Chapter 41 The Policy and Deployment of the Chinese People’s Volunteers in North Korea[1]

(October 14, 1950) (1) I have told Peng Dehuai[2] that after he went to Dechuan to study the situation, he would construct two to three defensive fronts in Pyongyang, north of the Wonsan railway line in Dechuan, and south of the Ningyuan highway line.If the enemy comes to attack, divide and annihilate them in front of the position. If the U.S. Army in Pyongyang and the Wonsan Puppet Army attack from two routes, attack the isolated and thinner route.The determination now is to fight against the puppet army, or some isolated U.S. troops.If time permits, we will continue to strengthen the fortifications. If the enemy sticks to Pyongyang and Wonsan does not come out within six months, our army will not attack Pyongyang and Wonsan.After our army has completed its equipment and training and has overwhelming superiority over the enemy in the air and on the ground, we will attack Pyongyang, Wonsan, etc., that is, we will discuss the issue of attack after six months.It is safe and beneficial for us to do so.

(2) The U.S. military is still at the 38th parallel[3]. It will take time for it to attack Pyongyang, and it will take time for it to attack Tokugawa from Pyongyang.If the U.S. military in Pyongyang does not attack Tokugawa, it is estimated that it will be difficult for the puppet army in Wonsan to attack alone. This will give our army time to advance and build defenses. (3) Our army will start on October 19th. It will take seven days for the vanguard to walk 200 kilometers to Tokugawa and rest for a day or two. On October 28th, we can start to build in the area south of the Tokugawa-Ningyuan line. fortifications.It will take ten days for the entire army of 260,000 people to cross the Yalu River, that is to say, they will not be able to cross the river until October 28.

(4) In order to prepare for a victory when the enemy attacks the Tokugawa area within November, we have decided that it is better to march with 260,000 men (12 infantry divisions and 3 artillery divisions).When the fortifications have been repaired and the enemy sticks to Pyongyang and Wonsan does not dare to attack, then about half of the army will be sent back to China for training and food, and then go there when there is a big battle. (5) During the period when our army entered half of the construction works, the Korean People's Army continued to resist, and it was beneficial to delay the advance of the US and puppet armies as much as possible.
