Chapter 25 on constitutional issues

(March 1, 1944) All central bureaus and central sub-bureaus are transferred to the district party committees: Regarding the issue of constitutionalism: (1) Under the pressure of the international and domestic situation and the demands of public opinion, the Kuomintang had no choice but to allow constitutionalism to be implemented within one year after the end of the Anti-Japanese War at the Eleventh Plenary Session[1], and allowed various localities to discuss constitutionalism issues under its various restrictions.Although its purpose is to deceive the people, so as to delay the time and stabilize the rule of the Kuomintang, as long as the people are allowed to discuss, it is possible to gradually break through the restrictions of the Kuomintang and push the democratic movement forward. (2) The central government decided that our party would participate in this kind of constitutional government movement, in order to attract all possible democrats around itself, to achieve the goal of defeating the Japanese invaders and establishing a democratic country. (3) In addition to the representatives of our party who have participated in the meeting of the Constitutional and Political Consultative Conference convened by the Kuomintang in Chongqing, a symposium on constitutional government has also been held in Yan'an.Each base area can also hold a symposium with the participation of a majority of non-Party people at an appropriate time, so as to unite these non-Party people under the goal of true democracy.He also explained the party's policy on the constitutional movement to the party cadres, prevented the deviation from the left and the right, checked the implementation of the "three-three system" [2], and strived to consolidate democratic cooperation with non-party people.
