Chapter 24 Do not confuse international issues with domestic issues on the Taiwan issue[1]

(October 5, 1959) The Taiwan issue is very complicated, with both domestic and international issues. As far as the United States is concerned, this is an international issue.International issues can only be resolved through peaceful means, not by force. We are still negotiating with the United States[2], but the United States has not come up with a trick. We used to talk in Geneva, but now we talk in Warsaw, and the problem has not been resolved. We asked the U.S. military to withdraw from Taiwan, but if they refused to do so, we could only wait. We will wait as long as they want to withdraw. We will not fight the United States first, comrades rest assured. As far as Chiang Kai-shek is concerned, Taiwan is a domestic issue.Does it have to be resolved by force? No, we were ready to negotiate with Chiang Kai-shek, but he refused. There is nothing we can do, and we may fight one day. There are two solutions to domestic problems, peaceful or forceful. Some people confuse the international issue on the Taiwan issue with the domestic issue.Taiwan only has a population of 10 million, so it doesn't matter if Taiwan (including Kinmen) is not taken back for a few years.

On the Taiwan issue, the United States is trying to create "two Chinas", one big China and one small China. They said, Germany has East Germany and West Germany, why can't there be two Chinas? We say that Germany is a defeated country, and it was our enemy during the Second World War. According to the provisions of the Potsdam Agreement, it is divided into two [3] .China was an ally in World War II.According to the provisions of the Cairo Conference[4] attended by Churchill, Roosevelt and Chiang Kai-shek, Taiwan was returned to China from Japan.Taiwan originally belonged to China and was temporarily occupied by the Japanese. It should be returned to China after Japan's defeat. After Chiang Kai-shek failed, he ran to Taiwan and established a government in Taiwan. There are many other countries in the world that have diplomatic relations with the Taiwan authorities. We oppose "two Chinas", and Chiang Kai-shek also opposes "two Chinas". We have similarities and commonalities.

According to the "Mao Zedong Diplomatic Selected Works" published in 1994 by Central Literature Publishing House and World Knowledge Publishing House. -------------------------------------------------- ------------------------------ note [1] This is part of the conversation between Mao Zedong and the delegations of the 17 Latin American Communist Parties including Brazil, Argentina, Cuba, and Venezuela. [2] Refers to the China-U.S. ambassadorial meeting, see note [8] on page 64 of this volume. [3] After the end of the Second World War, the Soviet Union, the United States, and the United Kingdom signed the Berlin (Potsdam) Conference Protocol and the Berlin (Potsdam) Conference Communiqué on August 2, 1945. These two documents are commonly known as the Potsdam Agreement .The agreement proposed the postwar treatment of Germany.Among them, according to the Crimea Agreement, the Soviet Union, the United States, the United Kingdom, and France exercise supreme power in their respective occupied areas of Germany and jointly handle matters related to Germany. In 1947, the occupied areas of the United States and Britain merged into the occupied areas of the two countries. In 1948, the occupied areas of the two countries merged with the occupied areas of France to form the occupied areas of the three countries. In September 1949, in order to split Germany, the United States, Britain, and France established the Federal Republic of Germany in the occupied area of the three countries, commonly known as West Germany. In October of the same year, the German Democratic Republic, commonly known as East Germany, was established in the Soviet-occupied area.

[4] The Cairo Conference refers to the meeting held in Cairo, the capital of Egypt from November 22 to 26, 1943, between the leaders of China, the United States, and the United Kingdom, Chiang Kai-shek, Roosevelt, and Churchill. The meeting discussed the joint war plan against Japan and how to deal with Japan after defeating Japan. The "Cairo Declaration" issued on December 1 of the same year stipulated that Japan should deprive Japan of all the islands it had seized or occupied in the Pacific region since World War I, and return the Chinese territories occupied by Japan, such as Northeast China, Taiwan, and the Penghu Islands, to China.
