Chapter 21 Party Organization Issues

The organizational problems of the Red Army Party have now reached a very serious stage, especially the poor quality of party members and lax organization, which have greatly affected the leadership of the Red Army and the implementation of policies.The General Assembly made a detailed analysis and decision on this issue.Comrades should stand on the spirit of the congress and work hard to reform the party organization, so that the party organization can truly shoulder the party's political tasks, and only then can success be considered. 1. The party's organizational line (1) The line for the development of party members, with combat soldiers as the main target.At the same time, non-combatant soldiers such as masters and orderlies should not be ignored.

(2) Establish a branch for each company and a small group for each shift. This is one of the important principles of Party organization in the Red Army.In units with too few party members, when it is actually impossible to form a team for each class, the platoon is temporarily used as a unit to form a team, and the team members are allocated to each class in a planned way, but it must be understood that this is a transitional method. (3) The Red Army's original group organization method, that is, the mixed organization method of cadres and ordinary members, intellectuals and laborers, is quite correct.However, there is still a lack of well-planned compilation of various elements with different backgrounds, different abilities and different abilities. More attention should be paid to this point in the future.As for simply organizing cadres and elements into small groups, that is unacceptable.

2. The problem of loose party organization (1) The organizational status of the Fourth Army Party: 1. Membership is too casual, and many people who are not qualified as party members are also recruited. In particular, officials do not require any conditions, and they are all recruited.As a result, the quality of the party has deteriorated. 2. The work of the party departments at all levels has solved the problem, but it has completely forgotten the task of educating comrades.Meetings of a training nature, such as activist meetings, book, publicity, and group joint meetings, committee and group joint meetings, branch meetings, column or detachment [7] party member meetings, etc., are held very rarely.

3. General lax discipline.Especially in the case of important tasks and no one to replace him, the mistakes he made are often perfunctory and no discipline is enforced.This is true for one person, and it has to be the same for others, so the discipline is generally relaxed. 4. Since all the officials have become party members, as a result, all the staff of the military and political organs pay little attention to their social and professional work. They all think that social and professional work is the work of the party, and the two are inseparable.For example, there are almost no military work conferences and political work conferences at all levels. Everything is thought to be done after the party decides, and the fact that party members play a central role in social work is almost out of the question.

5. The relationship between superiors and subordinates is not close.Reports from subordinates have few comments or instructions from superiors.Lower-level meetings are rarely attended by superiors.This is certainly due to the incomplete organization of the higher-level organs, but the attitude of the higher-level organs is not positive, which is also one of the reasons for the lack of guidance to the lower-level organs or the lack of detailed guidance.In particular, there is a general lack of detailed guidance for practical work, such as the guidance for a unit to launch a guerrilla attack; there are also some units that have almost no rough guidance.

6. Many branch meetings and group meetings were not held on time. (2) Correction route: 1. Strictly wash away the old foundation.For example, those with erroneous political concepts, eating opium, making foreign fortunes, gambling, etc., who persist in repeated warnings, regardless of cadres or non-cadres, will be purged from the party. 2. Requirements for new members to join the party in the future: (1) There are no mistakes in political concepts (including class consciousness); (2) faithful; (3) Have the spirit of sacrifice and be able to work actively; (4) There is no concept of making money abroad;

(5) Do not eat opium and do not gamble. Only those who meet the above five conditions can be introduced to join the party.The introducer must first check whether the person being introduced really meets the above conditions, and go through the necessary introduction procedures.After being introduced to join the party, the new party members should be told in detail about the life of the branch (including secret work) and the main points that party members should abide by.The introducer should bear considerable responsibility for the person introduced.The branch committee should send someone to talk to the person who will join the party to check whether they have the conditions for joining the party.

(3) Party headquarters at all levels not only solve problems and guide practical work, but also have the important task of educating comrades.All kinds of meetings to train comrades and other training methods such as training classes and seminars must be held in a planned way. (4) Strictly enforce discipline and abolish the perfunctory phenomenon of discipline. (5) Distinguish between the social occupation of party members and the nature of the party's work.Every party member (except for those who have undertaken important or special tasks in the party and are revolutionary professionals) must undertake a social occupation, and at the same time undertake the work assigned to him by the party in his social occupation.

(6) The work attitude of party departments at all levels should be more active than before.Subordinates should have detailed reports to their superiors, and superiors should have detailed discussions and replies to these reports, and try their best to send people to attend subordinate meetings. They should not use the excuse of small number of workers, weak working ability and insufficient working hours to cover up their inactivity. , and neglect these tasks. (7) Branch committees and party departments at all levels above the branch committee should, in a planned way, prescribe materials for discussion at branch conferences and group meetings every month, set a date for the meetings, and strictly supervise and urge the meetings to take place.

