Chapter 95 The party's leadership responsibility for government work [1]

(December 1952) The leadership responsibilities of the Party Central Committee and Party committees at all levels to the government, to financial and economic work, and to industrial construction are as follows: (1) All major and important guidelines, policies, and plans must be formulated by the Party Central Committee in a unified manner, and the Party’s resolutions and instructions must be formulated, Or review and approve the suggestions of responsible comrades and party groups of relevant agencies; all central representative agencies and party committees at all levels should resolutely ensure the implementation of all resolutions, instructions and decrees of the Party Central Committee and the Central People's Government, and do not contradict the central resolutions and instructions. Within the scope of laws and regulations, formulate their own resolutions or instructions to ensure the completion of tasks given by the central government and superiors. (2) Check the implementation of the party's resolutions and instructions.
