Chapter 33 Twenty Negotiating Opinions to the Kuomintang

(May 15, 1944) Comrade Yibiwu [1] Zhuan Boqu [2]: The branches, ashes, and papers are all available, and the reply is as follows: (1) Wang and Zhang [3] have repeatedly asked us for specific opinions, so they decided to propose three items for the whole country and seventeen items for the two parties. Tomorrow, the Ministry of Military and Political Affairs will send it to Wang and Zhang. (2) In order to save the other party's face, the full text of the negotiation is not to be released to the public for the time being, but when it is found that the other party is not sincere, it is ready to be published.

(3) In order to avoid irritation, Wang and Zhang pointed out that the restoration of the new No. 4 number and the 58% resistance to the enemy were not raised. (4) The Lin case[4] has been rejected by He Yingqin[5], and the situation has changed greatly over the years , so a new case is required. (5) The army must not be less than the five armies and sixteen divisions. Comrade Xu Xiangqian [6] must form one army, and the border areas must form one division. Lin case's fourth army and twelve divisions are no longer applicable; Willing to be under the command of the government, the 47th Division of the 16th Army should be formed, and this point should also be mentioned.

(6) The Border Region should be renamed the Shaanxi-Gansu-Ningxia Border Region to conform to the actual situation. There may be a civil administrative office with elected personnel, additional government committees, and directly under the Executive Yuan. Other regions follow the same pattern. (7) The border areas and the base areas behind the enemy should ask the government to allow the issuance of local banknotes. This point must be insisted on (or not mentioned). (8) Democracy facilities in border areas and places behind enemy lines cannot be changed. (9) If the other party admits that the CCP can run party newspapers all over the country, we can admit that the other party runs party newspapers in our party area in exchange.

(10) For the rest, please negotiate according to the spirit of Article 20. (11) Asking the other party to submit the draft of the "reminder" [7] to us for review first, and after the agreement is complete, the formal reminder will be handed over to me.If it is not negotiated in advance (content and text), it is the one-sided opinion of the other party, and we are not responsible for its implementation. Mao Zedong Delete Printed from manuscript. Comrade Bo Qu, chairman of Erlin: Grey, text and two telegrams. Please submit the following documents to Wang Shijie and Zhang Zhizhong, and negotiate with them. The full text is as follows:

"In order to overcome the current difficult situation, repel the Japanese attack, and earnestly prepare for the counter-offensive, the CCP believes that the only way is to implement democracy and strengthen unity. For this purpose, the CCP hopes that the government will solve some urgent problems. These problems are related to the national Regarding the political aspects, those who are concerned with the outstanding cases of the two parties are hereby stated frankly as follows. A. Regarding national politicians: (1) Request the government to implement democratic politics and freedom of speech, press, assembly, association and personal freedom.

(2) Ask the government to open the party ban, recognize the legal status of the CCP and all patriotic parties, and release patriotic political prisoners. (3) Ask the government to allow the implementation of real local self-government for the people. B. Regarding the unsolved case between the two parties: (1) According to the needs of the Anti-Japanese War, the achievements of the Anti-Japanese War, and the actual number of existing troops, the government should be asked to organize the Chinese Communist Army into sixteen armies and forty-seven divisions, each with 10,000 people. In order to make compromises, at least five armies and sixteen divisions are currently given designations.

(2) Request the government to recognize the democratically elected anti-Japanese governments in the Shaanxi-Gansu-Ningxia Border Region and the anti-Japanese base areas in North China, Central China, and South China as legitimate local governments, and to recognize the various facilities needed for the Anti-Japanese War. (3) For the CCP’s defense line, the status quo will be maintained during the War of Resistance, and it will be agreed upon after the War of Resistance ends. (4) The government is requested to provide sufficient material assistance to the Eighteenth Group Army and the New Fourth Army.Since 1940, the government has not provided assistance for bullets, pills, coins, or grains of rice. Please change this situation.

