Chapter 48 At present, Northeast China should still give top priority to work in rural areas and small and medium-sized cities

(May 19, 1946) Northeast Bureau, Beiman[1] Branch: Although we have won the two big cities of Changsha and Kazakhstan[2], the work in the countryside and small and medium-sized cities is still the first priority. We must not pile up a large number of cadres in Changsha and Kazakhstan.Counties should be ordered to intensify military training, suppress bandits, and solve land problems. This year, all or most of the land problems must be solved.Once the land problem is solved, there will be soldiers, bandits will be easily suppressed, and the big cities will be consolidated.For this purpose, a group of cadres should be selected from counties in South Manchuria and East Manchuria[3] where mass work has been carried out relatively deeply, and transferred to counties in North Manchuria to do mass work.The mass work in more than ten counties on both sides of Changha Road is very important.
