiang, Wengyuan, and Conghua to Guangzhou, and from Nankang via Longnan, Heping, and Heyuan to Guangzhou, should be repaired by the engineering units of the 4th and 15th Corps to facilitate transportation.
