Chapter 5 Zhengzhou Meeting Minutes[1]

(March 5, 1959) On February 27, 1959, an enlarged meeting of the Political Bureau of the Central Committee was held in Zhengzhou.The meeting lasted for seven days and ended on March 5.Attendees included 20 people from the central government and 27 first secretaries of provincial, municipal and district party committees, for a total of 47 people.The theme of the meeting was the issue of the people's communes.First, Comrade Mao Zedong expressed his views, and then several discussions were held.The result is as follows: (1) Agree with Comrade Mao Zedong's opinion. (2) The following fourteen sentences are stipulated as the current policy for rectifying and building people's communes.These fourteen sentences are:

Unified leadership, team-based; Hierarchical management, decentralization; Three-level accounting, each calculating profit and loss; The distribution plan shall be decided by the society; Appropriate accumulation and reasonable adjustment; Material labor, equivalent exchange; Distribution according to work, recognition of differences. (3) A number of regulations (draft) on the management system of the people's communes were drafted.