(5) The Allied countries[8] should ask the government to distribute the arms, ammunition, medicines, and money aided to China by the Chinese armies fairly, and the Eighteenth Group Army and the New Fourth Army should receive their due share. (6) Request the government to order the military and government agencies to lift the military and economic blockades on the Shaanxi-Gansu-Ningxia Border Region and the anti-Japanese base areas. (7) Request the government to order military agencies to stop military attacks on the Central China New Fourth Army and Guangdong guerrillas. (8) Request the government to issue a decree to revoke titles that slander and insult the Communist Party, the 18th Army, the New Fourth Army, and anti-Japanese democratic areas, such as 'traitor party', 'traitor army', and 'traitor area'.Such slanderous and insulting titles, which used to be secretly popular, have more recently been published openly in the newspapers.

(9) Ask the government to stop the sabotage activities of secret agents against the Communist Party, the Eighteenth Army, the New Fourth Army, and anti-Japanese democratic areas. This kind of activity has intensified, and the CCP has obtained sufficient evidence. If it is not stopped, it will seriously and greatly hinder unity. (10) The government is requested to order the party and government agencies to release the arrested persons in various places, such as Ye Ting, an officer and soldier of the New Fourth Army captured during the Southern Anhui Incident, Liao Chengzhi, Zhang Wenbin, etc. from Guangdong, Xu Jie[9], Xu Mengqiu, Mao Zemin, Yang Zhihua, and Pan from Xinjiang Similarly, Luo Shiwen, Che Yaoxian, Li Chun, Zhang Shaoming, etc. from Sichuan, He Bin, etc. from Hubei, Liu Ying, etc. from Zhejiang, Xuan Xiafu, Shi Zuoxiang, Li Yuhai, Chen Yuanying, Zhao Xiang, etc. from Xi'an.These people are all patriots, please restore their freedom to facilitate the resistance against Japan.

(11) Please ask the government to prohibit the publication of rumors and slanderous remarks against the CCP in newspapers and periodicals. For example, Xi’an secret agents claimed that dozens of people including Wang Shiwei were shot in Yan’an, and they pretended to be Wang Shiwei and other relatives and friends to hold a memorial service in Xi’an on March 29. Yes, they published memorial advertisements and memorial news in newspapers, but in fact Wang Shiwei and others never cared about being shot.It seems that such a complete rumor and intentional slander should be ordered to correct it and stop similar things from happening again.

(12) It is also confirmed that the secret service agencies in Xi'an are preparing to file a complaint against foreigners by disguising various people and forging various documents along the way when the foreign journalist group arrives in the Northwest. There are more than ten crimes fabricated by the CCP.This not only hinders unity, but also insults the national system. Please stop it from the government. They pretended to forge, tracked and instructed, and ran around to arrange. The CCP has sufficient evidence. If it is not stopped, it will inevitably cause unpleasant consequences. (13) The government is requested to allow the CCP to run party newspapers all over the country, and the CCP also allows the Kuomintang to run party newspapers in the Shensi-Gansu-Ningxia Border Region and the anti-Japanese democratic areas behind the enemy lines. (14) Request the government to stop unreasonable censorship of the Chongqing CCP's "Xinhua Daily" (such as prohibiting publication of the 18th Group Army and the New Fourth Army's combat news, prohibiting publication of CCP documents, etc.), destroying publication, threatening subscribers, withholding mail, etc. (15) The government is requested to distribute 101 boxes of medicines from Britain and the United States to aid the 18th Group Army still detained by the government forces in Sanyuan. (16) Ask the government to allow the restoration of two radio stations in Chongqing and Xi'an to facilitate communication. (17) Request the government to allow the representatives of the Communist Party of China and the staff of the 18th Group Army Office to travel freely between Chongqing and Yanjian and Xi and Yanjian, and allow the staff of the Xi and Chongqing offices to live and purchase daily necessities in these two places freedom.
