Chapter 3 Policy and discipline education should be implemented to the entire army[1]

(January 9, 1948) Wherever our troops go, in principle, they are not allowed to confiscate any shops and donate money to any merchants.When the bureaucratic capital becomes a base, it is only allowed to be taken over by the democratic government, and the army is not allowed to confiscate or destroy it.Supplies for the army should be drawn from enemy storehouses, from the landlord class, from land taxes, and from the proper sales taxes and duties imposed by the government on merchants.It is also completely wrong to confiscate the property of the family members of enemy officers and assistants.Gao Jiabao's violation of discipline should be held accountable, and policy education and discipline education should be implemented to the entire army.
