Chapter 19 Ten Policies of Anti-Japanese Base Areas[1]

(October 1, 1943) This instruction mainly explains the importance of rent reduction this year, production next year, and the campaign to support the government and love the people next spring.Other policies have been repeatedly instructed and will not be repeated here.But you should know: Among the various policies implemented by our party in each base area, there are ten items that are most important at present.These ten policies are: first, fight against the enemy; second, streamline the army and streamline administration; third, unify leadership; fourth, support the government and love the people; fifth, develop production; sixth, rectify the three styles; seventh, review cadres; eighth , current affairs education; ninth, "three-three system" [2]; tenth, rent reduction and interest reduction.These ten policies are inseparable from each other.In the fall and winter of this year, the central bureaus, central sub-bureaus, district party committees, and prefectural committees must make a summary of the ten major policies for this year (there is no need to hold very large and long meetings, and only review the ten major policies one by one).At the same time, the idea of ​​linking the top ten policies must be widely publicized within the party, so that the whole party must first let the cadres understand that it is only complete and not incomplete (for example, in a certain place, it is not necessary to implement support for the government and love the people and Wu Manyou [3] ] Production methods, etc.) and earnestly rather than carelessly implementing these ten policies that are consistent and consistent can achieve the goal of overcoming difficulties and welcoming the light.But as long as all comrades in the Party conscientiously implement the ten major policies, we will certainly be able to create many favorable conditions and achieve the goal of overcoming difficulties and ushering in the bright future.We are sure to overcome all difficulties, our future is infinitely bright, we must overthrow Japanese imperialism and establish a new China of freedom and equality!
