Chapter 47 Strive for the armistice in Northeast China and countermeasures to stop the civil war in the whole country

(May 15, 1946) Each bureau, Zhou, Ye Luo, Rao Liwu[1]: About the current situation and countermeasures: (1) In addition to fighting in the Northeast, the Kuomintang is actively preparing for a national civil war. However, because the US policy is not in favor of the national civil war, except for generally supporting Chiang[2] and assisting Chiang in fighting in the Northeast, Chiang is not in favor of our military strength and international public opinion. And people in the country have concerns, so they dare not launch a national civil war immediately, but their preparations are extremely active.

(2) The policy of our party is to strive for a truce in the Northeast and to stop the civil war in the whole country, or at least to postpone the civil war in the whole country.Therefore, I should take the following countermeasures: A. Do not challenge the Kuomintang. If the Kuomintang "nibbles" or attacks me, I must resolutely repel them and regain the lost ground, otherwise the other side will make progress, and the civil war will be faster in the future.But I must stick to my self-defense position and not take the initiative to attack the other side. Disputes arise, and after the struggle, the executive team will mediate them, so that I am in a reasonable and advantageous position.B. Adjust the work of the executive department and the executive teams to improve relations with the Americans. No matter how much the Americans favor the country, apart from arguing with reason, as long as the United States does not resume the Hurley[3] policy and instigate a national civil war , I should win over Americans as much as possible.In recent times, some places have had bad relations with the Americans. Of course, this is due to the bad attitude of the Americans, but our efforts to win over Americans are also insufficient. In the future, we should pay attention to studying the work of winning over Americans.That is to say, we must also pay attention to winning over the representatives and officials of the state.In short, where our rights lie, we must fight hard, and the other party’s unreasonable demands must be rejected, but the general spirit is to seek to resolve disputes on the basis of not suffering losses, rather than to expand disputes.C. On the northeast side, on the one hand, we will fight resolutely. The longer the support for the defense of Siping Street, the better. On the other hand, our foreign negotiators should emphasize the truce and strive for it.Regarding Rehe[4], because Fang Yuanyuan deployed troops to expand the civil war in Northeast China, I had to attack Jinrelu[5].D. In addition to intensifying combat operations in the Northeast and at the same time paying close attention to rent reduction and production, all liberated areas should pay close attention to the three major tasks of military training, rent reduction and production, and must make remarkable achievements within the next six months, that is, to stop the civil war throughout the country.If the Kuomintang is about to start a civil war, I can completely smash it and make myself invincible.The next six months will be divided into two phases, one in May, June, and July, and one in August, September, and October.
