Chapter 85 Take the north-south shipping, navigation and postal services as a major event

(3) For items such as ships, airplanes, postal services, and telegraphs that are transferred from the hands of the Kuomintang to our hands, we should allow the civil aviation companies (China National Aviation Corporation, Central Airlines [3]) to be in the first place regardless of the shipping industry. Ping, Tianjin, and Qinhuangdao resumed navigation.The Beiping Telecom Bureau has not stopped, and the Tianjin Telecom Bureau should also prepare to resume power supply.Postal services and transportation in Pingding, Tianjin and the South should also be restored.Exchanges at banks, banks, post offices and merchants should also resume.After passing the ship, sailing, post, electricity, and remittance, our inspection should not be too strict.In dealing with spies, success should be obtained mainly from mass work and insider work, not from restricting traffic and communications.The Kuomintang in Beijing, Shanghai, Han and other places will inevitably use our restoration of transportation and communication to send some spies to Ping, Tianjin and contact each other.However, some spies were added in Ping An and Tianjin, and some spies were reduced in Beijing, Shanghai, and Han, so the total number of spies did not increase.And Beijing, Shanghai, and Han will belong to us in a few months.Therefore, you should regard the north-south shipping, navigation, mail, electricity, and remittances as a major event, and you should not take a negative attitude.The return of the Nanjing delegation had a very good impact on me.Now the Shanghai delegation is here again, and Wuhan and Changsha may also send delegations in the future.These delegations were all representatives of the bourgeoisie and gentlemen, some of whom were Kuomintang members.They were in a situation where the Kuomintang was about to perish and our army was about to occupy the whole country, so they had to find a way out from us.This is a phenomenon that is beneficial to our development, so we should deal with these delegations well.The General Front Committee, Dong Bo[4], and Peng Ye are jointly responsible for discussing and proposing specific measures for north-south shipping, navigation, mail, telegraphy, and remittance, and report to us for approval, so as to discuss with Shanghai representatives, Wei Wenhan, Jinshan [ 5] and so on to solve the problem.
