(June 28, 1946) Nie Xiao, Liu Luo[1], and told Zihua[2]: Twenty-six electricity [3] is noted. (1) Your strategic opinion is correct. (2) After the Kuomintang fights, your basic task is to defend the local area and seize the three roads and four cities. (3) Four independent brigades in Jehol[4], two brigades each in eastern Hebei and central Hebei, two regiments in Shangdu and other local troops, all for local defense. In the local defense war, when it is absolutely necessary, the temporary gains and losses of a city and a place are not surprising. (4) When the enemy attacks Chengde, your main force is not to defend Chengde (because it will be exhausting and futile), but to take advantage of the enemy and advance northward, concentrating the four columns of Yang, Yang, Guo, and Zhao [5] and Jizhong, Hebei and Jin made every effort to hold the Battle of Ping-Han, occupying the entire Ping-Han Road from Changxindian to Shimen, and occupying the two cities of Baoding and Shimen.

(5) There are seven advantages to holding the Ping-Han campaign: first, it can concentrate the maximum force; second, it can break through Hebei, Jin and central Hebei; The strategic cooperation between Hebei and Eastern Hebei; Seventh, the line may be consolidated after it is seized. Therefore, I hope that you will use all your strength to organize the Ping-Han Campaign, and complete the preparations within half a month and be on standby to attack. (6) After the victory of the Ping-Han Dynasty, three columns of the main force, no less than 20 regiments and 40,000 people, entered Shanxi to act as the main force to seize Shanxi. First, cooperate with the various districts of Shanxi to capture the two lines of Zhengtai and Tongpu, and wipe out Taiyuan and Datong. All the enemy strongholds outside the area will merge the five districts of Jijin, Jinsui, Luliang, Taihang, and Taiyue into one, and then seize Taiyuan and Datong by camera.

(7) The field army has Xiao Ke as its commander and Luo Ruiqing as its political commissar. (8) Cheng Zihua and Li Yunchang[6] were responsible for the military leadership in Hebei Reliao. (9) All attacks on the Pinghan, Zhengtai, and Tongpu 3rd Roads are siege warfare. We hope that we will immediately train in siege techniques, prepare more dynamite, and process it day and night in factories that manufacture dynamite. (10) It will take six months or more to prepare for the capture of the Three Routes and Four Cities (Baoding, Shimen, Taiyuan, and Datong), but this task must be completed.

(11) Liu and Deng [7] have other tasks and cannot cooperate with you to attack Shimen with the main force. (12) Let me know what your opinion is.
