In addition to the great tasks of defending national defense, consolidating law and order, and strengthening training, the people's army is a glorious and huge task.Therefore, the People's Revolutionary Military Committee calls on the entire army, except those who continue to fight and serve, to undertake part of the production tasks, so that our People's Liberation Army is not only a national defense army, but also a production army, so as to cooperate with the people of the whole country to overcome the difficulties of the long-term war. The remaining difficulties accelerated the economic construction of new democracy.

This production task is necessary and possible. The reason why this production task must be realized is that the long-term war against the Chinese people launched by the reactionaries at home and abroad has caused serious disasters to the people and severe damage to the economy.Today we want to carry the revolutionary war to the end, heal the wounds left by the long war, and engage in economic, cultural, and national defense construction. The country's income is insufficient and expenditures are huge. This is a huge problem that we have encountered today. difficulty.The way to overcome this difficulty is first of all to gradually restore and develop production by the people of the whole country under the leadership of the Central People's Government.The People's Liberation Army must undertake part of the production tasks in order to overcome such difficulties together with the people of the whole country.

The reason why this production task can be realized is that the vast majority of the People's Liberation Army come from among the working people, have a high degree of political awareness and various production skills, and have undertaken production tasks during the most difficult years of the War of Resistance Against Japan. experience and labor tradition.The vast number of cadres and veterans in the People's Liberation Army know that after the army participated in production, it not only overcame difficulties, reduced government expenditures, improved the army's living standards, and improved the political quality of the army through labor training. Improved officer-soldier relations and military-civilian relations.The realization of this production task is also because in the areas where the war has ended, the People's Liberation Army has spare time to participate in production and construction work in addition to the tasks of defending national defense, eliminating bandits, consolidating public security, and strengthening training.All of these are conditions for the People's Liberation Army to be able to realize its production tasks.

Participation of the People's Liberation Army in production is not temporary, but should proceed from the perspective of long-term construction.The focus is on increasing the wealth of society and the country through labor.Therefore, the heads of all military regions must guide their subordinates to participate in production and construction work from the spring of 1950, so as to improve their own lives and save part of the country's expenditure.This kind of production and construction work should form a kind of movement to facilitate promotion.This kind of production movement should draw up a long-term plan and specific steps.Production projects should be subject to the permission of the people's government, within the scope of agriculture, animal husbandry, fishery, water conservancy, handicrafts, various construction projects, various possible industries and transportation businesses, and commercial activities are prohibited.The leading organs of the army should conduct investigations and studies according to the situation in the station, and make preparations for this winter.

In order to enable the army to correctly carry out production tasks and carry out production campaigns, it is hereby stipulated that: (1) At all levels above divisions, armies, and military divisions, set up production committees with representatives from the command headquarters, the political department, and the logistics department. (2) Establish production cooperatives in the army, and establish leading organs at all levels of the cooperatives to manage all production funds, production activities and production results under the supervision and leadership of the production committees of the army.The cooperative system and the army command system are parallel and closely related to each other, but not confused.

(3) Implement the principle of giving consideration to both public and private interests, distribute production dividends fairly and reasonably, of which 40% should be owned by the producer himself, and the rest should be owned by the production unit and the state, so as to establish a public-private revolutionary housework. Self-sufficiency, on the one hand, enables producers to gain something personally.It is up to the individual to decide whether to keep this personal harvest, send it back home, or store it in the cooperative for future use. (4) In areas where land is scarce, in addition to participating in various possible handicrafts, industries, water conservancy, transportation and construction projects, the army chief may discuss with the local people's government and participate in labor, funds and fertilizers under the principle of farmers' voluntary , farm tools, and partner with farmers to increase production and distribute the results fairly.However, care must be taken not to enforce it, and not to compete with the people for profit.

(5) The production plans of the troops of each military region must be combined with the production plans of the major administrative regions and provincial people's governments to coordinate production funds.All military production funds are considered investments and must be interest-calculated and repaid.All military production enterprises must pay taxes according to the regulations, and abide by all laws and regulations of the people's government, and must not violate them.