3. How to make party members interested in going to the meeting (1) Reasons why party members are less interested in attending the meeting: 1. Do not understand the meaning of the meeting.The important significance of the branch meeting is to solve the problem first.All issues of struggle and internal issues must be discussed at conferences to resolve them.If he does not attend the meeting or does not actively express his opinions at the meeting, it means that he does not understand the political significance of the meeting, that is, he is not interested in the struggle. Anyone who is active in the struggle must be enthusiastic about attending the meeting and speaking enthusiastically.The second is to educate comrades.The meeting not only solved the problem, but also in the process of solving the problem, it was necessary to examine the environment of the problem and refer to the instructions of the superiors, so that the minds and talents of the comrades were mobilized. Their minds have also become politicized and practical.Every comrade is politicized and practical, and the fighting capacity of the party becomes stronger.That's the educational value of the conference.Because members of the Red Army do not understand these meanings, this is the number one reason why they do not love or have little interest in attending meetings.

2. The resolution is not implemented, or the request from the superior has not been answered for a long time, thus reducing the interest in discussion. 3. The person in charge did not prepare well in advance.No agenda is prepared, the content and circumstances of the problem are not clear, and no opinion is prepared on how to solve the problem. 4. The chairman easily stops a party member from speaking, and if the speech occasionally goes off topic, he is immediately banned, and he becomes frustrated and silent.If there is something wrong in the speech, in addition to stopping, you will also laugh at him. 5. The feudal order of the meeting place is rigid and lifeless, and going to the meeting is like going to prison. (2) Correction methods: First, the meeting should be politicized and practical. Second, the great significance of the meeting must be reminded to comrades from time to time, especially new party members and party members who are not active in their work. Third, don't make decisions lightly. Once a decision is made, it must be resolutely implemented. Fourth, higher-level organizations should promptly answer questions from lower-level organizations, and don't delay too long and lose steam. Fifth, the person in charge must prepare an agenda in advance, and the agenda must be specific; first investigate the content and environment of the problem clearly, and think about how to solve it first. Sixth, the chairman guides the meeting to use good technology, and guides the discussion of the masses to a certain issue; but for important developments that go beyond the topic, not only do not kill the scenery to stop him, but also cherish it. Grasp the main points of this development, introduce it to the public, and set up new topics so that the meeting will be interesting, the problems will be truly resolved, and the meeting will truly realize the meaning of education. Seventh, abolish the feudal venue order.If the meeting place of the Communist Party reflects the active and lively spirit of the proletariat, make these into order. 4. Red Army Party Youth Organizations and Their Work (1) The interests of the young and middle-aged in the army cannot be separated from the interests of adults, and the regiment has no special work targets.In addition, the party's small group is only conducive to the struggle when it is built as a unit.Therefore, there is no need to set up regiment groups in the Party branch. (2) Because the young and middle-aged party members have different emotions than adults, it is necessary to receive a special youth education in addition to general party training.And because winning over the young workers and peasants is one of the party's important tasks, there must be a special organization to undertake this kind of work.Therefore, young party members under the age of 20 should be set aside in the branch (except for special circumstances such as those who hold important party work), and a youth work conference should be established.In addition to regular and planned meetings held by the brigade[8], detachments and columns should also hold meetings at their own discretion. (3) In order to plan the education of young party members, plan ways to win over young workers and peasants, and guide youth work meetings, the front committee and the vertical committee[9] each set up a youth work committee with five members, and the detachment committee and the branch committee each set up a youth work committee. Set up a youth committee member to work under the guidance of party departments at all levels. V. Relationship between Political Commissars and Inner-Party Work In principle, the secretaries of the party committees at the two levels of the brigade, detachment, and detachment should not serve as political commissars, but they can temporarily serve as political commissars in units that lack staff. Under the circumstances, he can be appointed as the special commissioner of the party, and has the task of guiding the work of the party department at that level. 6. The issue of the highest party headquarters directly under the team The directly subordinate teams of the army and each column all organize the directly subordinate team committees as the highest party headquarters, with five to seven committee members. 7. Problems with the Soldiers Association Party Group[10] The brigade soldiers will not set up a party group, and the work is guided by the branch committee [11].The soldiers in the column will set up a party group, which is under the guidance of the vertical committee.
