Chapter 8 Eleven Opinions on Negotiations with the Kuomintang

(August 30, 1945) Liu[1] transferred to the Central Committee: I hereby telegraph the eleven-point opinions [2] put forward by Zhi Riyou Zhou orally to the national representatives Zhang, Zhang, Wang, and Shao as follows: 1. Realize national reunification on the basis of peace, democracy and unity, build an independent, free and prosperous new China, and thoroughly realize the Three Principles of the People. 2. Support Mr. Jiang [3] and recognize Mr. Jiang's leading position in the country. 3. Recognize the equal and legal status of the Kuomintang and the Communist Party and all anti-Japanese democratic parties, and establish the policy of long-term cooperation and peaceful nation building.

4. Recognize the merits and legal status of the troops and local governments in the Liberated Areas in the War of Resistance Against Japan. 5. Severely punish the traitors and disband the puppet army. 6. Re-demarcate the surrender area and participate in the surrender work. 7. Stop all armed conflicts, and all ministries will temporarily stay where they are and stand by. 8. In the process of ending party rule, quickly take necessary measures to achieve political democratization, nationalization of the military, and equality and legitimacy of parties. 9. Necessary measures for political democratization:

A. The national government convenes a political meeting of representatives of all parties and non-party parties to discuss the state affairs and discuss issues such as the grand plan of uniting and building the country, the democratic governance program, the participation of all parties in the government, re-election of the National Assembly, and the aftermath of demobilization after the War of Resistance. B. Establish the provincial system and trust the localities. The Shaanxi-Gansu-Ningxia Border Region and the five provinces of Rehe, Chahar[4], Hebei, Shandong, and Shanxi are requested to appoint members selected by the CCP as the chairman and committee members of the provincial government to organize the provincial government. Others in Suiyuan [5] Henan, Jiangsu, Anhui, Hubei, Zhejiang, Guangdong and the four special cities of Northeast provinces and Ping, Tianjin, Qingdao and Shanghai, please appoint persons elected by the CCP as provincial vice-chairmen, vice-mayors and committee members.

C. Actively promote local self-government and implement bottom-up universal suffrage. D. National amnesty. E. Implement emergency relief. 10. Necessary measures for the nationalization of the military: A. Reorganize the national army in a fair and reasonable manner, and determine the phased implementation plan.The number of regular troops in the Liberated Areas has reached 1.2 million, and it is planned to gradually form 16 armies and 48 divisions. B. Redraw the military area and determine the system of levy and compensation.The garrison areas of the sixteen armies in the above article should be concentrated in the Huaihe River Basin and the area north of Longhai Road.

C. Guarantee the personnel system, and appoint former army personnel as officials at all levels in the above-mentioned reorganized army. D. The CCP and local military personnel shall participate in the work of the Military Commission and its ministries. E. Establish the North Parallel Camp and the North Political Committee, and appoint members of the Communist Party of China as directors. He and the rest of the bureaucrats will be trained in divisions.
